Antecedentes

The GEF Council has recently approved the Project Identification Form (PIF) for the Sixth Operational Phase of the GEF Small Grants Programme in India (PIMS# 5530) implemented through UNOPS.  UNDP is now commencing a detailed project preparation phase expected to last approximately six months.  The PIF was approved by the GEF Secretariat on 30 October 2017. At the end of the preparation phase, UNDP will finalize a project document for approval/endorsement by the GEF CEO.

The GEF Small Grants Program has been a fundamental part of the GEF’s support to the production of global environmental benefits and the implementation of the UNFCCC, UNCBD, UNCCD and other multilateral environmental agreements in India since 1994 when the India SGP Country Program was first established. UNDP/GEF recently secured PPG financing for the Sixth Operational Phase of the GEF Small Grants Programme in India. The project aims to enable community organizations in India to take collective action for adaptive landscape management for socio-ecological resilience - through design, implementation and participatory evaluation of grant projects for global environmental benefits and sustainable development. The project will be financed by the GEF Trust Fund. Please see the PIF annexed to this document.

This Initiation Plan (IP) project will provide support towards preparation of the project described in the PIF for the Sixth Operational Phase of the GEF SGP in India, which has been submitted to GEF Council for approval. The IP is financed through a Project Preparation Grant (PPG), which will cover the costs of preparation activities: stakeholder consultations, baseline assessments, and development of a project logframe with defined baseline and indicators, a detailed work plan, and the definition of the management arrangements for the FSP. Consultations will be documented, and all activities will be supported by desk review of support documentation, as appropriate.  The final output of the Initiation Plan will be a UNDP-GEF project document and GEF CEO Endorsement Request ready for submission to UNDP and GEF.  The documents will be compliant with the specific requirements of the GEF and conform to UNDP Operational Policies and Guidelines.

The preparatory phase for the detailed design of this initiative will take place between December 2017 and 30 June 2018, following a detailed Project Preparation Grant (PPG) Initiation Plan (IP), attached as Annex I. During this time, various activities will be undertaken to finalize the design of project documentation that will govern the activities of the proposed GEF-financed project. These due diligence-related activities will build on those undertaken during the development of the concept (Project Identification Form or PIF, attached here as Annex II). A Project Document and a GEF CEO Endorsement Request will be produced in accordance with the various requirements of UNDP and GEF, based on the above information. Comprehensive stakeholder discussions and input will be relied on throughout the design phase.

Please see the approved PIF attached to these TORs for a more detailed description of the GEF SGP in India and its support to community-based climate change mitigation projects, the landscape management approach adopted as a programming framework, and the financial resources available for CCM programming. The project to be developed through this PPG Initiation Plan will enable the programming, design and implementation of community level small grant projects in the four selected landscapes that mitigate climate-related risks to health and well-being. These projects will include demonstration of energy efficiency/renewable energy applications (biomass efficient stoves, biogas, solar energy, micro-hydro, etc.); waste management for energy and improved carbon sequestration/storage through sustainable forest management.

Deberes y responsabilidades

UNDP is seeking to recruit a Community-based Climate Change Mitigation specialist to perform the following tasks:

1. Working with the project development team, carry out a participatory analysis to fully identify the CCM issues (baseline, barriers and gaps) in each of the four regions related to renewable energy, energy efficiency, carbon sequestration and storage, as well as the potential for CCM projects at community and landscape levels
2. Assist in organizing and carrying out stakeholder consultation sessions to solicit inputs and ensure both male and female stakeholder involvement and buy-in to the CCM component of this project
3. Ensure that all aspects of the project documents include CCM analysis, conclusions and relevant recommendations as required by the Project Development Team Leader: work with the project development team to devise the projects results framework and theory of change: develop CCM-relevant outcomes, baselines, targets, and indicators for the project results framework and ensure that all applicable indicators are disaggregated by sex and other relevant, intersecting forms of identity; ensure that CCM considerations are integrated into the project’s theory of change, including in the discussion of impact, assumptions, evidence and risks
4. Provide inputs to the UNDP Social and Environmental Screening Procedure including assessing potential negative impacts of potential grant projects and specific activities to mitigate and/or minimize them. 
5. Assist the project development team in identifying and developing partnerships with governmental institutions, NGOs/CSOs and relevant national stakeholders.  
6. As requested by the project development team, assist with capacity building and other aspects of project preparation to ensure CCM considerations are mainstreamed into the project document.

Expected Outputs and Deliverables:

The consultant shall prepare and submit:

Deliverable 1: CCM analysis for the four regions: This deliverable will be fully integrated into the project document and used to inform the process of developing the results framework and theory of change.  The participatory CCM analysis may consist of:

• Analysis using the Satoyama Indicators of Resiliency guiding questions to understand the local landscape context, and understand issues around CCM, including access to knowledge and capacity needs.
• Stakeholder consultation analysis, interviews and relevant information;
• A baseline survey on CCM and economic activities, including RE, EE and sustainable forest management

Deliverable 2: CCM fully mainstreamed into project document, including:

• Working with the project development team using the findings from the above analysis, develop the project’s results framework ensuring that outcomes, baselines, targets, and indicators reflect CCM where appropriate; ensure that all applicable indicators are disaggregated by sex and other relevant, intersecting forms of identity.

Deliverable 3: Calculations of CCM global environmental benefits

• Based on all analysis and inputs from project development and consulting expert opinion as well as documentation, estimate/calculate the tons of CO2e potentially mitigated (include both direct and indirect) by the community and landscape level projects anticipated to be financed by this overall full-scale project.  See Table F, row 4 of the PIF for reference.

Deliverable 4: CCM Core Indicator

• Using the information gathered during project preparation, fill in the appropriate Core Indicator Annex tool for CCM.

Institutional Arrangement:

The consultant will report to, seek approval/acceptance of outputs from the Project Development Team Leader, the Global Coordinator for SGP Upgrading Country Programmes and the UNDP Country Office.

The contractor is expected to have her/his own office space, laptop and access to internet and a printer during the assignment (the cost of this facilities should be included in the financial proposals, if required).

Competencias

The selection of consultants will be aimed at maximizing the overall qualities in the following areas:

• Demonstrated understanding of issues related to CCM and sustainable development; at least 7 years of practical working experience in community based CCM in India or Southeast Asia, particularly related to community-based rural development; (40%)
• Experience carrying out participatory analysis; experience collecting and formulating CCM indicators and sex-disaggregated data and preparing project analysis; developing plans. (35%)
• Proven experience in analysis of rural CCM in India or Southeast Asia; (15%)
• Demonstrated experience working on policy and programmatic issues with national and local governments and civil society organizations including community organizations. (10%
• Experience in facilitating stakeholder meetings is highly desired; (+)
• Experience with project development and results-based management methodologies is highly desired; (+)
• Excellent analytical, writing, advocacy, presentation, and communications skills are required. (+)

Habilidades y experiencia requeridas

• Master’s degree in rural development and electrification, particularly in regard to renewable energy, energy efficiency and biomass energy.

Evaluation Criteria:

• Technical: 70 points
• Financial: 30 points

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation. Criteria for Technical Evaluation would be as under:

Educational Qualification - 20 Marks;
Relevant Experience - 35 Marks;
Suitability for the assignment - 15 Marks. 

Financial Criteria: (30% of the total evaluation) based on the total all-inclusive lump sum amount for professional fee for tasks specified in this announcement.
