Antecedentes

The ART Initiative is a global UNDP program that since 2005 promotes sustainable human development at the local level. To this end, the initiative applies a territorial approach with the intention of achieving development objectives at the local level, operating in an articulated manner between the local, national and global dimensions. In the face of complex challenges of the development of the new 2030 Agenda, ART promotes the  benefits and potential  that partnerships between territories offer and supports in strengthening capacities of the LRGs as development actors for the implementation of the SDGs at the local level. As a global program, ART leads within UNDP the management of territorial partnerships, and works with hundreds of local and national partners in many different countries.

Decentralized cooperation as an instrument for enganging local and regional authorites in international cooperation for development has a very important territorial impact in different processes, i.e decentralization. The 2030 Agenda and the localization of the SDGs carry many implicit messages that include opportunities and challenges. The multi-actor and multilevel approach are basic strategies in the implementation of the 2030 Agenda and in the location of the SDGs. Decentralized cooperation presents mechanisms for global exchanges between regions and subnational governments, including experiences and processes that represent an extraordinary value for the localization of the SDGs and constitutes a fundamental instrument for locating the SDGs.

The Andalusian Cooperation is committed to work jointly with the United Nations program for development in a selected territory or region in Africa with the objective of contributing to the process of localization of the SDGs under a multilevel and multi-actor approach. In this sense, AACID and UNDP have launched the joint project “Andalucia - a regional and partnership perspective on the localization of the SDGs: the Andalusian reflection for the territorialization of the SDGs.

The aim of this project is to establish a partnership process between the region of Andalucía (through AACID) and African region also committed to implementing the SDGs in its territory. UNDP will facilitate and support such partnership through its linkages with international SDG localization relevant networks, its set of tools and methodologies, as well as its long-standing development experience and relationship it has with local and national authorities within the selected country.  This partnership towards the localization of the SDGs in a European and African territory shall facilitate learning, help to close knowledge gaps and eventually inform international processes and polices.

Deberes y responsabilidades

Within the framework of the UNDP and the Andalusian Government cooperation, UNDP is now seeking to engage a Consultant to coordinate the overall implementation of the project. Consultant will provide direction and strategy for the project and will be responsible for delivery of the outputs. Consultant will ensure quality results by overseeing and managing the project strategic aspects and activities, facilitating knowledge management and sharing and overseeing monitoring and evaluation of the project. The Consultant will be working under overall guidance of the International Coordinator of UNDP ART and work in close coordination with the rest of UNDP ART team in Brussels, UNDP Country Offices, Regional Hubs. The Consultant is expected to travel to the regions that are involved in the project. Frequency and length of the trips will be defined according to the project needs. Reimbursement of the travel cost will be in line with UNDP policy applicable to International Consultants.

Key duties and responsabilites:

1. Project management:

  • Identify and formulate, together with the AACID and the UNDP Country Office, the specific activities of the project, as well as the budget related to each of the specific identified activities;
  • Manage and oversee the activities ensuring a quality project implementation;
  • Prepare work plans and produce overall progress and financial reports;
  • Monitor the progress on agreed results framework and performance indicators and take the necessary actions and decision;.
  • Assure best possible coordination and synergies with the focal point in the UNDP CO as well as the AACID expatriate in the respective country;

Deliverables:

  • Project timely and effectively managed and implemented;
  • Elaborate an inception report including and specifying activities and deliverables as agreed upon by all partners (UNDP, AACID, local stakeholders, etc.) and in line with the project document; Analytical report on challenges and potentials of the territories for implementing the SDGs;
  • Elaboration of an intermediate programmatic and financial report;
  • Elaboration of a final programmatic and financial report;
  • Conceptualization and draft of partnership proposals to complement the AACID-UNDP localization SDGs initiative;  

2. Facilitate a knowledge production and learning process on specific challenges regarding SDG localization in the participating territories.

  • Organize and coordinate meetings, exchanges and joint learning activities between/and with actors from the participant territory UNDP Country Offices, Hubs, Headquarters, AACID and/or potential partners to further partnerships;
  • Support the knowledge production to adapt and implement the best practices and tools identified;
  • Identify and design joint learning activities on the Localization of the SDGs and 2030 Agenda in the territory of intervention; focusing mainly in the establishment of capacity building of the regional government and / or territorial actors, as long as this aspect is included in the identified priorities during the formulation of the previous work plan.

Deliverables:

  • Design and coordinate meetings and learning activities;
  • Supported relevant capacity building initiatives;
  • Elaborate at least two knowledge products addressing particular challenges encountered in the implementation phase.

3. Inform global debates on the 2030 Agenda and the localization of the SDGs through the contribution of regions' best practices.

  • Organize and facilitate participation of project stakeholders in international events.

Deliverables:

  • Participation of representatives or the territories in relevant global events;
  • Facilitate AACIDs participation in international policy debates regarding SDG implementation.

  • Ability to advise on local governance and local development, including the implementation of the principles of aid effectiveness at the local level;
  • Ability to work with multiple partners in a wide variety of disciplines;
  • Ability to support strategic planning and change processes;
  • Ability to lead formulation, oversight of implementation, monitoring and evaluation of development projects.

Habilidades y experiencia requeridas

Education:

  • University degree in social sciences, economics and/or development studies.

Experience:

  • Minimum 5 years of experience in international development cooperation projects management at the local level.  
  • Knowledge of the SDG localization concept and approach.
  • Experience in working with LRGs and/or their associations.
  • Experience in working with the UN-UNDP in local governance and/or local development programs is advantage.
  • Experience in the preparation of joint programme proposals with multi-actor and multilevel focus

Language:

  • Fluency in Spanish and English. Knowledge of Portuguese and French would be an asset.

Financial Proposal:

Criteria for Evaluation of Proposal:

Only those applications which are responsive and compliant will be evaluated.  Offers will be evaluated according to the Combined Scoring method – where the educational background, experience on similar assignments, letter of interest will be weighted at 70% and the price proposal will weigh as 30% of the total scoring.  The applicant receiving the Highest Combined Score that has also accepted UNDP’s General Terms and Conditions will be awarded the contract. Only Consultants obtaining a minimum of 49 points (70%) on the Technical evaluation would be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 100 points:

  • Criteria A – Relevant experience through CV and P11 analysis– max points: 20;
  • Criteria B – Knowledge of 2030 Agenda, SDG localization concept and approach and territorial development – max points: 25;
  • Criteria C – Experience of Municipal international relations and knowledge of decentralized cooperation– max points: 30;
  • Criteria D – Interview – max points: 25.

Financial Criteria - 30% of total evaluation – max. 30 points

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where;

p = points for the financial proposal being evaluated;

y = maximum number of points for the financial proposal;

µ = price of the lowest priced proposal;

z = price of the proposal being evaluated.

Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
