Project Description

Relative to efforts to strengthen the national and local resilience to risks of violent extremism in the Philippines, UNDP through the Japan-PVE Project will assist the establishment of an information system that will enable planning, monitoring and evaluation of programs on socio-economic inclusion, empowerment and social cohesion in the province of Lanao del Sur which will contribute towards the development of local government approaches on recovery and rehabilitation.

DevLIVE+ is a system intended to collect, manage and visualize data required to assess risks and vulnerability of households, buildings and production areas to both natural and man-made hazards. The system is being deployed in 8 pilot municipalities in Lanao del Sur: Wao, Amai Manabilang, Tamparan, Butig, Piagapo, Saguiaran, Marantao and Balindong.

Under the Japan-PVE Program, DevLIVE+ was expanded to include another module that contains indicators on (a) information and communication; (b) interpersonal engagement; and (c) violence. Noting that the data being collected delves on sensitive and personal matters, it will be done through a self-administered survey method, in which randomly selected respondents coming from a certain age group and criteria of the abovementioned municipalities will be asked to independently answer the tablet-based survey. Responses will remain confidential and anonymous. The outcome will be a reliable basis that will provide a solid framework for the development of cohesive socio-economic plans and initiatives.

Scope of Work

UNDP will need the services of a qualified Local Governance Coordinator to manage and oversee the implementation of the DevLIVE+ PVE Module for the eight (8) selected LGUs in Lanao del Sur. Specifically, the consultant will perform the following duties:

  1. Compute and generate a list of random respondents depending on the population of each target groups for the 8 LGUs:
    1. Random sampling of ages 9-40 for the indicators on information and communication and interpersonal engagement; and
    2. Random sampling of head of households for the indicators regarding violence.
  2. Engage and manage a selected team (in coordination with the 8 LGUs) of local personnel for the conduct of self-administered surveys for the selected LGUs.
  3. Assist in the mentoring of the local survey team (consist of field coordinators, team leaders and data enumerators) during the entire implementation process.
  4. Monitor progress and coordinate with UNDP, partner LGUs and other stakeholders to provide regular feedbacks on all activities relating to the survey.
  5. Work with UNDP and the province of Lanao del Sur to develop a dashboard using Qlik Sense or a similar data visualization and analytics tool showing the results of the survey.
  6. Conduct trainings on data access, visualization and processing to the municipal, provincial LGUs and the UNDP Team.

Institutional Arrangement

For the duration of the contract, the consultant shall coordinate with the PMU, in the delivery of the terms of reference. All outputs must be submitted to the PMU for review. Final outputs of the consultant should be formally accepted prior to any payments made.

 

Duration of Work

To undertake the tasks, procedures, and expected outputs, the consultant shall be engaged for a period equivalent to 50 days (2.5 months). Effectivity of the engagement will be upon signing of the contract and will be valid until all outputs have been delivered and accepted. The target start-of-work date is November 2019 and the expected completion date is on January 2020.

 

Duty Station

The consultant will be based in Manila. However, he/she is expected to be deployed in the selected LGUs for the implementation of the project.

 

Scope of Price Proposal and Schedule of Payments

Financial proposals must be expressed as a lump sum “all inclusive” rate for the whole duration of the contract. The term “all inclusive” implies all costs (professional fees, allowances, travel costs within Manila, etc.). The lump sum price is fixed regardless of changes in the cost components. Payment will be made in installments based on the following milestones/outputs:

Educational

  • Minimum 3 years working knowledge of any open-source software for collecting and managing data such as Open Data Kit or Kobo Collect
  • At least 2 years working knowledge of the DevLIVE+ system

Language

  • Fluency in English and Tagalog

 

Evaluation Method and Criteria

Offers will be evaluated based on combined scoring method – where the Technical Proposal will be evaluated based on qualifications in the CV. The Technical evaluation is weighted a max. of 70%.

The Financial Proposal that will be evaluated through submission of the Offeror's Letter to UNDP Confirming Insterest and Availability for the IC including Financial Proposal Template and combined with the price offer will be weighted a max of 30%;

For the evaluation of the Technical Proposal, the selection of the successful consultant must be based in the following qualifications (with the appropriate obtainable points):
