Antecedentes

The Livelihoods Improvement of Urban Poor Communities Project (LIUPCP) is a six-year Programme that targets sustainable improvements in the livelihoods and living conditions of the urban poor across towns and cities of Bangladesh. Funded by the Department for International Development (DFID) and the Government of the United Kingdom, it is being implemented by the Local Government Division (LGD) of the Government of Bangladesh together with the United Nations Development Programme (UNDP). At its heart LIUPCP is a governance Programme. LIUPCP seeks to address urban poverty issues not through the direct implementation of infrastructure improvements, or charitable giving to selected urban poor beneficiaries; rather to influence the environment in which poverty reduction policies and thinking take place, and thereby having a potentially much more widespread and lasting effect.

In order to bring about improvements in living conditions and the livelihoods of the urban poor, LIUPCP’s task is to work together with national and local governments, empowering urban poor communities to understand issues and advocate for their needs, and to improve urban governance overall. Ultimately the design and implementation of pro-poor policymaking and planning will rely on key stakeholders of the Programme, that include urban poor communities, civil society, the private sector, and local and national governments. They will bring about and successfully implement. This Programme sees its goal to develop tools, methods, and facilitate processes that can help to build capacity, experience, and confidence to do that, at the community-, city-, and national-levels.

LIUPCP will reduce urban poverty through both direct, and indirect, means, and in doing so positively improve the lives of Bangladesh’s urban poor. LIUPCP will work in up to 35 cities, in twelve cities during a first phase (2016-2018), and then between twenty-three and thirty-three further cities in a second phase (2018 to 2021). These towns and cities range in size and location, from tertiary and secondary cities, to the large city corporations, and are spread all over the country. As such LIUPCP will be touching the lives of people in different urban poverty contexts, all throughout Bangladesh

Scope of Work

The Urban Planning and GIS (UPGIS) Consultant will mostly provide support for the National level activities at LIUPC Project Dhaka Office. S/he will work under the overall guidance and direct direct supervision of the Urban Planning and Governance Coordinator of the Programme.

Summary of Key Functions:

  • Conduct/assist to carry out various assessments required for the Programme that includes participatory poverty mapping, mapping donor efforts in the city, institutional and financial capacity assessment, training needs assessment etc.
  • Play active role and support in preparation of various plans and strategies of the NUPRP cities that includes pro-poor urban resilience strategy, city poverty reduction strategy, and strategy to increase municipal revenue, etc.
  • Prepare and actively contribute to prepare various reports as and when necessary that includes various events specific reports (i.e. training/workshop/meeting reports etc.), assessment reports, etc.
  • Track progress of the ongoing relevant assessments and activities of cities related to Output 1 and provide assistance to the town team and the implementing firms where needed.
  • Ensure integration of spatial data into the development of the Monitoring & Evaluation Strategy and relevant guidelines for tracking LIUPCP -Project achievements and outcomes and be part of lead team to implement it. Specifically, be involved in the development and monitoring of a city index.
  • Collect data from different sources, build and maintain databases and produce related maps.
  • Participate to the City Information System by supporting the development of proper mapping methodology and tools at city level.
  • Support visualization and reporting by developing interactive maps along with statistics and reports on project indicators and results.
  • Design templates in consultation with project team for reports and publications using Adobe suite including illustrator, photoshop, In-design etc.
  • Work closely with team members of other Outputs and extend support where necessary
  • Provide feedback and support to the Project Board and town teams
  • Contribute to Programme enhancement through sharing findings from continuous assessment, support in appropriate planning and strategic decision making.
  • Undertake field visit as per necessity to attend and facilitate different workshops and monitoring on going assessments. It is assumed that around 12 field visits may be required with each visit approximately 2-days stay in the field. However, number of visits may be more or less considering the Programme context.

Specific Activities to perform

To perform the specific activities, the incumbent will require field visit to the LIUPCP cities and towns. The specific activities to perform are as follows:

Support monitoring of Participatory Poverty Mapping

  • Monitor the Citywide participatory poverty mapping assessments and prepare monitoring report
  • Provide feedback to the project and the firm on poverty mapping assessments and follow-up with the implementation of the feedback
  • Analyze poverty data, prepare necessary maps and report as per necessity of the project

Support for City Context Workshop

  • Prepare, review and update necessary maps and infographics for City Context Workshop
  • Co-facilitate the city context workshop in the cities as decided by the project
  • Prepare City Context Workshop Report

Support to develop City Poverty Reduction Strategies (Ward Prioritization)

  • Analyze the poverty mapping data and prepare necessary graphs, maps and tables
  • Prepare document on City poverty reduction strategies as per set template and finalize upon receiving the feedback from the supervisor.

Support to develop Localized Poverty Reduction Strategies

  • Review different assessment reports conducted under different outputs of the project and extract the summary
  • Analyze poverty mapping data and prepare maps and database required for workshop
  • Draft Localized Poverty Reduction Strategy poster and briefing note for the cities

Support for Mapping donor efforts in the city

  • Assist town team to enter the data into online system
  • Extract data from online data platform and prepare necessary charts, graphs and maps required for preparing reports on Mapping donor efforts in the city and send to town team to prepare the city specific report.
  • Review the report of the cities and provide support to the town team as necessary to finalize the reports.

Support for IFCA

  • Review the concerned sections of Institutional and Financial Capacity Assessment (IFCA) Report and share the feedback with Supervisor. This review may need to check the IFCA info with the data of different assessment of the Programme.

Any other support

  • Provide any other supports as determined by the project like review the Urban Poverty Profile, Ward Poverty ATLAS and share the feedback with Supervisor.

Prepare an Assignment Completion Report

  • Prepare an Assignment Completion Report consolidating the activities as carried out under the IC Contract and submit it to the LIUPCP.

The assignment should result in

Institutional Arrangement

The consultant will report to the Urban Planning and Governance Coordinator of LIUPC Project,

Duration of the Work

This assignment will take place over 06 months over a period of 120 working days. The expected start date is October 2019.

Duty Station

The consultant will have to work in the LIUPCP Dhaka Office. But it will require field visits in the LIUPC towns

Travel and DSA

No costs out of contracted amount will be provided. Therefore, Consultant needs to propose all inclusive (i.e. including daily allowance, transport, communication etc.) costs in the financial proposal. It is assumed that around 12 field visits may be required each visit with approximately 2-days stay in the field. However, number of visits may be more or less considering the Programme context.

Tentative payment schedule:

  • 1st payment: 10% of the total contract value will be paid after submission and acceptance of Inception Report with detailed Work Plan
  • 2nd payment: 20% of the total contract value will be paid after submission and acceptance of City Poverty Reduction Strategies (Ward Prioritization) document, and Monitoring report of Participatory Poverty Mapping
  • 3rd payment: 20% of total contract value will be paid after submission and acceptance of City Context Workshop Maps and Reports and Monitoring report of Participatory Poverty Mapping
  • 4th payment: 20% of total contract value will be paid after submission and acceptance of Localized Poverty Reduction Strategies Poster and briefing note and Monitoring reports of Participatory Poverty Mapping.
  • 5h payment: 20% of total contract value will be paid after submission and acceptance of Mapping donor efforts in the city Report and Map and Monitoring report of Participatory Poverty Mapping
  • Final payment: 10% of total contract value will be paid after submission and acceptance of Assignment Completion Report

Experience:

  • Experience in GIS, RS, SPSS, graphics design (Illustrator, In-design, Photoshop etc.)
  • Working experience with urban local government
  • Experience of working with UNDP / other UN agencies/ Donor Agencies/INGO

Language:

Excellent English and Bangla communication.

Lump sum contracts:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

In-country travel (if required) will be met by UNDP and DSA will be paid as per UNDP policy. If unforeseen travel outside the Duty Station not required by the Terms of Reference, is requested by UNDP, and upon prior written agreement, such travel be at the UNDP’s expense and the Individual Contractor shall receive a per diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Evaluation of the Candidates:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum of 49 marks in technical evaluation will be considered eligible for financial evaluation.

Technical Evaluation Criteria (Total 70 marks):

  1. Minimum Bachelor’s degree in Urban Planning from any reputed university - 5 marks
  2. At least 2 years of working At least 2 years of working experience in research and community-led mapping and planning - 5 marks
  3. Experience in participatory poverty mapping, supporting technical workshops related to governance and poverty, conducting assessments etc.- 10 marks
  4. Experience in developing strategy documents (Examples must be attached)- 10 marks
  5. Experience in GIS, RS, SPSS, graphics design (Illustrator, In-design, Photoshop etc.)- 5 marks
  6. Working experience with urban local government, UNDP / other UN agencies/donor agencies/INGO- 5 marks
  7. Proposed approach, qualitative tools, analysis and framework; and timeline- 30 marks

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = y (µ/z)

Where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
