Antecedentes

The objective of the GEF PPG is to develop the project concept into a full project: Capacity-building for establishing an Integrated and Enhanced Transparency Framework for Climate actions and support measures. As described in the project concept (PIF), this project aims to strengthen the existing institutional capacity and enable them to monitor, verify, and report relevant information pertaining to climate reporting, viz: GHG emissions; progress with climate actions as appropriated under NDCs; capacity-needs, gaps, constraints; and corresponding support received and required

Deberes y responsabilidades

Under the coordination of the PPG Team Leader and in collaboration with other PPG Team members, participate in and support the PPG process, research, field mission, project design development and the preparation of the ProDoc/GEF CEO Endorsement Request package, taking a lead on the aspects related to Climate Change. The consultant will support the team leader in carrying out following tasks

Responsibilities:

  1. Preparatory Technical Studies and Reviews (Component A): Prepare inputs and support the required analyses/studies, as agreed with the PPG Team Leader, including:
    1. Prepare inputs for the baseline/situational analysis for the full-size project (FSP). This will include a precise definition of baseline projects, activities, budgets, goals and co-financial links to GEF outcomes; definition of GEF incremental value per outcome and output; and presentation of results of the incremental cost-analysis in matrices;
    2. Support the stakeholder analysis and consultations and ensure that they are complete, comprehensive and gender responsive;
    3. Support the preparation of the gender analysis and action plan;
    4. Support the action points, including risk assessments, from the UNDP Social and Environmental Screening Procedure (SESP) at the PIF stage (“pre-screening”) are fully implemented during the PPG, and support the iterations of that screening in an iterative fashion throughout the PPG, as appropriate;
    5. Support the identification of the project sites, with documentation of selection criteria;
    6. Support the completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs.
  2. Formulation of the ProDoc, CEO Endorsement Request and Mandatory and Project Specific Annexes (Component B): Prepare inputs and support the development of final PPG deliverables, as agreed with the PPG Team Leader.
  3. Validation Workshop (Component C):
    1. Contribute to the validation workshop; and
    2. Support all necessary revisions that arise during the workshop, as appropriate.

Competencias

Technical Skills

  • In-depth knowledge of environmental and climate change related concepts, theories, policies and practices;
  • Good understanding of current issues related to climate change and environment at the national and sub-national levels;
  • Adequate experience in multi-Ministry project management on climate change/environment;
  • Hands-on experience in design, formulation, implementation, monitoring and evaluation of climate change projects.

Management skills

  • Demonstrated skills in building, mobilizing, and leading multi-disciplinary teams
  • Ability to guide the Project Management Unit in developing and implementing the project.
  • Ability to lead consultative meetings at national level with partners and senior stakeholders to identify priorities and manage the timely delivery of project activities.
  • Reliable in delivering own parts of the work as part of a team effort

Communication Skills

  • Good facilitation and communication skills
  • Ability to carry out research and communicate strategic pieces that guide decisions on strategic programme directions

Habilidades y experiencia requeridas

Education:

Master’s degree or higher in climate change/ environment conservation

Experience:

Essential

  • Master’s degree or higher in a relevant field, such as Environment, Climate Change or Social Science;
  • Minimum 10 years of demonstrable experience in the technical area of Capacity Building of government officials and institutions on climate change issues;
  • Fluency in written and spoken English and Hindi;

Desirable

  • Demonstrated experience working in developing country contexts, preferably including in Asia

Language Requirements:

He/she will need to have excellent inter-disciplinary, writing and communication skills. He/she should be bi-lingual in Hindi and English and be proficient in use of computers

Evaluation Method and Criteria
The consultant would be selected based on the following criteria:

Technical: 70 points

Financial: 30 points

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation. Criteria for Technical Evaluation would be as under:
 

Educational Qualification - 20 Marks;
Relevant Experience - 35 Marks;
Suitability for the assignment - 15 Marks.


Financial Criteria: (30% of the total evaluation) based on the total all-inclusive lump sum amount for professional fee for tasks specified in this announcement.
