Antecedentes
The project builds on the national climate priorities summarized in the 2015 NDC, and will support the Government of Armenia to advance its medium and long-term adaptation planning. The Green Climate Fund (GCF) resources will be used to enable the government to integrate climate change related risks, coping strategies and opportunities into ongoing development planning and budgeting processes. The Government of Armenia sees the NAP process as a key step to achieving the adaptation objectives of its 2015 Nationally Determined Contribution (NDC).
Currently, there is no comprehensive framework for climate change adaptation in Armenia, though the NDC and the National Communications provide a preliminary assessment of adaptation priorities. To address this gap, the project aims to support Armenia with developing a national plan for climate change adaptation (CCA) that is iterative. The focus of this initiative is on the process and on strengthening foundational capacities to ensure that they are institutionalized for long-term sustainability. The project aims (i) to address the barriers identified during the stocktaking exercise underpinning this proposal, as presented below; (ii) to support the prioritization of adaptation options and investments in six priority sectors; and (iii) to support the identification of financing options for the implementation of the prioritized adaptation options identified throughout this project.
With the development of a NAP process, Armenia will lay the groundwork for the systemic and iterative identification of medium- and long-term climate-induced risks, CCA priorities, and specific activities that promote climate adaptive and resilient growth in its key sectors. Concurrently, as part of the localization of the Sustainable Development Goals (SDGs), the NAP process will contribute to the formulation of corresponding national climate-responsive indicators and targets.

Deberes y responsabilidades
The objective of this assignment is to support the project management in public outreach and communication.
Under the overall supervision of the UNDP Climate Change Programme Coordinator, and under direct supervision and guidance of the Project Coordinator, the Project national expert on public outreach and communication will be responsible for the following:
- Assist in planning and implementation of Project’s Public Relations and Communication Strategy:
- Develop and consult with project management and key stakeholders the project’s Communication Strategy;
- Assist in developing Project’s outreach materials, press releases, newsletters, fact sheets, etc.; ensure the proper reflection of the Project objectives and achievements in them;
- Ensure regular update, timely and clear inclusion of event-related materials into the Project’s webpage;
- Assist in analyzing print and social media and in preparing analysis reports;
- Provide technical support to ensure that a set of communication performance indicators is identified and adjusted as necessary as well as incorporated in the Annual Work Plan etc.;
- Assist in continuous improvement of the effectiveness of communication strategy and activities; update the Project’s PR and Communication Strategy, if necessary.
- Support project management in activities related to the development and organization of various thematic trainings/ workshops/ seminars/ openings/ presentations or other special events envisaged within the framework of the Project:
- Assist in development of the ToRs for outsourced communication services as well as guidance of the relevant service provider companies, experts and other stakeholders;
- Assist in developing the communication materials, including event briefing materials, press releases and other distributed materials;
- Assist in developing an approach for evaluation of the impact of the events;
- Assist in communicating with the media, dissemination of developed communication materials through effective channels;
- Assist in developing of the assessment/analytical report on the lessons learned from the mentioned activities.
- Assist the Project management in partnership building and maintaining with Project’s stakeholders, namely national and local authorities, private sector, educational establishments, mass media and other partners.
- Assist the Project management in preparing and proper communicating the project outputs with GCF and regional adviser to be included in the Project’s profile on global adaptation portal.
Note: For each single specific call-offs, the respective detailed ToR with specified outputs and applicable number of working days will follow in line with the main scope of works of this assignment.

Habilidades y experiencia requeridas
Education:
- Advanced university degree in public administration, public relations, social media marketing or other related field.
Experience:
- At least 5 years of extensive working experience in communication and administration;
- Proven experience in climate change related communication and outreach, good knowledge of the context of climate change related issues in Armenia.
Language Skills:
- Fluency in Armenian and English, knowledge of Russian is an asset.
INDIVIDUAL CONSULTANTS WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:
Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.
Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.
Technical Criteria - 70% of total evaluation - max. 70 points
Financial Criteria - 30% of total evaluation - max. 30 points.
