South-South and Triangular Cooperation (SSTC) has increasingly gained importance due to its proven contribution to national development objectives through its variety of flexible cooperation modalities and introduction of good practices and innovations. However, to further catalyze development, it is critical to enhance the capacity of national institutions for SSTC oriented policy and planning and improve the management of such initiatives in order to help accelerate the achievement of national development goals, including those related to Government international objectives.

 

Iran is a developed country, among the most-endowed countries in terms of natural and human resources, with good innovation in the area of science and technology, and with huge potential for enhanced and sustained economic growth and development. The Government of the Islamic Republic of Iran (GIRI) is now implementing its 6th Five-Year Development Plan (2017-2021), in which development cooperation constitutes part of Iran’s international relations with the developing South. This development cooperation with other countries is now more meaningful in a time when significant challenges, including those emanating from unilateral sanctions, are adversely also impacting on its economy.

 

Given Iran’s middle-income country status, the role of the United Nations in Iran has been primarily focused on developing Government’s institutional capacities, providing policy advice and technical expertise, supporting knowledge transfer, the sharing of international best practices and facilitating SSTC.  Under the auspices of United Nations several regional and international research centers fostering South–South cooperation have already been established in Iran. SSTC is a one of key strategies for the UNDAF (2012-2017) and a central part of the Country Programme Documents and projects of the UN development agencies, funds and programmes operating in Iran.

 

Although UN agencies have supported the Government counterparts and partners in knowledge transfer and improvement through SSTC there is, however, a recognition by both Government and UN that SSTC has not been adequately integrated into UN facilitated activities in Iran - as a cross-cutting theme. It is now envisaged that this lack will be addressed by the ongoing UNDAF Mid-Term Review process and an improved SSTC framework incorporated.

 

The objective of the Consultancy is to conduct a mapping of current SSTC activities and possibilities for the current UNDAF cycle, assess Iran’s technical cooperation capacities in various fields and its current needs for benefitting from the capacities of other countries and to develop an SSTC Framework including institutional arrangements and its related monitoring and evaluation tools.

The consultant will be expected to undertake the following tasks:

 

  • Review relevant materials and documents on SSTC to be provided by the MFA, line ministries and UN agencies;
  • Provide an initial inception report with a description of contents of the final report, methodology, scope of work, process and data requirements/sources;
  • In cooperation and consultation with the focal points of the UN agencies, conduct an inventory of the areas of interest of Iran for learning and benefitting from other developing countries and specific areas which Iran could share its own technical knowhow, experience and best practices with other countries of the South for the period of 2019 - 2021;
  • Engage in a consultation process with the Ministry of Foreign Affairs;
  • Review successful Iranian cases of any SSTC initiative facilitated by the UN;
  • Provide analysis of possible institutional frameworks and arrangements;
  • Compile existing M&E methodologies and tools for SSTC and develop an M&E matrix and process for the SSTC framework for Iran;
  • Draft the document for the proposed SSTC Framework for the Iran UNDAF (with its SSTC proposals, including on programme possibilities, institution and policy approaches, planning and M&E framework) for comments of the Government and the UN agencies;
  • Present/share the draft document and framework for inputs and feedback from the respective UN agencies - and incorporate them as appropriate;
  • Submit the final SSTC framework document along with its M&E matrix and programme.

The consultant is expected to have:

  • An advanced university degree in development studies or a related field,
  • At least 10 years of experience in development policies and practices,
  • Good knowledge of the social, economic, and political situation in Iran, and of national and international development issues, with special reference to SSTC concepts and modalities,
  • Good track record in research, analysis and report writing.
  • Excellent fluency in both English and Farsi.
