Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Women constitute approximately 49% of the country’s population; however, they play a very limited role in decision-making. Nigeria has one of the lowest rates of women members of parliament in Africa.

After the 2019 general elections, only 4.5% of women were elected into the federal parliament compared to 5.6% in 2015 while only 3.8% of women were elected into the states’ Houses of Assembly compared to 5.8% in 2015.

Moreover, there are no legal or institutionalised Temporary Special Measures (TSMs) to accelerate the representation of women. In 2017, CEDAW’s Concluding Observations on the country’s combined seventh and eighth periodic reports, contained a call upon Nigeria “to adopt legislation on temporary special measures in order to increase the participation of women in political and public life, education and employment (…), as a necessary strategy to accelerate the achievement of substantive equality between women and men in all areas covered by the Convention where women are underrepresented or disadvantaged, including employment.

Women contribute actively to social and economic development and Nigerian women’s representation in the labour force stood at 50.4% Nevertheless, they are more likely to be unemployed than men, dominate the unprotected informal sector, earn less than men for work of equal value, and are poorly represented in public and corporate economic decision making.

In this context, UN Women is implementing a women’s political and leadership project funded by the Government of Canada as part of a regional initiative.

The ultimate outcome of this project is to achieve gender equality and empowerment of women and girls in West and Central Africa.

The intermediate outcomes for this Project include:

     i. increased effective participation of women as political leaders at the local, national and regional levels; and

ii. Improved legislative practices and frameworks for the promotion of gender balance in politics in the Central African Republic, Liberia, Nigeria and the Republic of Guinea.

In terms of implementation, UN Women in Nigeria works with national governments, parliaments, electoral management bodies, political parties, NGOs and CSOs. The Project provides targeted and technical support and capacity building for key stakeholders through the provision of training, technical assistance, awareness raising and advocacy campaigns.

UN-Women in Nigeria is therefore seeking the services of a senior national consultant to support and lead the technical implementation of the project.
