Antecedentes

The ongoing conflict in Yemen has resulted in a catastrophic humanitarian emergency with an increasing toll of civilian deaths and casualties across the country. Over 80 percent of Yemen’s population is estimated to be in need of humanitarian assistance and more than 2.5 million Yemenis have become IDPs.

The continuing conflict has destroyed much of the institutional ability of key ministries, governorates and local authorities to deliver essential social services to citizens. Public service restoration is essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse.

In this context, UNDP, in partnership with the World Bank, developed a project to step up current efforts of the international community to deliver critically needed livelihood support and service delivery to a population hit hard by the conflict. The Yemen Emergency Crisis Response Project (YECRP) contributes to improving the resilience of participating households and communities and helps host communities of IDPs to cope with the economic and social pressures on the already scarce resources. It contributes to local area economies by supporting local communities, private sector contractors, Small and Medium Enterprises (SMEs), and improving the purchasing power of benefitting communities.

The YECRP is a large national project funded by World Bank and implemented UNDP with a duration of 5-year; and has been in operation since September 2016. Two Responsible Parties, Social Fund for Development (SFD) and the Public Works Project (PWP) have been identified to deliver the following outputs:

1) Short-term income-generation – through labour-intensive Cash-for-Work schemes and small-scale community infrastructure rehabilitation leading to increased income-generation and livelihoods including access to productive assets for households. The end result will be that Yemeni households benefit from short-term income and livelihoods opportunities irrespective of gender, age, and displacement status.

2) Recovery of SMEs – through improvement of access to finance and Micro-Finance Institution (MFI) operations leading to enhanced resilience and recovery of financial service providers and SMEs (including agriculture-based SMEs). The end result will be that financial service providers and SMEs are able to sustain and scale up their business operations creating additional employment.

3) Increasing community assets – through reconstruction and rehabilitation of community infrastructure leading to functional key socio-economic community infrastructure.  The end result will be that the communities benefit from restored socio-economic community assets through extended basic service delivery.

In delivering these outputs, UNDP will be able to ensure that Yemeni households and communities are able to effectively cope with the impact of the crisis and to enhance resilience-building and early recovery efforts.

As such, the project contributes towards Outcome 6 of the UNDP corporate Strategic Plan: Early recovery and rapid return to sustainable development pathways are achieved in post-conflict situations.

UNDP Yemen now seeks to hire an Information Management Officer to support accurate and timely information flows, improved data sources, effective data collection and analysis; and better reporting and communication for the YECRP based in the UNDP Country Office in Sana’a.

SCOPE OF WORK AND DELIVERABLES and EXPECTED OUTPUTS

Under the guidance of the Project Manager, and direct supervision of the Information Management Officer, the Management Information System Specialist will provide support in design and development of Information Management platform including tools and systems, resources, and training, GIS, infographic and spatial analysis for the YECRP in close cooperation with the UNDP country office. Specifically, s/he will perform the following tasks:`

• Assess the information needs of the different parts of the ECRP including IPs; review and prepare the forms produced at the different stages of the sub-project cycle; assess the reporting obligations of ECRP including IPs to the UNDP management and donors;
• Design a first draft of the ECRP MIS information system model (Database structure and information flow); and MIS hardware network;
• Select the MIS platform [database and programming language (back-end and front-end software);
• Together with ECRP and IPs M&E team, design and prepare the ECRP’s MIS operational manual;
• Assess the local software and hardware market (type of database products, type of programming languages, availability of software development firms and/or local hardware and software support services) in order to develop and introduce social media artificial intelligence in collaboration with local ICT firm;
• Introduce an integrated web-based MIS system for all levels of ECRP project stakeholders including project implementing partner and donors;
• Review and validate the consistency and accuracy of MIS data; discuss with IPs the findings and propose corrections, adjustments and/or improvements;
• Dissemination of data for analysis and reporting against ECRP indicators and activities, for information flow to keep critical data up-to-date, and assist in the development of various MIS forms for data collection and analysis as required;
• Prepare reports by using existing MIS data, develop and prepare the required documents using a friendly report generator; assist in analysis and reporting in order to provide a precise picture of the humanitarian situation, recovery and resilience;
• Generate statistical reports, graphs, maps, infographics, and follow up on trends of specific indicators on monthly basis;
• Update maps for YECRP interventions at the governorates / district level on regular basis;
• Work closely with the ECRP M&E team, IPs and other relevant partners (i.e. TPM) to ensure consistency of data collection, compile and archive analyses and reporting of various primary and secondary data from various sources;
• Provide technical advice and support the project implementing partners on processing subsystems (e.g. designing of MIS and sub-project monitoring), data analysis subsystems (e.g.: information for planning and management, information for monitoring and evaluation, etc) and integrity of an information system;
• Develop relationships, provide on-going liaison to ensure information flows are established and maintained, and help reinforce capacity of partners in the collection of data according to standardized practices;
• Perform any other relevant duties as assigned by the supervisor;

All deliverables should be in electronic and hardcopy formats. This should include all data, manuals, illustrated training manuals, etc. Workshops should accompany all key draft deliverables to ensure that any comments for improvement can be discussed and agreed in a constructive, interactive manner.  UNDP will be the absolute owner of the system and will have copyright ownership and the consultant will not replicate or reproduce or use any system developed or datasets used for this assignment without the consent of the owner.

 Qualifications:

• A bachelor’s degree in information science, Geographical Information Systems, Computer Science or another relevant field;

Years of experience:

• Having received the highest score out of a pre-determined set of technical specific to the solicitation.
