Antecedentes

UNDP Namibia, Country Office (CO) is re-focusing its efforts to support innovation, knowledge management and an evidence-based approach to enhance UNDP’s leadership as a thought leader in sustainable human development. In order to respond effectively to the corporate UNDP Strategic Plan 2018-2021, the UNPAF and UNDP Country programme Document 2018-2023, and the fifth Namibia National Development Plan priorities, the CO, seeks to enhance development effectiveness by improving systems, tools and mechanisms for national policy and strategy planning, analysis, monitoring, evaluation and reporting of development priorities. Timely availability of credible data is critical to buffer the upstream engagement of UNDP. In this context the CO proposes to set up a robust data base, in line with the objectives of the Namibia Statistics Agency to coordinate, collate and disseminate up to date and credible information on the social economic and environmental indicators in the country. For this purpose, UNDP seeks the services of a SDG Data and Information Management Analyst to support the NSA to strengthen its coordination function and also work actively to support data management in UNDP (CPD 2018 – 2023) and United Nations Partnership Assistance Framework (UNPAF) (2018 – 2023).

UNDP Namibia proposes to leverage TRAC2 funds/resources to support the NSA on the above as part of a joint UN programme. The support programme will ensure strengthened coordination amongst stakeholders and reduce fragmentation and duplication in data collection and lead to an up to date national data management system for tracking the implementation of the SDGs.

Deberes y responsabilidades

Under the overall guidance of the UNDP Head of Programmes the Data and IM Analyst will undertake the following assignments:

  • Plan and develop a data management system and processes specifically related to data collection templates in the frame of the database and other reporting requirements.
  • Maintain an updated database of economic, social and environmental indicators for Namibia.
  • Support relevant stakeholders to provide necessary inputs to the reporting on SDG Data Ensure and review existing and incoming data and metadata for currency, accuracy, usefulness, quality and completeness to facilitate consistent and harmonized datasets and ensure Linkages to reference datasets.
  • Generate Interactive Web-Based Reports in line with the Namibia National SDG online Hub platform Create Dashboards for Real-Time Tracking and Insights
  • Advise and support on enhancing the compatibility of data and metadata structures with related systems, standards or regulations.
  • Generate relevant maps for data review and analysis as well as reporting.
  • Prepare spatial data queries (with Post GIS database) for maps, graphs or tables.
  • Produce printable maps (with ArcGIS or similar software) for reporting.
  • Collate data in the thematic priority areas as determined by the supervisor in line with

the CO programmatic requirements (e.g. Inclusive growth; Macro analysis and impact of environmental projects by GEF);  

  • Compile and update relevant economic data on human development and key thematic areas for assisting with National Human Development Reports (NHDR)
  • Assist in data collection and information gathering to support ongoing and proposed research, policy/strategy development.
  • Any other task as needed.

Habilidades y experiencia requeridas

Education:

  • University degree in, Statistics and Computer Science.

Professional Experience:

  • Proficiency in computer programs, including Microsoft Excel and Access and STATA;
  • 3 – 5 years’ experience in related field
  • Knowledge about the technical aspects of data management and utilization.
  • Knowledge about data processing and evaluation, management and in organizing the collection, storage and usage of geographic data.
  • Ability to handle a large volume of work in an effective and timely manner
  • Experience working in the field of international development or research (desirable);
  • Understanding of the social, economic, institutional, and political environment in Namibia including an understanding of local power structures;
  • Ability to support evidence-based policy analysis through collection of relevant data;
  • Punctuality, intellectual curiosity, willingness to take initiative and work under pressure to meet deadlines.

Language Requirements:

  • Absolute fluency in written and spoken English is required;
  • Express ideas and facts in writing and orally in a clear, organized and convincing manner appropriate to the audience and occasion.
