United Nations Capital Development Fund (UNCDF)

UNCDF is the UN’s capital investment agency for the world’s 47 least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.

UNCDF has been active in the area of financial inclusion over the past 25 years, through a market development approach combining support to governments and regulators, as well as to the private sector in order to develop scalable products and services for under-served and un-banked populations.

UNCDF mission 2030 is to accelerate the development of services leveraging digital finance & innovation by providing the right balance of technical expertise and financial support to government, private & non-profit sectors & academia. UNCDF 2024 goal is to empower millions of people to use services leveraging innovation and technology that contribute to achieving the Sustainable Development Goals.

UNCDF Uganda

UNCDF has been present in Uganda since 1982, supporting the Government to create a functional planning and financial system for sustainable and inclusive local development. Today, together with the larger UN Country Team, UNCDF in Uganda supports the Government to effectively implement the Second National Development Plan and realize its vision of becoming a middle-income country by 2020 and achieve the Sustainable Development Goals by 2030.

UNCDF uses its financial tools and technical expertise in public financial management, SME development, and financial services development to incentivize actors across different economic value chains to think differently, break from their silos, and incubatenew ways of serving the “last-mile”. Together we look for, and invest in, high-impact opportunities that can boost productivity, economies of scale, and above all, development impact, especially for women and youth

UNCDF is about to launch a new initiative with the support of the Sweden Development Agency (SIDA) i.e. the “Connect” Rural Uganda programme. The Programme aims at empowering rural communities - smallholders farmers, agri-business & refugees - in Uganda to lead productive and healthy lives, by expanding access and usage of digital services.

The main expected outcomes of this new initiative include:

1. Rural community members in Uganda (Smallholders farmers, agri-business & refugees) have the knowledge, skills and behaviors needed to access and use digital services.? They have better access to training and education through digital channels.
2. New business models and technologies for delivering services are scaled for rural communities in the finance, agriculture, energy, education and health sectors.
3. Rural community members have improved access to and increasingly use digital payment accounts.
4. Government of Uganda implements policies that enable access and usage of digital services.

For implementation of this programme, in the first six months, UNCDF intends to complement existing sector analysis with further in-depth analysis to inform / validate the different intended interventions. This further analysis is planned during the inception phase. The aim will be to validate key assumptions about the development challenge at micro and meso level on one side and about the feasibility and impact pathways of proposed project interventions (solutions) on the other side.?

This in-depth analysis will be based on the different focus sectors – agriculture, education, health, finance - and the key focus segments: women, youths, MSME’s and refugees

Deberes y responsabilidades

UNCDF is looking for a Market Systems Results Measurement Consultant to refine the results measurement framework (RMF) to reflect the Uganda country strategy and activities for the next five years. The assignment primarily focuses on the design of the framework but also includes providing support to research activities, developing results measurement processes, guidelines and tools, and building the team’s capacity in monitoring a market systems development programme.

The Consultant will be based in Kampala, Uganda, and will work in close collaboration with the Uganda country team and the Results Measurement Analyst based in Brussels, Belgium.

Detailed activities:

1. Refine the results measurement framework in line with the Donor Committee for Enterprise Development Standard for measuring results (DCED)

• Revise the Theory of Change and indicators in line with the DCED standards and UNCDF’s country mission and five-year strategy, partner agreements, and programme evaluation findings;
• Develop a measurement plan, including details on data collections tools, sources, frequency, and programme targets for 2019-2023;

2. Support the design, implementation and quality assurance of the research and sector analysis that will further inform the current country programme, the validation and/or identification of the interventions and the results measurement framework.

• Ensure research questions and tools capture insights required for finalizing the RMF and incorporate the research findings in the revised RMF;
• Support the collection of baseline data for key performance indicators;
• In collaboration with the UNCDF team and the research firm, develop problem trees for each of the prioritized areas of the project (agriculture, health, education and finance), identifying the existing systemic market failures within the sector and how digital services may address some of these failures.

3. Develop results measurement processes, tools and templates for effectively monitoring a market systems development country programme

• Review existing UNCDF results measurement and learning processes, tools and templates and identify areas of improvement for UNCDF monitoring of results and adaptive management practices;
• Identify and design all required processes, tools and templates for an efficient and effective implementation of the revised RMF and learning activities, including monitoring and reporting in line with DCED standards.

4. Build the capacity of the UNCDF team and its partners in measuring results and capturing learnings in line with the DCED Standard.

• Train the UNCDF team on the results measurement processes, tools and templates for effectively monitoring a country programme with a market systems development approach;
• Develop guidelines for the UNCDF team and partners on how to design and implement the country RMF;
• Assist the UNCDF team to design RM tools for specific interventions.

5. Support the refinement of the global UNCDF results measurement strategy

• Review and provide recommendations on how to improve the global RM strategy, measurement plan and processes, tools and templates
• Support the improvement of the global measurement plan, and processes, tools and templates.

The table below outlines the list of deliverables, due date and payment structure foreseen.

Institutional Arrangement

• The Consultant will be supervised by the Research and Results Measurement Analyst (RM Analyst) based in Brussels, Belgium.
• Reporting will be done through weekly meetings with the RM Analyst.
• All deliverables will be approved by the Research and Results Measurement Analyst, based in Brussels, Belgium.
• UNCDF will provide an office.
• Payments will be made upon receipt and acceptance by UNCDF of the contractor’s Certificate of Payment form specifying the o

  Duration of the Work

• Maximum number of working days required for the assignment is 120 days spread over six months. The assignment might be renewed for other six months.
• The target starting date is 1st July 2019.

Location of the Work

The Consultant will be based in Kampala, Uganda, and conduct regular in-country travel.

Travel to the field and other relevant locations may be required and will be compensated according to UN polices.

Please note that consultants already residing at the duty station will not be compensated for living expenses.utputs delivered as per agreed workplan and deliverable timeline.

Education:

• A master’s degree in technology, economics, public/business administration, social sciences, or related discipline or the equivalent experience is mandatory.

Experience:

• A minimum of six (6) years experience in designing and implementing results measurement frameworks in the development context is required;
• Demonstrated experience in monitoring projects with a market systems development approach is required;
• Knowledge of digital financial services is desirable;
• Experience in providing training on results measurement systems is desirable.

Language requirements:

• Excellent writing and oral skills in English are mandatory.

Evaluation Method and Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%).

Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Individual consultants will be evaluated based on the following methodology.

• Technical Evaluation Weight - 70% x [(Desk review 100 Points X 20%) +(Written Test 100 points X 40%) +( Interview: 100 Points*40%) = 100 Points]
• Financial Evaluation Weight 30% X 100 points

The Technical Evaluation will entail three key steps:

Step 1: Longlisting.

Longlisting (100*20%): UNCDF will produce a longlist of candidates. Applications will be screened and only applicants having obtained 80% in accordance to the below requirements will be invited to the test:

• A master’s degree in technology, economics, public/business administration, social sciences, or related discipline or the equivalent experience.
• A minimum of six-year experience in designing and implementing results measurement frameworks in the development context;

Step 2: Written test (up to 100 points X 40%): A written test will be administered to all candidates that obtained 80% or more in Step 1. The test will be scored with pass/fail, and the minimum required score to pass is 70%.

Step 3: Interview - Shortlisting criteria for interview (Maximum 100 points X 40%) are as follows

• Demonstrated experience in monitoring projects with a market systems development approach is required Max 100 points

Financial Evaluation

The following formula will be used to evaluate financial proposal:
Lowest priced proposal/price of the proposal being evaluated x 30%.

Award Criteria
The contact shall be awarded to the applicant whose offer have been evaluated and determined as:
Responsive/compliant/acceptable; and Having received the highest combined weight (technical proposal & Interview) 70% + financial 30%= 100%.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.
