Antecedentes

Project Title: Strengthening National and Local Resilience to Risks of Violent Extremism in Southern Philippines (JAPAN-PVE Project)

Project Description

Relative to efforts to strengthen the national and local resilience to risks of violent extremism in the Philippines, the Japan-PVE Project will assist the establishment of an information system that will enable planning, monitoring and evaluation of programs on socio-economic inclusion, empowerment and social cohesion in the province of Lanao del Sur and contribute towards the development of local government approaches on recovery and rehabilitation.

As such, the United Nations Development Program (UNDP) through the Japan-PVE Project will be supporting the Lanao Returnee Reintegration Program. This initiative aims to determine the urgent needs of the Maute-ISIS Returnees as part of the requirements to provide immediate assistance that will gradually pave the way to long-term solutions for peace in the region. 

To serve as a data source for the formulation of effective projects and programs for the returnees, database development will be done to contain all necessary information such as personal, demographic and socio-economic details of the returnees. This will include the following processes:

1. Questionnaire/ Survey Form Development;
2. Local Server Setup and Installation;
3. Pulling and Exporting Data from Server;
4. Data Uploading to an Analytics Software; and
5. Preparation of a Visualization Template

The outcome will be a reliable basis that will provide a solid framework for the development of cohesive socio-economic plans and initiatives.

Institutional Arrangement

For the duration of the contract, the consultant shall coordinate with the PMU, in the delivery of the terms of reference. All work-related travel expenses will be borne by UNDP. Outputs must be submitted to the PMU for review. Final outputs of the consultant should be formally accepted prior to any payments made.

Duration of Work 

To undertake the tasks, procedures, and expected outputs, the consultant shall be engaged for a period equivalent to 85 days (spread over 4 months). Effectivity of the engagement will be upon signing of the contract and will be valid until all outputs have been delivered and accepted. The target start-of-work date is July 8, 2019 and the expected completion date is November 7, 2019.

Duty Station 

Duty station is in Manila but the consultant is expected to be regularly deployed in Mindanao.

Scope of Price Proposal and Schedule of Payments 

The proposed contract price is based on a lump sum amount. Payment will be made in installments based on the following milestones/ outputs:

Scope of Work

UNDP will need the services of a qualified Systems Developer to build a database that will contain information for the Returnee Program. Specifically, the consultant will perform the following duties:

1. Improvement of the current survey forms and conversion to an electronic form with the use of open-sourced platforms.
2. Creation of a local server that will host the survey forms once finalized and submitted.
3. Consolidation of all the gathered data from the different survey forms and exporting to CSV/ spreadsheet-ready format.
4. Uploading of data to an analytics/ visualization software with a ready-made template that will reflect significant indicators from the survey.
5. Troubleshoot problems and glitches that the system may encounter during field deployment.
6. Provide trainings/ workshops and other capacity development activities on how to operationalize the database.

Qualifications of the Consultant

The Systems Developer should have the following qualifications. Minimum passing score is 70 out of 100 points.

Education

Graduate of information technology, application development, computer science, or related field (15 points)

Experience

At least two (2) years of working knowledge of any analytics application such as Qlik Sense or Tableau (35 points)

At least two (2) years of working knowledge of any open-source software for collecting, managing and utilizing data (30 points)

At least two (2) years of experience in conducting and facilitating community trainings and workshops (15 points)

Language

Fluency in English and Tagalog (5 points)

The maximum points that can be achieved in the desk review is 700 points.

Candidates obtaining less than 490 points during the desk review (70% of points obtainable during the desk review) will be disqualified.
Only those candidates who obtain a total technical score of 490 points and above on the technical evaluation will be considered for financial evaluation.

Recommended Presentation of Offer 

1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
2. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references;
