  1. PROJECT DESCRIPTION:

The Government of Timor-Leste emphasizes a high priority of the infrastructure development. According to the Strategic Development Plan 2011 – 2030 (SDP) the infrastructure is one of the key investment priorities, including roads and bridges, ports, power plants, water and sanitation, public buildings. The Infrastructure Fund was established in 2011 in order to support implementation of strategic projects which are in-line with SDP. And the Fund focuses on priority projects with significant social and economic impact. The role of the Major Projects Secretariat (MPS) is to assist in project planning and implementation and to provide technical and administrative support to the Council for Administration of the Infrastructure Fund (CAFI). 

For the Government of Timor-Leste it is very important to support major projects and to facilitate the process of infrastructure development, including improvement of national standards for project planning, project evaluation and monitoring and to identify risks, cost and benefits through the feasibility study and to select the best projects in terms of return of investment. To response the above challenges the Government of Timor-Leste and UNDP initiated the Infrastructure Development Support Project (IDSP) in order to improve standards and regulation based on the best practices and to build a reliable framework for infrastructure development in terms of planning and implementation. IDSP project focuses on capacity building and improvement of national standards for the Infrastructure Fund in the following areas: improvement of standards for planning and project preparation (feasibility study, project appraisal); Database development for infrastructure projects; Capacity development and trainings for national staff in the area of project implementation and evaluation (project monitoring, project management, ex-post evaluation).

  1. OBJECTIVE OF THE ASSIGNMENT AND SCOPE OF WORK:

The International Project Manager will work under the Infrastructure Development Support Project (IDSP) at the Major Projects Secretariat of the Infrastructure Fund and will focus on the following areas:

  1. Technical and professional support of the Infrastructure Fund and the Major Projects Secretariat in the process of project and program implementation in line with the Strategic Development Plan of Timor-Leste 2011-2030 (SDP);
  2. Economic and financial assessment of strategic projects, planning                                                and evaluation of infrastructure proposals for the Infrastructure Fund;
  3. Capacity building and support of finance management, project appraisal,                         feasibility study, project evaluation in the area of infrastructure development. 

The overall objective of this assignment of the International Project Manager is to support the Major Projects Secretariat of the Infrastructure Fund and to guide the MPS team in the following areas:  

a) Pre-feasibility and Feasibility study and improvement of national standards;

b) Project appraisal and prioritizing of new proposals for the Infrastructure Fund;

c) Financial and economic analysis, including assessment of social and economic impact and benefits, calculation and/or checking of Internal rate of return (IRR), Net present value (NVP) and Cost-Benefit Ratio (CBR), risk assessment, analysis of sustainability and sensitivity of project;

d)  Cost estimation based on capital investment, operation and maintenance expenditures (O&M);

e) Financing options for infrastructure projects, including potential funding through public-private partnership (PPP), public financing and assessment of possible loan options; 

f)  Project monitoring and project implementation plans (PIP), including arrangements, responsibility of relevant agencies, budget plan and tentative schedule, capital investment and organization plan.   

 

The International Project Manager will work with MPS team in cooperation with the members of the Council for Administration of the Infrastructure Fund (CAFI) in a process of project implementation, budget execution and reporting based on activities related to the Infrastructure Fund. 

 

The main responsibilities of the International Project Manager are as follows: 

  • Coordination of MPS team during implementation of national standards for infrastructure projects;
  • Management of the achievement of project outputs according to the project document (ProDoc);
  • Preparation and update of the business plan, work plans, including annual work plans (AWP);
  • Arrangement of in-office, home-based and overseas capacity development trainings for MPS;   
  • Ensure timely submission of project documents and deliverables under the project;
  • Guidance to MPS team in the process of project appraisal and feasibility study (FS);
  • Organization and management of project activities according to the work plan;
  • Professional support for project implementation under the Infrastructure Fund;
  • Preparation of progress reports in collaboration with MSP and UNDP.

Competencias

  1. INSTITUTIONAL ARRANGEMENTS:

The Consultant will be based at the Major Projects Secretariat (MPS) of the Infrastructure Fund, Timor-Leste.

The Consultant will report to the Director of the Major Projects Secretariat (MPS) of the Infrastructure Fund.

The Consultant will submit a progress report on monthly basis. The progress report should include achieved results by the end of each month up the end of the Contract. Two weeks before the end of the Contract the Consultant will present a final report with main results of the assignment.

Duration: 180 working days (15 May – 31 January 2020).

Duty Station: Dili, Timor-Leste.

  1. QUALIFICATIONS OF THE SUCECSSFUL INDIVIDUAL CONTRACTOR:

  • Post graduate degree in Economics, any legal education would be an advantage;

Experience and Knowledge:

  • Minimum 7 years’ experience with infrastructure projects, economic analysis, project appraisal/evaluation;
  • Minimum 5 years’ experience at a government level, experience with a state budget preparation;
  • Experience in developing countries, aware of UN system and procedures;
  • Strong verbal and written communication skills in English, experience with preparation of reports              for projects/programs.
  1. SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENTS:

Lump Sum: The financial proposal must be expressed in the form of a lump sum all-inclusive cost linked to deliverables specified in TOR Section D, supported by a breakdown of costs as per the template provided.

The payment method is Lump Sum amount based on deliverables presented in the table below. Travel cost to arrive and depart to the Duty station is included in the Contract price. Travel arrangements will be coordinated with MPS according to the work plan and the project schedule.

  1. CRITERIA FOR SELECTION OF THE BEST OFFER:

The candidates will be evaluated based on the following methodology:

Combined Scoring Method, where the qualifications and methodology will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%. Only candidates obtaining a minimum of 49 points or 70% of the technical criteria will be considered for the financial evaluation.
