Antecedentes
The project, in close collaboration with the Commission of Anti-Corruption of Timor-Leste (CAC), aims to strengthen anti-corruption, transparency, and accountability at the national and municipal levels and raise awareness among citizens in Timor-Leste. First, the project focuses on finalizing the development of overarching policy guidelines on anti-corruption, accompanied with capacity development initiatives for civil servants of the national and municipal administrative offices. Second, soft mechanisms for enhancing public sector integrity will be developed and distributed to the public and private sector stakeholders. Third, greater civic engagement will be facilitated through increased access to information and youth training initiative. With this comprehensive and multi-stakeholder approach to prevent corruption, the project envisions, in the longer-term, robust, transparent, and accountable government institutions and empowered citizens who can hold them accountable.
These goal and objectives are in line with the Timor-Leste Strategic Development Plan (2011-2030) as well as the ‘United Nations Development Assistance Framework (UNDAF) for the Democratic Republic of Timor-Leste 2015-2020: Supporting Equitable and Sustainable Development in a Rising Young Nation’. The Timor-Leste Strategic Development Plan for Public Sector Management and Good Governance emphasizes building trust in government through delivering quality public service and promoting civil service values. The Governance Sector plan of the UNDAF is centred on the institutional strengthening in the areas of justice, security, oversight mechanism, and decentralization.
2) OBJECTIVE OF THE ASSIGNMENT AND SCOPE OF WORK
The CAC is an independent government body with administrative and financial autonomy to undertake preventive actions and criminal investigation against corruption (Law No. 8/2009). The CAC, with support of UNDP, has commenced in the beginning of 2019 a 3 year-long initiative to develop the National Anti-Corruption Strategy of Timor-Leste (NACS). The findings of the preliminary study will be used as a baseline which guides the further development of the NACS.
In this regard, the objective of the assignment tasked to the International Consultant is to provide the CAC and UNDP’s Anti-Corruption Project with a complete preliminary study on the overview of corruption and anti-corruption in Timor-Leste. More specifically, the report of the study should include a thorough situational review of corruption and anti-corruption initiatives to date in Timor-Leste as well as the global/regional good practices with further analyses/recommendations of their adoptability and contextualization in Timor-Leste.

Output 1. A preliminary study conducted based on the desk research and consultations :
· Consultations undertaken with stakeholders in governments, private sectors, civil societies and academia through focus group discussions or interview
· The scrutiny of relevant national laws and policies that articulate government commitments and plans for reducing corruption, such as the Timor-Leste Strategic Development Plan 2011-2030 and Timor-Leste commitment to United Nations Convention Against Corruption (UNCAC)
· The scrutiny of relevant publications, and diagnostics that reflect government initiatives in combating corruption, such as national diagnostics, CAC surveys and assessments, CAC annual report and UNCAC report
· Readings of international guides for developing anticorruption strategies, including the United Nations document, ‘National Anti-Corruption Strategies: A Practical Guide for Development and Implementation’ (2014).
· Academic literature in the area of institutional change, corruption and related fields
· Collection of global or regional good practices which could be used as a reference in the development of the NACS
· The study results presented to the Commissioner of the CAC and his team as well as UNDP in due course
Output 2. Submission of the final report of the preliminary study :
· Submission of the final report of the preliminary study, which incorporates the feedback and comments received in the internal discussion session
· Presentation on the final report to the National Working Group of Anti-Corruption Strategy
4) INSTITUTIONAL ARRANGEMENTS
The International Consultant will be based in CAC office, Dili, Timor-Leste and report directly to the Commissioner and Head of International Cooperation of the CAC and the Project Manager of UNDP Anti-Corruption Project. The arrangement of the meetings for consultation will be assisted by the CAC and/or UNDP.
Competencias
§ Research reports or academic journals published in corruption and anti-corruption area is an advantage;
§ Previous working experience in any UN agencies is an advantage;
§ Previous working experience in Timor-Leste is an advantage;
§ Working knowledge of Portuguese or Bahasa Indonesia or Tetum is an advantage.
Habilidades y experiencia requeridas
§ Master’s degree in law, political science, social policy, development studies or related areas;
§ A minimum of 7 years of working experience at the national or international level in anti-corruption sector particularly in prevention and policy design area;
§ Strong interpersonal, oral and written communication skills in English
