The project intends to prevent the release in Persistent Organic Pollutants (POPs) in the environment through the improvement of health care waste management, implementation of green chemistry initiatives in the industry and agriculture along with destruction of identified POPs waste stockpiles.

The overall objective of the project is to reduce risk for people’s health and the environment through the prevention of U-POP releases, shifting from POPs toward non-POPs chemicals in the plastic industry, and sound destruction of at least 50 tons of POPs waste. The following POPs will be targeted by the project: Dioxins (PCDD/F) released by unsafe incineration of medical waste and empty pesticide containers, POPs substances listed under Stockholm Convention (SC) on Persistent Organic Pollutants used in the manufacturing of plastic products, with special reference to plastic use in articles exposed to sources of heat; and polychlorinated biphenyls (PCBs) existing in the dielectric fluid of electrical equipment, and obsolete POPs stockpiles/materials.

All these substances pose a global threat to the environment and human health due to their long persistence in the environment, their long term and cumulative toxic properties, and their capacity to bioaccumulate in living organisms.

Focus of consultancy is development of a Road map document, indicating and enlisting core of work, obligations, deliverables, and overall operating mode of the Working groups for implementation of the Stockholm Convention, consisted of relevant institutions at the level of BiH, two entities and Brcko District, and chaired by the Stockholm Convention Focal Point. Working groups shall comprise institutions from the following sectors: environmental protection, health protection, planning and trade, planning of transport, agriculture, and occupational safety and industry.

Objective

The Objective of this consultancy assignment is focused on a development and finalization of a “Road map” for a document that will clearly specify working groups’ overall operating mode.

Purpose

Purpose of this consultancy assignment is to develop clear and straightforward document, a Road map explaining functionality and objectives of the working groups including the overall responsibilities of the working groups’ members. In addition, Road map shall contain obligations and deliverables per each relevant sector (environment, health, agriculture, waste, industry etc.), working groups composition, as well as frequency of the meetings, allocation of responsibilities for POPs management in existing institutional frameworks, etc.

The main role of the working groups is ensuring the implementation of the project activities in accordance with the obligations set out in the Stockholm Convention and EU accession agenda.

The Consultant is expected to perform following tasks:

  1. Review the background documentation (NIP and all other relevant documents) and detailed work plan developed;
  2. Draft the Road map, including obligations and deliverables of a working groups per each relevant sector (environment, health, agriculture, waste, industry etc.), working groups composition, as well as frequency of the meetings, expected outcomes of each of the meetings, allocation of responsibilities for POPs management in existing institutional frameworks, etc.  
  3. Collect comments from Focal Point of the Ministry of Foreign Trade and Economic Relations of BiH, UNDP and all other institutions identified as relevant; answer on all comments and incorporate in document if relevant;
  4. Final Road Map document for Stockholm Convention working groups delivered to UNDP;

The selected consultant is expected to closely coordinate with the Environmental Development Project Manager and Focal Point in the Ministry of Foreign Trade and Economic Relations of BiH.

Note 1: The Consultant must ensure timely preparation and submission of all deliverables as mentioned before. The Deliverables provided will be quality reviewed and approved by the UNDP Environmental Development Project Manager. The deliverables must be submitted in local language.

Note 2: Payments for deliverables will be lump sum based as per deliverable, including local travel costs.

  • Previous work for UN agencies or international organization will be considered as an asset.

Languages Requirements:

  • Fluency in both written and spoken English language (excellent writing, editing and communication skills) demonstrated in submitted one-page segment on English of any relevant study/publication/written document compiled in order to assess language skills.

Other Requirements:

  • Excellent computer skills and ability to use information technologies as a tool and resource.

Only candidates obtaining a minimum of 49 point would be considered for the Financial Evaluation.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
