Antecedentes

Present in 166 countries and territories, UNDP supports governments in developing strong policies, institutions and partnerships to achieve the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals. It does so in part through its comprehensive knowledge network, which includes expert practitioners that provide focused advice and support in strategic policy areas.

The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora, including public-private dialogues, government and civil society dialogues, South-South and Triangular Co-operation initiatives, and engages in UN inter-agency coordination in specific thematic areas. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven, including in its programme support efforts.

Within BPPS, the Effectiveness Group provides crucial support to ensure that UNDP is an effective, accountable, and transparent thought leader and partner of choice for sustainable development. The Effectiveness Group also assists countries and stakeholders implementing the effective development co-operation principles and supports the Global Partnership for Effective Development Co-operation (GPEDC), as part of the UNDP-OECD Joint Support Team.  This includes supporting global policy dialogue and mutual learning on effective development co-operation, as well as leading country support in implementation and monitoring of effective development co-operation principles.

The Global Partnership held its first Senior Level Meeting (SLM) in July 2019, which highlighted the contentious importance of country-level implementation of effectiveness principles as an essential driver for development results. Building on the outcomes from the SLM and progress made under the Global Partnership’s 2017-2018 work programme, the Global Partnership is developing a new work programme, which will re-anchor all the Global Partnership activities more firmly at the country level and mainstream sharing of knowledge and learning across all activities.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

Under the overall supervision and guidance of the Global Policy Adviser, the Consultant will focus on the following duties and responsibilities:

Policy Research and Analysis on Effective Development Co-operation (30%):

  • Under the direct supervision of senior team members, map, scope out and research trends in development effectiveness / co-operation and identify linkages / key areas of support for UNDP's work in strengthening effective partnerships and co-operation in the context of the evolving country-level development management and coordination architecture. Particular issue areas of relevance include, but are not limited to: the quality of development partnerships and coordination mechanisms, effective private sector engagement through development co-operation, effective triangular co-operation;

  • Under the direct supervision of senior team members, contribute to policy research and development of policy / practice products such as UNDP issue briefs, discussion papers and practice notes on effective development co-operation;

 

Knowledge Management and Partner Country Engagement (40%):

  • Support the Global Partnership’s UNDP-OECD monitoring team with production of (i) knowledge products around the results of the 2018 Global Partnership monitoring to support increased use of monitoring results for action and (ii) background documents and analysis relating to adaptation and strengthening of the Global Partnership monitoring framework and processes;

  • Support the maintenance and facilitation of an online community of practice for UNDP development effectiveness focal points in national country offices and the Global Partnership Knowledge Platform;

  • Support conceptualisation of an institutional mechanism of the Global Partnership to effectively re-anchor demand-driven and context-specific country level support and coordinate country engagement across all the Global Partnership work areas; and

  • Produce articles for the Global Partnership website according to the confirmation of key events.

 

Logistical / Operational Support (30%):

  • Contribute to logistical preparations for biannual GPEDC Steering Committee Meetings; high-level side events; and other regional / thematic technical workshops, including drafting of background documents and agendas, invitation management, liaising with conference services and travel facilitation support;

  • Contribute to procurement activities; and

  • Contribute to narrative and financial donor reporting under the Global Partnership umbrella.

  • Summary and a synthesis report of the webinars, online consultations through the Knowledge Platform, and a series of partner country engagements, as inputs to the next Global Partnership Work Programme;

  • Input pieces for the analysis of challenges and trade-offs pertaining to the Global Partnership monitoring;

  • Narrative for progress report for contributing partners;

  • Web article/country story on effective co-operation and partnerships;

 

February 2020

  • Background papers for the monitoring workshop;

  • Support to workshop management (logistics note, speakers and participants list etc.);

  • Input paper on establishing institutional mechanisms to re-anchor and endorse demand-driven country-level support across all the Global Partnership work;

  • Synthesis of country examples and experiences on effective development co-operation and partnerships.

 

March 2020

  • Preparation of a draft annual status report, including collection of inputs from country offices and stakeholders;

  • A knowledge product on implications of the 2030 Agenda for country-level coordination mechanisms for effective development co-operation;

  • Background papers for and a summary report of the programming workshop, including a paper on use of monitoring results.

 

April 2020

  • Background papers for Steering Committee meeting, and Steering Committee meeting logistics and invitation management;

  • Organisation of an online consultation through the Knowledge Platform;

  • Consolidated report and a synthesis report of the webinars, online consultation through the Knowledge Platform, and a series of partner country engagements, as inputs for the finalization of the Global Partnership Work Programme.

     

May 2020

  • An input paper for the Global Partnership monitoring framework refinement and strengthening;

  • Input pieces for the Global Partnership newsletter, focusing on country-level implementation of effective development co-operation and partnerships;

  • A draft web article on the Steering Committee meeting.

 

June 2020

  • An input paper on systemic effective co-operation challenges in context of the 2030 Agenda;

  • Organisation of an online consultation through the Knowledge Platform

  • One draft web article/country story on effective co-operation and partnerships

  • Draft inputs for mid-term progress report of the global project on effective development co-operation subject to the ongoing discussions about the next working programme of the Global Partnership, the consultant may be asked to undertake other related duties as assigned by the supervisor.

Academic qualifications:

  • Master’s degree in Public Administration, International Relations, Economics, and the broad social sciences or other related disciplines is required.

Experience:

  • At least 2 years of experience in international development, preferably with a focus on effective development co-operation issues and with a large international development organization.

  • Demonstrated knowledge of effective development co-operation and multi-stakeholder partnerships for development;

  • Strong analytical and research skills in the areas of development partnerships, development co-operation, and / or supporting country efforts in the area of development effectiveness;

  • Past experience supporting logistics for high-level side events or meetings required;

  • Familiarity with the Global Partnership for Effective Development Co-operation is highly preferred;

  • Past experience with donor reporting for UNDP Global Projects or other similar international organizations is highly preferred; and

  • Working / academic knowledge of blended finance, non-sovereign capital flows and other vehicles for engaging the private sector in the development co-operation agenda is highly preferred.

Language:

  • Proficiency in written and spoken English; and

  • Good working knowledge in at least one other official UN language, especially French or Spanish is desirable.

Working Arrangements:

  • The consultant will work under the general guidance of the GPEDC Policy Advisor.The supervision will include approvals/acceptance of the outputs as identified in the previous section.

  • UNDP will provide office space, access to internet and a printer during the assignment (the costs of these facilities should not be included in the submission of the financial proposal).

  • The consultant will be responsible for providing his/her own laptop to carry out the assignment.

Application Procedure

The application package containing the following (to be uploaded as one file):

  • A cover letter with a brief description of why the Offer considers her/himself the most suitable for the assignment;

  • Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references; and

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee (based on a 7 hour working day - lunch time is not included - and estimated 21.75 days per month).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

    The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

The following formula will be used to evaluate financial proposal:

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of the GPEDC Gobal Policy Advisor and will be responsible for the fulfilment of the deliverables as specified above.

For BPPS ICs: The Consultant will be responsible for providing her/his own laptop.

Payment modality

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.

The work week will be based on 35 hours, i.e. on a 7 hour working day, with core hours being between 9h00 and 18h00 daily.
