Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Cox’s Bazar district is one of the poorest districts in Bangladesh and was lagging behind most national socio-economic indicator averages. In 2017, influx of over 700,000 Rohingya refugees who fled from armed conflict and violence in Myanmar, put further strains also on local governance and the host population which worsened the situation, and impact assessments followed by Joint Response plans did not focus only on the provision of life-saving assistance and protection to Rohingya displaced people living in camps, but it also included part of the host community to foster social cohesion and enhance resilience. In order to leave no one behind and include the whole population of Cox’s Bazar and to strengthen resilience and self-reliance, maintain social cohesion and reduce risks, vulnerabilities, inequalities and marginalisation, it is crucial to address essential developmental needs of the entire district and strengthen coherence, complementarity and synergies between humanitarian and development efforts. To this end, the DC has requested UN technical support to the ongoing district planning process and shared the current resulting draft plan that is being compiled from Upazila and sector contributions.

In order to tailor-make a relevant and realistic joint UN technical and advisory support package to respond to the DC’s request and better understand the potential scope of the plan improvement, a quick assessment was conducted. The findings from the assessment highlighted the need for gender responsive district level plans and gender disaggregated data for considerations. There are a number of existing projects at District levels which are not informed by gender analysis and more specifically how women’s key issues and needs might differ from those of men. It is essential for the District Development Plan formulation process to integrate a gender-responsive planning and budgeting approach to ensure that attention is given to investments that would promote gender equality and women’s empowerment. Separate views and perspectives are also lacking from other key stakeholders such as the private sector or CSOs, including women’s rights organisations, and other vulnerable and marginalised groups or categories of people potentially at risk such as the poorest, slum dwellers, youth, children, ethnic and religious minorities, displaced people, persons with disabilities, persons with diverse gender identities and sexual orientations, elderly, etc.

Based on the above, UN Women is currently looking for a suitable consultant to provide technical advisory support on Gender Equality to the DC office, and to work closely with the UN team to develop a Gender Responsive District Development Plan.

Deberes y responsabilidades

Duties and Responsibilities:

Under the guidance of the Country Representative, UN Women, Bangladesh Country Office, and under the direct supervision of Head of Sub Office, Cox’s Bazar, the consultant will undertake the following tasks:

  • Advise on appropriate approaches and frameworks to mainstreaming gender into planning approaches, methodologies and tools;
  • Provide advisory and technical support to formulate women empowerment and gender equality analysis, strategy and plan;
  • Ensure women’s representation and meaningful contribution including through coordinating consultations with women and women’s groups;
  • Provide support to project teams to ensure mainstreaming of gender and vulnerable groups, into consultations, analyses and planning and reflected in sector plans and district development plan;
  • Develop indicators and measurement of progress on cross cutting issues

    Deliverables:

  1. Work plan : 1 days within 02 days signing of contract;
  2. Desk Review of existing studies, assessments and surveys: 5 Days by 14 Oct 2019;
  3. Develop and implement a strategy and methodology to ensure review of gender equality and women’s empowerment issues in the Upazilla Rapid Priority Need Assessment exercises, and participate in all 8 upazilla level consultation workshops : 21 days by 15 Nov 2019;
  4. Develop a methodology to review upazila plans and projects from a gender equality and women’s empowerment perspective and assess existing upazila projects applying the methodology: 8 days by 1 Dec 2019;
  5. Technical support on gender analysis to be integrated into sector situation analysis (desk reviews) of 13 sectors : with specific focus on the following four sectors: 30 Days by 19 Jan 2020.
  • Law and Order;
  • Disaster Management;
  • Social Safety Net and
  • Economic: Handicraft/Livelihood/ Skill Development.

     6. Develop a guidance document on gender-responsive local planning approach, process and methodology to be integrated into the final 
         planning methodology and approach to be presented to the Government for approval: 7 Days by 31 Jan 2020.

Payment Schedule:

  • 50% payment upon receiving satisfactory deliverables (1, 2, 3 and 4);
  • 50% payment upon receiving satisfactory deliverables (5 and 6).

Education:

  • Master’s degree in gender and development, in social sciences or other relevant discipline.

Experiences:

  • At least 5 years of experiences working on gender, social exclusion, governance, Socio-economic integration and inclusive programmes and sustainability issues;
  • Solid Experience in designing and implementing women empowerment and gender-responsive local governance programmes;
  • Experience of policy development, analysis, strategic planning;
  • Experience of mainstreaming updated Gender Equality approaches in development context.

Languag

  • Excellent English writing and editing skills.
