Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In 1995, 189 governments adopted the Beijing Declaration and Platform for Action, a comprehensive roadmap for gender equality, the empowerment of women and the human rights of women and girls. In 2020, the global community will mark the twenty-fifth anniversary of the Fourth World Conference on Women and adoption of the Beijing Declaration and Platform for Action (1995).

In 2019 the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), and the National Commission for Lebanese Women (NCLW), recognized the importance of collaborating and cooperating in order to support the implementation of international treaties and conventions including, Beijing Declaration and Platform for Action.

As the Republic of Lebanon is a signatory of the Beijing Declaration and Platform of Action (1995) and as such made national commitments for its implementation, including the preparation of the ‘Implementation of the Beijing Declaration and Platform for Action (1995)’, due in 2019, NCLW and UN Women seek to engage a Senior Consultant with the aim and responsibility of developing the Beijing +25 national review, as per the international guidelines and procedures. The procedures to be followed are stated in the “Guidance note for comprehensive national-level reviews” prepared in September 2018 by UN Women.  The scope of the report focuses on addressing the period spanning 2014-2019.

Under the overall guidance and direct supervision of the UN Women Country Programme Manager, in coordination with a NCLW/UNWOMEN Steering committee, the consultant will be undertaking the various tasks as described below and will be responsible to produce the final report (as outlined in the deliverables section of this Terms of Reference).

Deberes y responsabilidades

The main objective of the consultancy assignment is to develop and finalize the national report on the implementation of the Beijing Declaration and Platform for Action, for the Republic of Lebanon.

The Senior Consultant will be responsible for regularly informing the project management team on progress, and for submitting the required deliverables – approved by UN Women and NCLW.

The consultant is expected to prepare a methodological plan with key milestones, timeline and deliverables related to the key outputs of this consultancy and carry out the below tasks:

  • Develop a workplan for the preparation of the Beijing +25 National Review, including developing a multi-stakeholder engagement strategy;
  • Prepare a Desk Review of available data, indicators and progress. In utilizing data, the consultant will leverage on the data collected by NCLW for the CEDAW national report for 2015-2019. The consultant can use existing resources such as the Yearly reports on the National Women Strategy and NCLW internal annual reports. The consultant is required to attend and build on and draw from the inputs of national consultative meetings that will be organized in May 2019 for the CEDAW report drafting. The consultant is also requested to build on the information collected by the committee formed by NCLW. The committee will have already organized a few consultative meetings;
  • Develop comprehensive questionnaire in Arabic aiming at collecting extra data for the Implementation of the Beijing Declaration and Platform for Action (1995) report in 2019. This will mainly include critical areas of concern that are not included in CEDAW. Knowing that NCLW already covered and requested information for CEDAW and agenda 2030 from Line ministries and public administrations;
  • Consult with key stakeholders by facilitating at least 1 consultative meeting with various Civil Society Organizations stakeholders to complement data received, obtain feedback and insights to ensure that the development of the national-level review on Beijing is participatory;
  • Analyze collected data received from various sources and draft in the format clarified in the guidance note:

“Section one should provide macro analysis of priorities, achievements, challenges and setbacks, with a focus on the past five years (i.e. 2014 to 2019, or five years since the completion of the last report); as well as new and emerging priorities for the future.

Section two should provide a more detailed analysis of measures taken to advance gender equality across the twelve critical areas of concern of the BPfA with a focus on the last five years (i.e. since 2014 or the completion of the previous report). The use of the thematic clusters and guiding questions is encouraged to reflect on how the BPfA and the 2030 Agenda can be implemented in a mutually reinforcing manner to accelerate progress for all women and girls. For each of the areas, special attention should be given to elaborate on concrete examples of the measures that were taken, the challenges encountered, and the achievements made, using data to document them where available.

Section 3 should cover national processes and mechanisms, linking those related to the implementation and monitoring of the Beijing Declaration and Platform for Action with those related to the 2030 Agenda for Sustainable Development.

Section 4 should highlight progress on the availability of data disaggregated by sex and gender statistics, linking the monitoring of implementation of the Beijing Declaration and Platform for Action with gender responsive implementation of the 2030 Agenda for Sustainable Development.”;

The consultant is expected to build on the data collected by the committee and to validate, draft, amend, finalize, arrange and edit all sections of the report.

  • Present report to NCLW and UN Women for review, comments and inputs. The report is expected to be populated in the Arabic Language;
  • Participate in and facilitate a validation meeting of final draft with NCLW and UN Women, as well as other stakeholders (National and International);
  • Revise and submit the final Beijing +25 National Review.

Milestones of data categorization and report writing:

  • Conduct desk research to categorize collected data and review relevant data;
  • Conduct data collection exercises in order to fill any gaps in data needed;
  • Submit draft report to NCLW/UN WOMEN;
  • Ensure final report is comprehensive and inclusive of all comments obtained from stakeholders met during consultative process.

Meetings and consultative process component:

  • The expert will take part in regular technical meetings with NCLW, CEDAW Committee and NCLW/UN WOMEN committee, and other counterparts if need be;
  • Take part in CEDAW Consultative meetings (5) and facilitate at least 1 consultative meeting related to Beijing +25 with various CSOs to complement data received and obtain feedback and insights on draft report;
  • Take part in 1 technical/national meeting to disseminate the findings of the report at the request of NCLW.

NCLW Contribution:

To facilitate the work of the consultant, NCLW will be providing the following (but not exclusive):

  • Share questionnaires prepared for CEDAW and the answers received from key ministries and Public Administrations;
  • Pertinent reports/documents including previous CEDAW reports, Beijing, Annual reports, National Strategy report;
  • National women strategy and action plan + yearly monitoring reports;
  • Review and input on the draft report;
  • Work space for the consultant if need be;
  • Organize consultative meeting with CSOs including extending invitations;
  • Organize dissemination/validation meeting;
  • Initial Data Collection Committee: a committee tasked with collecting initial data for the report has been formed and the consultant is expected to build on the information collected by the committee.

Deliverables & Timeline:

  1. Annotated report outline (setting out the structure of the report, its length and the indicative information that will be included in each section);
  2. Draft report as per the guidelines quoted above in Arabic, by 31 of May 2019;
  3. Participate in the validation of draft report (undertaken through at least 1 consultative meeting to take place tentatively by the 4 of June 2019, to be organized by NCLW);
  4. The final report in Arabic by 14 of June 2019, approved by UN Women and NCLW;
  5. Participate in one dissemination meeting to share final report and findings, 20 of June 2019.

Habilidades y experiencia requeridas

Education: Bachelor’s degree in political/Social Science, Social & Intl Development and Policy, or related fields.

Experience: 

  • At least 6 years of relevant work, of which;

               - 4 years of increasingly responsible experience in data analysis and monitoring, conducting qualitative and quantitative research,    developing methodology and analysis, and preparing reports; with experience in the fields of gender and women’s empowerment/ development/ human rights related work;

              - 6 years of experience in the fields of gender and women’s empowerment with experience in analytical and report writing skills;

  • Experience in gender disaggregated data collection and analysis, including interviews, survey and focus groups;
  • Demonstrated analytical and report writing skills;
  • Strong experience in sectoral analysis;
  • Experience in strategic analysis and report writing;
  • Extensive experience with governmental and non-governmental entities in Lebanon is essential;
  • Previous experience within the UN system is considered and advantage.

Language Requirements: 

  • Proficient in written and oral Arabic is a must. Working level of English and/or French is an asset;
  • Computer skills, internet communication and command of MS Office.

Evaluation Criteria:

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable;
  • Having received the highest score out of below defined technical and financial criteria.

Technical Evaluation (70%) split such as:

  • Education: 20%;
  • Professional Experience & background: 30%; should detail work experience, specifically experience which is relevant to the consultancy requirements indicated above;
  • Cover note: 20%; cover note should clearly state the availability and method of engagement to deliver on key outputs, while clearly explaining how the candidate meets the requirements and their ability to deliver in due time.

Financial Evaluation (30%): The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
