1. Project Title:

Support Service Facility for Renewable Energy (SSFRE) Projects 

2. Project Description

 a. Overview: The Development of Renewable Energy Applications for Market Mainstreaming and Sustainability (DREAMS) is a 5-year project (2017-2022) funded by the Global Environment Facility (GEF), with the UNDP as the Implementing Agency. The Department of Energy, through the Renewable Energy Management Bureau (REMB) serves as the Implementing Partner. The project seeks to achieve the following:

i. Goal: reduce GHG emissions from the power sector, the objective is to promote and facilitate the commercialization of the renewable energy (RE) markets through the removal of barriers to increase investments in RE based power generation project.”

ii. Outcome indicators: “Direct emissions reductions will be 205,181 tonnes of CO2eq hand. 20,000 sitio-based households will have access to RE sources.

iii. Components and Expected outcomes:

2. Context of the Required Services

An Individual Contractor is required to prepare the “Implementation Guidelines and Operating Manual of and Initial Portfolio of Projects (IPP) for the Support Services Facility for RE (SSFRE) Projects

The SSFRE will lead towards an increase in RE based power capacity. The output relates to Component 4 and output 4.1 of the DREAMS Project Document:

Output 4.1: Financing mechanisms to enhance local RE investment. The delivery of this output will entail assistance on facilitating the availability of financing mechanisms for LGUs and RE developers to successfully raise financing and develop RE projects. The assistance will promote the availability of existing project preparation funds to LGUs and smaller RE proponents who do not have access to such funds.”  Annex A presents a background on the DREAMS Project.

3. Purpose and Relevance of the work vis a vis Project Context

The availability of a SSFRE will:

  • increase the utilization of the existing funds available with financial and development institutions, private investment houses, including government agencies for RE development

  • incentivize Project Developers, Investors and Electric Cooperatives for uptake by ensuring that the preparations of the RE projects will meet the conditions of existing RE funds.

  • promote a more responsive local financing and credit market for RE development and thereby increase the number of RE projects using proven and emerging RE technologies.

  • assist LGUs, Electric Cooperatives and other RE industry stakeholders to implement projects that are aligned with the policy mechanisms under the RA 9513 and the National Renewable Energy Program (NREP). The support may be directed to projects or activities that will lead to compliance to the Renewable Portfolio Standards (RPS), Green Energy Option Program (GEOP) and the other support mechanisms.

4. Stakeholders for the Project.

The Department of Energy (DOE) is the Implementing Partner of the UNDP and GEF for the DREAMS Project. DOE assumes over-all responsibility for the achievement of project results. The Project is co-financed with funding from the GEF and UNDP. UNDP acts as the Implementing Agency of GEF. All components of the Project including the Annual Work Plan is being managed and implemented by the Renewable Energy Management Bureau (REMB).

The UNDP handles the procurement and contracting of goods and services under this project. However, the payment for procured goods and services is made only upon approval of DOE-REMB.

A Project Support Group (PSG) composed of technical staff/specialist from the other Bureaus and divisions of DOE has been formed to provide technical advice in the implementation of the activities including monitoring and evaluation. A Project Steering Committee (PSC) has been established to serve as a policy and decision-making body for the project implementation.[1]

A Project Management Unit (PMU) coordinates the implementation of the project based on the approved Annual Work Plan (AWP) and Budget. The PMU is headed by a National Project Director (NPD) who is also the Director of the REMB. A Project Manager and support staff oversees the day to day operations of the DREAMS PMU. The PMU is located at the office of the DOE in Taguig, Metro Manila. 

[1] The members of the PSC are DOE, DILG, DENR, NEDA, TRANSCO, NGCP, NPC, PEMC, UNDP, and representative from the local governments of Iloilo and Palawan.

A. scope of work

This activity will assist the DOE to produce the following:

  1. Implementation Guidelines, and Operations Manual of the Support Services Facility (SSFRE)

The Operation Manual must, at the minimum, describe the objectives, target clientele, selection criteria for clients, type of services that may be supported by the SSFRE, financing terms and conditions, process for review and approval of requests for SSFRE support.

These specifics must be reflected in a “SSFRE Proposal Template” to be used in submitting a proposal to the SSFRE.

In the design of the SSFRE, consideration should be given to DOE plans and priorities such as those contained in the National Renewable Energy Program 2011-2030[1]. The UNDP-GEF policies and guidelines on the appropriate and allowable financing options must be also considered in designing the SSFRE. The NREP and the UNDP Programs and Project Policies will be discussed during the preparation of the Inception Plan for this activity.

      2. SSFRE Initial Project Pipeline (IPP) for 2020. 

The initial list of projects or SSFRE Project Pipeline for 2020 (IPP-2020) will start with, but not limited to, the projects to be recommended by the REMB. The proposed IPP-2020 shall include the services to be provided to the Client of the SSF and the indicative budgetary support per Client. The technical and/or financial support to the approved projects will be provided starting 2020. The PSC will decide on what projects will be supported.

In the preparation of an Operating Manual and IPP-2020, the IC must conduct and submit the following:

i. Inventory, review and evaluation of existing funds dedicated to provide technical and financial, support for the development, preparation and implementation of renewable energy projects. This will include financial products administered by local financial institutions, government agencies, government owned and controlled corporations, and other investors in the energy power sector.

ii. Assessment of the development support services to strengthen or complement the competencies and capacities of Local Government Units (LGUs) at the provincial and municipal level, small RE proponents, like Qualified Third Party (QTP) developers, RE Investors interested to serve far-flung or off-grid areas and Electric Cooperatives to avail of investments/funds from other financing institutions.

The inventory and assessment will be the basis to identify the areas of support for SSFRE and the unique value proposition of this Facility vis a vis the other existing or available financial products.

The Individual Contractor must, at the minimum, employ the methodologies described below:

At least 3 FGD is envisioned to be conducted during the period namely a) presentation of findings on items 2.i and 2.ii, and the Draft Ops Manual b) facilitation of the selection/screening of projects c) Execution planning to implement the SSFRE after the approval of the PSC.   The FGD will be held in Manila.

Final Report (after the PSC Meeting)

Documentation of the discussions at the PSC as regards the SSFRE.

The final report will be one (1) hard copy of the Implementation Guidelines and Operation Manual and the Profile IPP-2020. A soft copy (in PDF and word version) shall be provided via email.

C. Institutional arrangement

Any changes in the schedule of deliverables shall be communicated to and approved by the NPD not less than 15 days prior to the date the output is due.  The Individual Contractor and the PMU will agree on the response time/turn around needed to respond for each expected output.

Under the general direction of the NPD, the work of the Individual Contractor will be coordinated by the DREAMS Project Manager. The PMU will facilitate linkage with members of the Project Steering Committee and the Renewable Energy Management Bureau.

If needed, and subject to agreement, the Induvial Contractor may be introduced to key informants within and outside of DOE provided that the introduction will not affect the objectivity of the study.

No additional staff, equipment or work space will be provided to the Individual Contractor. Subject to availability, a meeting room may be provided at DOE during FGDs or meetings with DOE and members of the PSC. The coordination with REMB on the schedule and the expenses/cost to be incurred in conduct of the FGD with REMB will be handled by the DREAMS PMU.

E. Duty Station

The Individual Contractor must be based in Manila. S/he will not be required to report at the DOE except during meetings, consultations or workshops.

F. Price and Schedule of Payments

Contract Price: This Contract is based on a fixed “output-based” contracting system. The contract price shall not change. Extensions, subject to approval of the NPD, shall not result to an increase in contract cost (no cost extension).

Evaluation Method and Criteria

Offers will be evaluated based on combined scoring method – where the Technical Proposal will be evaluated based on qualifications in the CV. The Technical evaluation is weighted a max. of 70%.

The Financial Proposal that will be evaluated through submission of the Offeror's Letter to UNDP Confirming Insterest and Availability for the IC including Financial Proposal Template and combined with the price offer will be weighted a max of 30%;

For the evaluation of the Technical Proposal, the selection of the successful consultant must be based in the following qualifications (with the appropriate obtainable points):

To avoid any possible Conflict of Interest and ensure the confidentiality of information that may be gathered, presented or made available to the Individual Contractor.the Offeror should NOT be involved directly as an owner, stockholder, staff or is an active consultant of a Company/Business that is engaged in POwer Generation, Transmission, Distribution, Installation or Development, Sales and Promotion of RE Technologies other from of business activities that is related to the focus of the study. UNDP will conduct a reference check to the recommended applicants. Misrepresentation will result to immediate termination of the agreement. UNDP may issue a Non-Disclosure agreement to be signed by the selected Individual Contractor
