Antecedentes

The United Nations Development Programme (UNDP) Representation Office in Brussels, Belgium represents UNDP through the IT Unit provides technical support and IT services to UNDP personnel and 11 UN Agencies (169 users) within Brussels UN House.

These services are defined by client needs and delivered in accordance with UNDP’s best practices for implementing ICT services.

We are looking for an IT Assistant to reinforce the IT team and help in delivering the IT services and support to the clients.

The ideal candidate will be able to provide IT support services to UNDP and sister Agencies on their own ICT Projects (Cloud storage, VPN connection between office locations and create SharePoint workflows, work with communications officer to update information contained on our intranet, maintain and upgrade local servers).

To attain the above objectives, our organization would need additional IT Consultant to maintain the IT staffing ratio (50 users/IT staff).

Duties and Responsibilities

Under the guidance and direct supervision of the IT manager, the ICT Assistant is expected to provide technical assistance to office staffs as needed, resolve network problems promptly and accurately, initiate process improvements to better answer user demands, troubleshooting of all ICT equipment and other related tasks assigned to him/her.

Functions/key results expected:

Summary of key functions:

  • Assist in any other ICT related tasks assigned by the ICT Manager
  • Create automated solutions/workflows in Office 365 SharePoint Online
  • Update SharePoint lists, libraries, web parts, workflows, sites/sub-sites
  • Coordinate with the IT team and other service support providers to effectively resolve incidents and requests, both hardware and software.

•       Ensure day-to-day functionality of all computing resources (Servers, Router, Firewalls, WIFI access points, IP Telephony, video conferencing facilities, etc.).    

  • Take ownership of issues by carrying out problem analysis to implement temporary or permanent fixes with the aim of restoring service to the customer as soon as possible; escalating incidents to other support teams where necessary.
  • Upgrade and reimage computer hardware and application software as required. (Install and configure desktop computers, printers, routers, switches, smartphones, software deployment, security updates and patches)
  • Assist in the presentation of display materials and Video Conferencing events.
  • Manage users in the Office 365, provide IT Services orientation for Employees (Email, printers, scanners, IP telephone, etc.).
  • Monitor, troubleshoot and resolve internet/Telephone connectivity problems.
  • Supervise and process help desk support requests.
  • Help to accomplish administrative responsibilities: Assist in the procurement process of the IT items by liaising with Suppliers regarding quotes, equipment evaluation in accordance with UNDP ICT Policy and Standards, manage email accounts of the staff, etc.)
  • Assist the IT Manager in identifying and developing digital solutions in order to become a paperless organization
  • Working with the Intranet Project Manager to continually improve website infrastructure and manage the homepage to maintain a proper balance of content and tools,

Deliverables:

  1. Produce progress reports outlining the progress achieved according to ToR at the end of each calendar month.
  2. One final report outlining the achievements for the entire duration of the assignment at the end of the contract.

  • Explore and analyze datasets with tools like Power BI, MS Excel or Access,
  • Experience with Meraki Appliances and VPN’s remote implementation,
  • Experience with other Office 365-based collaboration tools, Outlook, Yammer, Planner, Teams
  • Ability to work with social media (Facebook, Twitter, YouTube, and more),
  • Good judgment and ability to improve network security and prepare correspondence on own initiative.

Recruitment Qualifications

Education:

  • Post-secondary education in science related subject and/or relevant IT qualifications with specialized formal training in computer Science.
  • Cisco CCNA /CMNA and MCSA certified.

Experience:

  • 2 years’ experience in IT, including Networking and Server installation and administration.
  • Able to build dashboards and automate tasks and business processes through MS Flow
  • Able to communicate at all levels.
  • Able to work both as a part of a team or on own initiative.
  • UN experience is desirable, but not mandatory.

Language Requirements:

  • Excellent writing, editing, and oral communication skills in both English and French.
  • Working knowledge of other UN official languages is an advantage.

Requirement:

  • Candidates must have the legal right to live and work in EU countries.

  • An updated curriculum vitae.
  • A motivation letter prepared by the candidate detailing how he/she is best fit for this consultancy given his/her experience and background.

Step 2: Submission of Financial Proposal

Applicants are instructed to submit their financial proposals in EUR for this consultancy to procurement.be@undp.org using the financial proposal template available here: http://procurement-notices.undp.org/view_file.cfm?doc_id=45780. The proposals should be sent via email with the following subject heading: ICT assistant” by latest May 24, 2019 . Proposals to be received after the deadline will be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (monthly professional fees, travel related expenses if applicable, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal. 

 

Application Evaluation Process

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

Technical Criteria weight: [70%]

Financial Criteria weight:  [30%]

 

Only Individual Consultants obtaining a minimum of 70% on the Technical evaluation would be considered for the Financial Evaluation.

 

Selection Process

All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria (CV review and interviews) – 70% of total evaluation– max. 70 points

CV review: 20 points:

Educational qualification as defined in the ToR (10 points)

Experience as defined in the ToR (10 points)

Only candidates who obtained at least 70% of points from the CV review (who will score at least 14 points) will be eligible to be invited for an interview and written test.

Practice test: 30 points

ICT skills (30 points)

Interview:  20 points

Relevant work experience in ICT – (5 points)

Proficiency in the usage of Windows OS and Office 365 Suite Features/Apps, (5 points)

Knowledge in Management of Information Systems - (5 points)

Fluency in English and French - (5 points)

Only those individual consultants who obtained at least 70% of points from the interview and written test will be considered for financial proposal evaluation.

 

Financial Criteria - 30% of total evaluation

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

 

UNDP is applying fair and transparent selection process that would take into account both the technical qualification of Individual Consultants as well as their price proposals.
