Antecedentes
Launched at the United Nations in 2008, the Business Call to Action (BCtA) aims to accelerate progress towards the Sustainable Development Goals (SDGs) by challenging companies to develop inclusive business models that engage people at the base of the economic pyramid (BoP) – people with less than US$8 per day in purchasing power – as consumers, producers, suppliers and distributors of goods and services.
The BCtA is a unique multilateral alliance among donor governments – including the Swedish International Development Cooperation Agency (Sida), the UK Department for International Development (DFID, the Swiss Development Cooperation Agency (SDC), and with the United Nations Development Programme, which hosts the secretariat.
Over 200 companies, ranging from multinationals to social enterprises, and working in 65 countries, have responded to the BCtA by committing to improve the lives and livelihoods of millions in developing countries through access to markets, financial services, affordable healthcare, water and sanitation, education and other critical services. BCtA member companies are market leaders that provide examples of successful, profitable and scalable models for reaching poor communities and contributing to global development.
The Technical Advisor will work under the supervision of the Programme Manager of BCtA.

2. Scope of Work and Activities BCtA is seeking a Technical Advisor to support the BCtA team on a series of activities, pertaining to the implementation of the second phase of BCtA’s work on impact measurement and management of inclusive businesses. The Technical Advisor will support BCtA with developing, implementing and deploying BCtA’s online Impact Measurement Lab. The Technical Advisor will support the BCtA team in providing technical assistance to BCtA members for improving their theories of change/results chains, indicators, data collection plan, data analysis, study and reporting. Under the guidance of the Programme Manager, the Technical Advisor will monitor and support 10 companies participating in BCtA’s Impact Champions Programme.
The Scope of Work will be carried out remotely by the Technical Advisor from her/his location. The following areas are considered to be within the scope of this consultancy: 3. Expected Outputs and Deliverables Under the direct supervision of the Programme Manager:
The Technical Advisor shall provide progress reports that will detail all milestones reached, including but not limited to the number of companies that received capacity building. The Programme Manager shall review and accept these reports and certify them for payment.

Qualifications
Academic Qualifications/Education:
A Master's degree in international relations, international development, public policy, or other relevant fields such as social science, economics, business administration.
Experience:
- Minimum 10 years of combined experience in the private and in the development, sector working on private sector issues; (whether in strategy consulting or corporate functions), inclusive of at least 3 years of experience in the area of inclusive business or sustainable business.
- Minimum 5 years’ experience in impact measurement and management or monitoring and evaluation of inclusive or sustainable business;
- Experience managing relationships and partnerships with leading businesses, impact investors or non-profit organizations is an advantage.
- Proven track record with using technology for data collection and analysis is an advantage;
Language skills:
- Excellent writing, editing, and oral communication skills in English
5. Evaluation of Applicants
Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical (P11 and cover letter desk review and interviews) and financial criteria specific to the solicitation.
Only highest ranked candidates who would be found qualified for the job based on the desk review will be invited for an interview.
Technical Criteria - 70% of total evaluation – max. 35 points:
Criteria A - Combined experience in the private and in the development sector working on private sector issues; (whether in strategy consulting or corporate functions) and/or in the development sector working on private sector issues, inclusive of at least 3 years of experience in the area of inclusive business or sustainable business; - max points 5;
Criteria B – Experience in impact measurement and management or monitoring and evaluation of inclusive or sustainable business - max points: 5;
Criteria C - Experience managing relationships and partnerships with leading businesses/impact investors or non-profit organizations is an advantage. – max points: 2
Criteria D – Proven track record with using technology for data collection and analysis max points: 5;
Criteria E - Methodology (evaluation of the brief approach on how the candidate would approach and conduct the activities (shall be uploaded by the applicant during online application) - max points: 7.
Criteria F – Interview Criteria - Language skills, communication skills and technical knowledge in impact measurement or M&E - max points: 11;
Only candidates who will get at least 70% of points in Criteria A, B, C, D and E will be considered for the Interview – Criteria F; and only candidates who will get at least 70% of points in the Interview will be considered for financial evaluation.
6. Application procedures

Step 2: Submission of Financial Proposal - Only shortlisted candidates will be contacted and requested to provide a financial offer.

7. Terms of Payment
The assignment is based on a lump sum contract amount and payment is based only upon the certification and acceptance of the deliverables received as indicated in the TOR. In the event of non-performance and pre-termination where payments cannot be made in full or may have to be suspended, the final payment will be pro-rated against received and accepted deliverables.
Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.
