UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women's Peace and Security Section is responsible for providing technical support to UN Women Country Offices in a number of areas, including: conflict prevention and peacebuilding, justice sector and security reform, promoting women's political participation and mainstreaming gender issues into governance reforms. It has global components but is grounded in country-level activities.  The Section supports UN Women to fulfill its coordination mandate in the area of peace and security and UN system efforts to promote improved monitoring and reporting on the implementation of global commitments on women and peace and security, including as set out in Beijing Platform for Action and in Security Council resolutions 1325 (2000), 1820 (2008), 1888 (2009), 1889 (2009), 1960 (2010), 2106 (2013), 2122 (2013) and 2242 (2015) and relevant Statements by the President of the Security Council.

The Elsie Fund for Uniformed Women in Peace Operations (the fund) aims to support and incentivize efforts to increase the meaningful participation of uniformed women in United Nations peace operations. The Fund primarily offers financial assistance and incentives for Troop and Police Contributing Countries to identify and overcome barriers to the deployment of trained and qualified uniformed women peacekeepers. The Fund can also support projects submitted by United Nations organizations which are designed to implement, and test innovations aimed at enhancing the meaningful participation of uniformed women deployed in United Nations peace operations. The fund is managed through a Secretariat, hosted in UN Women.

UN Women global PVE programme aims to ensure mainstream gender perspectives and women peace and security commitments when engaging in PVE support to member states and UN partners. UN Women HQ also oversees implementation of in-country assistance by providing quality assurance, and coordination support. At the global level, the programme provides support to UN system PVE and CT processes at the global level to ensure increase gender-responsiveness and integration. 

Reporting to the Peace and Security Section Operations Analyst in close coordination with other secretariat staff and the peace and security section’s operations staff, the Programme Associate works with and provides support to the secretariat. S/he will also provide operational support (approximately 25 per cent of his/ her time) to the Preventing Violent Extremism programme.  S/he contributes to research, financial management, and programme implementation including providing necessary operational, administrative and programmatic support. The Programme Associate works in close collaboration with the Division for Management and Administration, the Programme Team, the Multi Partner Trust Fund Office, UNOCT, CTED, Country Offices, donors’ states, troops and police contributing countries and other UN organizations, as required for managing project and finance-related issues and exchange of information. The Programme Associate will serve as the procurement focal point for the secretariat and PVE programme, and will take a lead role in the organization of special events, travel arrangements, and workshops within the team.

The PVE programme is funded by the European Commission.

Deberes y responsabilidades

Provide administrative and logistical support to the fund and to the PVE programme:

  • Provide administrative support in the preparation of donor agreements, work plans, budgets, and proposals on fund and programme implementation arrangements;
  • Provide administrative support to travel arrangements related to country support mission, conferences and meetings participation
  • Provide technical guidance to the fund manager, partners and recipient states and organizations on routine delivery and reporting of fund supported activities and finances;
  • Prepare information for the audit of programmes/ projects and support implementation of audit recommendations; 
  • Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers. 

Provide administrative support to the Secretariat of the fund:

  • Liaise with all fund stakeholders to ensure the smooth operation of the programming cycle;
  • Support the internal operation of the Secretariat by managing UN Women administrative, financial and logistic processes:
    • Provide administrative support in monitoring budget preparation and the finances of programmes/projects, including the finalization of FACE forms;
    • Review financial reports, prepare non-PO vouchers for development projects;
    • Process payment for consultants;
    • Maintain internal expenditures control system;
    • Create requisitions in Atlas for development projects;
    • Assist in the preparation and follow up of cost-recovery bills in Atlas. 

Lead procurement processes for the Secretariat of the fund and PVE Programme (as necessary):

  • Prepare procurement plans for the Secretariat of the fund and any other relevant projects and processes;
  • Review procurement requests and initiate procurement procedures for office and projects equipment, supplies and services;
  • Organize procurement processes including the preparation of Request for Quotations (RFQs), Invitation to Bids (ITBs) or Request for Proposals (RFPs) documents, receipt of quotations, bids or proposals;
  • Perform Buyer role in Atlas; prepare/close Purchase Orders (POs) and contracts in and outside Atlas; 
  • Create vendor profiles in Atlas;
  • Prepare submissions to the Procurement Review Committee (PRC).

Provide administrative support to the fund secretariat and PVE Programme global activities:

  • Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
  • Make travel arrangements, including travel bookings, requisitions and claims; 
  • Prepare public information materials and briefing packets; 
  • Assemble briefing materials and prepare power-point and other presentations. 

Facilitate knowledge building and knowledge sharing:

  • Provide administrative support to the organization of training for the secretariat staff and stakeholders on fund related issues.

Habilidades y experiencia requeridas

Education:

  • Completion of secondary education required;
  • Bachelor’s degree in Business or Public Administration is an asset;
  • Candidates who do not have a university degree or an accredited certification in the related area will be required to complete the Global General Service Test (GGST) or UN Administrative Support Assessment Test (ASAT) – formerly known as the UN Clerical Test.

Experience:

  • At least 6 years of progressively responsible experience in administration or programme management/support;
  • Experience in working in a computer environment using multiple office software packages;
  • Experience in the use of ATLAS is an asset;
  • Experience in supporting a team.

Languages:

  • Fluency in English is required.
  • Fluency in French is strongly desired.
  • Knowledge of the other UN official working language is an asset.
