Antecedentes

The Project is part of the continuous efforts by the Norwegian Government to support judicial reform in the Western Balkan countries in line with the priorities identified in the relevant national and international strategic and policy documents.
The project works to enhance institutional and operational capacities of the judicial institutions in the region to further improve the professionalism, independence, accountability and efficiency of the judiciaries in the Western Balkans.
Improvements in court management and court administration, further development of the judicial information system and judicial statistics and analysis are all factors strongly contributing to court performance. Policy research and developing innovative ideas in this regard, sharing experience, know-how and practice amongst the regional countries could ease and expedite the efforts.

Purpose

The purpose of the regional conferences and seminars together with the policy research and capacity building in utilising judicial data is to improve capacity of the Western Balkan judiciaries for implementation of judicial reform initiatives through cross-country cooperation and collaboration.

The project will engage relevant experts to analyze the current court performance and other management practices and standards used in the Western Balkan judiciaries and compare them to the best international/European practices in order to develop policy recommendations on how these systems and processes could be further developed.

Objective
The project aims at strengthening the capacity of the regional judiciaries to further develop and implement judicial reforms to facilitate the countries’ aspiration to join the European Union.

Scope of work
In collaboration with the Support to Judicial Reform in the Western Balkans Project, the expert will conduct and facilitate research on the judicial performance management practices and use of statistical data in the Western Balkan countries. This task assumes a desk review and data analysis requirements, field visits to validate results and acquire additional information which can be followed by small-scale workshops/working group(s). Based on results of the research, the expert will identify training needs/formulate policy recommendations and present them to national judiciaries, regional conferences, seminars and workshops.

  • Research reports on the judicial performance management practices in the Western Balkan countries
  • Policy recommendations on judicial management
  • Presentation of research findings and recommendations at regional conferences and seminars
  • Develop and deliver hands-on trainings, workshops and seminars
  • Follow up analysis and reporting.

Academic Qualifications/Education

  • Advanced degree in Economics

Experience

  • Minimum 10 years of relevant professional experience in statistical analysis of judicial data related to the Western Balkan judicial settings;
  • Experience in working on international projects related to judicial reforms
  • Extensive experience in econometric data analysis and writing research papers;
  • Experience in delivering seminars and presenting at conferences;
  • Experience in designing and delivering trainings
  • Extensive knowledge of EU and international norms and standards in court administration/management and judicial statistics;
  • Comprehensive experience in policy analysis and writing of data-driven policy proposals in court administration and court performance management.


Languages Requirements

  • Fluency in written and spoken English and Bosnian/Serbian/Croatian/Montenegrin languages

Financial Proposal

  • Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including the number of anticipated working days, travel/accommodation).

Evaluation

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
