Antecedentes

The European Union and the United Nations launched the Spotlight Initiative in September 2017. This global partnership, with €500 million of dedicated funding, is aimed at eliminating all forms of violence against women and girls, as well as harmful practices. It follows a transformative and evidence-based approach, addressing unequal power relations between men and women and focusing on gender equality and women’s empowerment. In line with the principles of the 2030 Agenda for Sustainable Development, the Initiative follows a human rights-based approach and takes into consideration the specific needs of women and girls who experience multiple and intersecting forms of discrimination and uphold the principle of “leaving no one behind”. This work is embedded in the broader normative framework of the sustainable development goals and builds on decades of work, existing initiatives, and accelerated momentum.

The Spotlight Initiative seeks to intensity the focus and accelerate progress on eliminating violence against women and girls, as well as harmful practices, through “dedicated large-scale resources, comprehensive design and focus, and evidence-based programmatic theory of change”.

The Spotlight Initiative aims to support transformative change on the ground to end violence against women and girls globally. The Initiative covers five regions, Asia, Africa, Latin America, the Pacific, and the Caribbean. The Initiative adopts a comprehensive approach to violence, implementing interventions under 6 outcome areas: legislation and policies; strengthening institutions; violence prevention; the provision of available, accessible and acceptable quality services; quality and reliable data collection, and the support of the women’s movement and relevant civil society organizations.

The Initiative is supported by a Secretariat to ensure coherence, alignment, quality, and strong technical support for a programme of this size with regional specificities. The Spotlight Secretariat’s technical unit is specifically accountable for the technical quality and coherence of the Initiative. It responds to requests from the Initiative’s Strategic and Operational Committee for support and assistance to: provide key technical support and guidance in development of country programmes: collaborate with and provide support to technical officers of UN Agencies at country and regional levels to guarantee the technical quality and coherence of the Initiative, regularly brief and consult all relevant UN Agencies, serve as a liaison to civil society at the global level to build partnerships and ensure inclusion, ensure timely deployment of technical capacity to country programmes as needed, initiate and support regional programming where there is no regional structure, make the linkages between programming and policy outputs, provide on-going monitoring support for quality assurance, coordinate the evaluation of programmes, and ensure public information, communication and visibility for the Initiative and Conduct analysis and management of the Initiative’s knowledge.

Under the guidance and direction of the Heads of the Management and Technical Units of the Secretariat, the M&E and reporting Officer is responsible to implement the Spotlight M&E Strategy and to manage the development of all Spotlight reports, including through direct support and advice to Spotlight Teams at regional and national levels.


Deberes y responsabilidades

Provide technical support to the implementation of the monitoring and evaluation Strategy for the Spotlight Initiative:

  • Provide technical guidance and support to Spotlight regional and country teams in implementation of the Spotlight monitoring strategy, including in the finalization of baseline studies and identification of milestones and targets;
  • Provide expert guidance to the Fund’s programme teams on monitoring and tracking results against the country and regional programmes, based on the Fund’s Theory of Change;
  • Provide technical and coordination support to the consolidation of results at regional and global level, in line with regional and global results frameworks;
  • Work in close collaboration with Spotlight core and technical agencies, to ensure appropriate coordination of monitoring activities;
  • Provide substantive support to the provision of policy recommendations and guidance on monitoring and evaluations;
  • Provide technical inputs to  development of evaluation and results-based monitoring terms of reference as well as to the organization of evaluations for all Spotlight Programmes;
  • Provide technical input to corporate level evaluation processes and ensure alignment to corporate evaluation systems;
  • Ensure that the Fund’s programme managers/specialists respond to recommendations and monitor the follow up on evaluations.

Provide support to the country mission and evaluations:

  • Undertake country missions to the Fund’s programme countries to support monitoring of results and planning processes as required;
  • Lead the provision of support to evaluations of country and regional programmes supported by the Spotlight Initiative, in alignment with country evaluation systems and partners’ participation.

Provide reporting support:

  • Provide technical support and guidance to the development of the Trust Fund’s results-based management system;
  • Provide technical support to the development and operationalization of the Fund Performance Dashboard in close collaboration with the M&E specialist;
  • Provide technical inputs in the design of a database relating to the results indicators of the Fund and programmes;
  • Ensure, in consultation with the Fund Manager, that Recipient UN Organizations have responsive monitoring and reporting systems to ensure proper oversight of programmes by the country level Steering Committees and the global Operational Steering Committee, with attention being given to timely, accurate and appropriate progress updates and the identification of constraints and risk management;
  • Review and provide feedback on narrative Spotlight Country and Regional Programme reports and supports their finalization;
  • Upload country, regional and consolidated Spotlight reports on the Administrative Agent website and Fund webpage;
  • Prepare and finalize  consolidated updates and the consolidated annual/final reports as outlined in the Fund programming cycle and legal agreements, including printing if needed.

Provide technical support to knowledge management and capacity building:

  • Develop capacity development materials to enhance regional and national capacity to monitor and evaluate Spotlight Initiative activities;
  • Organize meetings, workshops and other discussion fora to establish a dialogue on evaluation results and the evaluative knowledge management;
  • Ensure relevant evaluation findings, conclusions and recommendations are incorporated into programme formulation;
  • Provide technical contributions to the development of training and guidance on results-based reporting and use of the Results Management System.

Perform other related duties as assigned from time to time by the Fund Manager.

  • Timely provision of high-quality trainings and capacity development workshops on EVAWG/HP and knowledge management;
  • Timely and high-quality advanced technical support and guidance to the Fund’s programme teams in line with workplan;
  • High-quality and timely systems for tracking/monitoring of the Fund’s programmes developed and implemented;
  • Number of monitoring visits to countries and regional supported by the Fund;
  • Timely and high-quality country, regional and consolidated Spotlight reports made available to all the Initiative’s key stakeholders;
  • High-quality Results Management System developed and maintained for the Spotlight Initiative.

Habilidades y experiencia requeridas

Education:

  • Master’s degree (or equivalent) in evaluation or relevant social science or related field is required.

Experience:

  • At least 5 years of progressively responsible professional experience working on M&E and reporting, including Results Based Management, in the context of gender equality and human rights, especially in the area of EVAWG/HP;
  • Experience with Results Based Management and donor reporting (on the latter, experience specifically on EU-funded programmes will be considered an asset;
  • Experience developing a cutting-edge Results Management System that consolidates reporting across a range of countries, programmes and facilitates monitoring and data visualization is an asset;
  • Experience working in developing countries;
  • Experience providing capacity development support, including developing training materials and guidance.

Languages::

  • Fluency in English is required;
  • Knowledge of another UN official working language is an asset.

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact.
