Antecedentes

UNDP is the UN Development Programme and works in some 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion. UNDP helps countries to develop policies, leadership skills, partnering abilities, institutional capabilities and build resilience in order to sustain development results. UNDP supports the 2030 Agenda for Sustainable Development and the 17 new Sustainable Development Goals (SDGs), as they help shape global sustainable development for the next 15 years.

The UNDP Junior Professional Officer Service Centre (JPOSC) is an end-to-end human resources service centre. Among other activities, it manages several young professional programmes, including the Junior Professional Officer (JPO), Special Assistant to the Resident Coordinator (SARC) and Specialist Development (SDP) Programmes whose overall goals are to provide young professionals the opportunity to gain experience in the field of international development cooperation. These programmes aim build capacities for the global development sector, while providing UNDP and other UN organizations with young talent with promising professional development.

The JPOSC provides HR services in benefits and entitlements administration, recruitment, learning and career counselling and development. The recruitment service line is expanding with an increasing number of clients and recruitment cases. The JPOSC is therefore seeking to strengthen its recruitment services with a particular focus on the following areas: 1) streamlining of workflows, processes and tools, 2) client relations management, 3) assessment and selection methods.

The JPOSC is looking for an experienced consultant to provide advisory and capacity development support in the area of assessment and selection. The JPOSC recruits 80-100 young professionals annually for assignments with UNDP and other UN offices in headquarters, regional and country office locations. The main tool used for assessment of candidates is the structured competency-based interview, occasionally combined with written tests. In addition, the EQ 2.0-I emotional assessment is used for selected recruitments and 6 JPOSC HR practitioners at different levels have been certified in the use of this tool.

Scope of Work

The consultant will provide advisory and capacity building support to the strengthening of the assessment and selection function for recruitment of young professionals for UNDP.  It is envisaged that the output may provide a platform for further work to enhance assessment and selection for other positions at different levels in UNDP.

The consultant assignment will focus on three key areas as follows:

  • Design an assessment and selection framework for recruiting young professionals to be assigned to UNDP offices in the field and at headquarters. This framework should incorporate the following:
    • A user-friendly, practical guide to the competency-based interview process
    • An overview of up to date best practices used in assessment and selection of young professionals
    • Recommendations for UNDP on how to best enhance the assessment process and leverage on digital, web-based tools.
  • Reinforce and refresh JPOSC internal capacity for assessment of candidates with a focus on the behavioural interview as a tool for assessment, including strengthening of analytical interview skills and assessment of candidate interview performance.
  • Provide advice to enhancement of the candidate experience in the assessment and selection process with a particular focus on how to integrate the candidate experience in the whole process. This would contribute to strengthening the UNDP employer brand.

Deliverables and Duties

 The consultant will undertake the following duties:

 Output 1:  Assessment and selection framework for young professionals  

  • Based on in-depth research of best practices prepare a detailed overview and recommendations on most effective assessment solutions for young professionals 
  • Prepare assessment and selection framework for young professionals, including objectives and assessment overview
  • Recommendations on enhancement of candidate experience in assessment and selection process

Output 2:  Assessment guidelines

  • Review existing resources, including among others JPO competency-based interview and recruitment toolkit and UNDP Recruitment Guide in order to use as a basis for the below.   
  • Prepare JPO competency-based interview guidelines, including:
  • Presentation of key JPO competencies and their demonstrated behaviour
  • Compendium of questions with description of preferred behaviour
  • Tool to analyse and assess candidate response
  • Prepare guidelines for technical assessment, including:
    • Guideline for preparation of quality technical questions
    • Guideline for preparation and integration of case-based questions or tests

Output 3: Assessment and selection capacity

Design and deliver 2 days training workshop for JPOSC HR practitioners on:

  • Assessment and selection framework for young professionals
  • Integration of candidate experience in the assessment and selection process
  • Behavioural interview techniques and assessing candidate interview performance and responses

Reporting

The consultant will report to the Manager of the JPO Service Centre, Office of Human Resource. The consultant will be responsible for the fulfilment of the deliverables as specified above.

Habilidades y experiencia requeridas

Education:

Advanced University Degree in Human Resources, Occupational Psychology, or related area

Experience:

  • Minimum 7 years of experience in human resources management.
  • Experience in the field of talent acquisition, recruitment, specifically in assessment and selection
  • Experience with competency-based behavioural interviews
  • Experience with assessment and selection of young professionals
  • Experience with international recruitment specifically in the multilateral development sector.
  • Experience from the private sector would be an advantage
  • Experience with delivering training workshops to build recruitment, assessment and selection skills

Language:

  • Excellent written and oral communication skills in English

Application Procedure

Candidates are requested to submit a proposal including:

  • Letter of interest/proposal, outlining the technical approach to deliver the output in this Terms-of-Reference including a timeframe for delivery
  • CV outlining previous experience in areas related to this Terms-of-Reference,
  • Financial proposal including: 1) a lump-sum payment covering fee and operational costs, and 2) travel budget covering two missions to Copenhagen
  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (enclosed in this link)
  • A desk review will be undertaken to select 2-3 candidates to be invited for a phone interview in order to select the final candidate.

Evaluation process and contract award

The selection of the best offer from the candidates will be based on a combined scoring method – where the technical criteria -qualifications and experience will be weighted a maximum (70%) of 70 points and the Financial criteria will be weighted a maximum (30%) of 30 points out of 100 points. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of the pre-determined set of weighted technical and financial criteria specific to the solicitation.

Criteria for the selection of the best offer

  • Technical evaluation (desk review) - Total 70% (70 points):
  • Knowledge of, or direct experience in the area of recruitment, assessment and selection (45points)
  • Prior experience with international recruitment (10 points)
  • Prior experience with an international organization (10 points)
  • Excellent written and oral communication skills in English – competency in other UN language(s) especially French and/or Spanish is an asset (5 points)
  • Financial evaluation - Total 30% (30 points)

Working arrangements

The consultancy will be home based with regular virtual meetings with the JPOSC and 2 planned visits to JPOSC Copenhagen as follows:

  • Inception to collect information and knowledge
  • Delivery of training workshop

Payment modality

Payments will be made in two instalments upon delivery of the services specified above and deliverables accepted and upon certification of satisfactory completion by the manager, as follows:

  • 50% upon delivery of output 1 and 2
  • 50% upon delivery of output 3
