Antecedentes

UNDP in partnership with KRG General Directorate of Pension Ministry of Planning of Kurdistan Regional Government has introduced Funding Facility for Economic Reform in KRG (FFER-KRG) which intend to support Kurdistan Regional Government (KRG) in ensuring the implementation of economic reform. FFER-KRG is to be positioned as financing instrument that will be used to channel high-caliber international expertise and support into top priority reform initiatives drawn from the KRG’s newly adopted reform plan. The Facility will help to mobilize expertise for initiatives aimed at transforming and diversifying the region’s economy, restructuring and strengthening public administration and public financial management, and improving the delivery of public goods, including basic services.

FFER-KRG is providing technical assistance to KRG Pension General Directorate with the development of Pension Entitlement Manual and provide training to staffs on Pension Legal framework, instructions and how to calculate different pension entitlement as per regulations.

2. Scope of Work

Pension Administrator will be working with Pension Specialist to develop the Pension Manual and Provide training to Pension Directorates staffs.

  • Assist with researching and collecting all laws related to KRG Pension.
  • Assist with researching and collecting all regulations and Instructions related to Pension system.
  • Assist with the development of as its and to be Institutional structure of Pension DG and Directorates.
  • Assist with the development of Role and Responsibility for each department within Pension DG and Directorate.
  • Assist with the development of the workflow and recording all process and procedures for the Pension DG and Directorates.
  • Assist with the development of Pension Manual, organisation structure, and annex all the relevant laws and regulation.
  • Assist with the preparation of the Pension training materials and presentation, organization and implementations.

 

3. Expected outputs and Deliverables

Reporting to office 5 days a week (Sunday – Thursday) from 8:30am – 4:30pm, except for national holidays.

 

4. Time and Method of Payment

Pension Administrator shall be paid on a monthly basis after submitting timesheet, assuming the UN-standard of 8 hours per day. Payments will be done based on the actual number of working days. For each payment a certification of payment needs to be signed and approved by the direct supervisor attached to it the time attendance sheet. The reimbursable costs will be paid on actual basis, upon submission of Travel Claim and invoices.

 

5. Reporting

Pension Administrator will report to the project manager in delivering the above-mentioned tasks.

 

6. Travel Plan

Pension Administrator will be expected to travel to other provinces to support with the implementation of the training.

7. Contract Duration

The assignment will be for 6 months. Pension Administrator is expected to start July 2019.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Education and Professional Qualifications Required

Bachelor’s degree in administration, Finance, Management, statistics and related fields.

Experience Required:

  • Previous experience in Pension system of KRI.
  • Previous experience in working as administration.
  • Experience in the usage of computers and Microsoft office software packages (MS Word, Excel, etc) is required.

Languages Required:

Fluent in Kurdish, written and oral.
