Antecedentes

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties.

Under the framework of the Institutional Capacity Development for Implementation of the Kuwait National Development Plan (ICDI/KNDP) project, UNDP and GSSCPD attempt to support the Central Statistics Bureau (CSB) to create an enabling environment for the effective implementation of the KNDP results. The aim is to enhance institutional and human capacities of the CSB for evidence-based plans and policies on sustainable development.

 

Within this context, CSB is seeking to recruit a Specialist in Sustainable Development Goals (SDG) Indicators to support the Assistant Undersecretary for Statistical Affairs in assessing of availability of data for SGDs indicators, identify data gaps, and support calculation of national SDGs indicators. The Specialist will also provide on the job training to relevant national staff at CSB in this area.

 

The consultancy will be an immediate contribution to ICDI/KNDP project output- Enhanced institutional and human capacities of the CSB for evidence–based plans and policies on sustainable development, while contributing to the implementation KNDP objectives on the modernization of the CSB.

 

Objective

The main purpose of the assignment is to support the Central Statistics Bureau by providing an overview of national and provincial data availability and data gaps regarding indicators for reporting against the Global SDGs 169 targets and 232 indicators. The consultancy should also seek to contribute to the integration of SDG indicators (national/global) into the M&E framework of the KNDP. Such analysis on data availability can contribute to national SDG readiness and planning and identifying potential areas for targeted capacity development support to data collection and management.

Summary of Key Functions

Under the direct supervision of Assistant Undersecretary for Statistical Affairs and close coordination with the GSSCPD International Cooperation Department and the ICDI project team, the Sustainable Development Indicators Specialist will assume the following tasks:

·      Review and Analyze SDG Data Gaps

·      Identify National SDG Indicators

·      Prepare SDG Matrix:

·      GCC Stats SDGs Matrices

·      Conduct working sessions on a National Level: Provide on the job training to ensure capacity building for the relevant teams at CSB and other counterparts to implement their role in relation to SDGs indicators.

1. Review and Analyze SDG Data Gaps

·     Conduct a full review and assessment of available and disaggregated data to monitor the 17 SDGs and corresponding targets taking into account the global Tier system and focus on reviewing the national availability of indicators in Tier 1 and Tier 2 that are applicable to the national context;

·     Establish methodology for Tier 3 indicators.

·     Prepare a summary matrix of all 17 SDGs goals and targets, assess data availability and data needs whether it is readily available, available with efforts or not available for calculating relevant indicators;

·     Identify gaps and needs based on the analysis of the SDGs matrix

·     Identify gaps and needs of the matrices of SDG Targets and Indicators prepared by GCC stats (GCC Stat SDGs Matrices);

·     Propose a detailed action plan seeking to prioritize SDG indicators for data production relevant to the priorities set forth in the KNDP. The action plan should demonstrate how to bridge the data gaps and improve the quality of the data provided;

2. Identify National SDG Indicators:

·     Conduct a mapping of the KNDP target and KPIs against the Global SDG targets and assess their complementarily with the Global SDG the SDG indicators.

·     Identify a list of indicators for each applicable SDG target based on available official statistics at the national level that could be used to report, potential proxy indicators where necessary and indicators that will support the achievement of Kuwait Vision 2035 and KNDP.

·     Identify localized SDG indicators of unique relevance to the country where applicable.

3. Prepare SDG Matrix:

·      Prepare an excel matrix broken down by SDG: goal/target/indicators (noting level and type of classification/source of data/time series (frequency of collection (and report dissemination)/data disaggregation availability/other remarks. The matrix should note linkages to KNDP.

·      Map national data producers and sources for each indicator included in the SDG Matrix.

·      Develop a standard operating procedures manual covering both data collection and the composition of proposed indicators.

4. GCC Stats SDGs Matrices

·     Fill out the analysis on the GCC Stats SDG Matrices with the information related to Kuwait.

·     Ensure completion of the SDGs targets and indicators matrices prepared by GCC stats.

·     Conduct working sessions on a National Level:

·     Conduct working sessions with the relevant stakeholders which includes presentations of a review of the data gaps and discrepancies that should highlight possible solutions including components to be integrated in the State of Kuwait report on SDGs and indicators.

5.Conduct working sessionsto the CSB and GSSCPD that should cover linkage of the SDGs targets and indicators to the Kuwait National Development Plan highlighting data requirements and analysis.

·     Support the preparation and facilitation of an inter-ministerial workshop for administrators on a national level; to present the findings of the data assessment, gap analysis and with the addition to raising awareness of SDGs.

·     Support other data producers with data gathering in handling the gaps which support the completion of final report of the State of Kuwait.

6. Provide on job trainingensure capacity building for the relevant teams at CSB and other counterparts to implement their role in relation to SDGs indicators.

·     Conduct a pre-assessment for the staff capacity needs and post-assessment upon completion of the assignment

·      Provide at least one training workshop each month for CSB employees.

7. Prepare and submit the following reports:

  • Inception report focusing on an initial mapping of national data sources for the SDGs.
  • Present findings of the SDG data gap assessment based on the draft SDG Matrix.
  • A draft report including summary matrix of SDG target indicator availability as well as GCC Stats SDGs Matrices.
  • Final report reviewing data gap analysis, final SDG Matrix, GCC Stats SDGs matrices, Nationalizing SDG and the linkage between the KNDP Targets and indicators and SDGs, and other achieved tasks.

8. Prepare and Submit SDG Matrix

  • The excel matrix broken down by SDG: goal/target/indicators (noting level and type of data source)/data source/time series/frequency of data collection/ report dissemination/ other remarks. The matrix should note whether the indicator links to KNDP indicators.
  • Data Collection SOPs and composition of proposed indicators developed and approved.

9. Conduct working sessions, trainings and workshops.

  • Conduct working sessions and on the job trainings with the relevant stakeholders which would include a presentation of a review of data gaps and discrepancies and highlighting possible solutions including components to be integrated in the State of Kuwait report on SDGs and indicators
  • Internal working sessions for CSB and GSSCPD linking the SDGs targets and indicators to the Kuwait National Development Plan highlighting data requirements and analysis.
  • National Workshops for planning officials conducted which would include a presentation on guidelines to support data producers and data gaps analysis to ensure prompt report finalization.
  • Conduct on the job training for CSB staff, focusing on topics related to measuring and monitoring of SDGs at the CSB and data producers as well as training CSB’s staff on analyzing and collecting SDG related data.

This report is expected to highlight trainings and workshops activities conducted during the period of the assignment highlighting outcomes and findings. The report would also include post-assessment of CSB staff capacity needs.

Institutional Arrangement

  • The Specialist will work under the direct supervision of the Assistant Undersecretary for Statistical Affairs at CSB. The Specialist will also report to GSSCPD and the ICDI/KNDP project management unit based with the International Cooperation Department at the GSSCPD by submitting regular reports on progress and impact of the assignment. 
  • All payments subject to approval based on submitted certified and approved interim, draft and final reports (with relevant attachments) by GSSCPD / CSB and UNDP.These interim and final reports will serve as justification of payment. 
  • The Consultant will be provided with access to printing machine and internet connection.

Duration of Work

The duration of this assignment is expected to be 5 months. The starting date is expected within August 2019.

 

Duty Station

The consultant will be based in Kuwait at CSB office for the duration of the assignment.

The selection of candidates will be done in 3 stages:

 

1st stage: Prior to detailed evaluation, all applications will be thoroughly screened against eligibility criteria (minimum qualification requirements) as set in the TOR in order to determine whether they are compliant/non-compliant.

Cumulative analysis will be used based on the following methodology:All the offers of individual consultants who scored 490 (70% from 700) and more points during the desk review are acceptable for financial evaluation. The lowest financial qualified proposal receives 300 points and all the other technically qualified proposals receive points in inverse proportion per the formula:

I. Academic Qualifications:

  • Minimum master’s degree in economics, or Statistics, Ph.D is a Plus

II. Years of experience:

  • Minimum 7 years’ experience in development work, particularly experience on targets and indicators of SDGs or MDGs;
  • 3 years’ experience in developing and construction of indicators;
  • Experience working in International Organizations. 
  • Previous experience in the Millennium Development Goals or Sustainable Development Goals;
  • Experience in statistics is preferred;
  • Experience in using statistical computer programs (STATA, SPSS, E-Views, etc..,) and Excellent computer skills with MS. Office (Word, Excel, Power Point).
  • Preference is given to applicants who have knowledge of the social, economic and statistical traits of Kuwait
