1.     The United Nations Volunteers (UNV) programme is the UN organization that contributes to peace and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, and it can transform the pace and nature of development. Volunteerism benefits both society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation. UNV contributes to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UN Volunteers, throughout the world. UNV embraces volunteerism as universal and inclusive, and recognizes volunteerism in its diversity, as well as the values that sustain it: free will, commitment, engagement and solidarity. UNV is headquartered in Bonn, Germany with an office in New York and has five regional offices in Amman, Bangkok, Dakar, Nairobi and Panama.
The Volunteer Advisory Services Section (VASS) enhances UNV’s proactive capacity to mainstream volunteerism into peace and development initiatives through research, the generation of knowledge and evidence and the provision of technical advisory services to UN member states on research, measurement and volunteer infrastructure. In line with this, VASS is leading the development of a knowledge portal which will serve as a go-to space for accessing up-to-date global, regional, and national data related to volunteerism.
Its main features include a global Volunteering Database - UNV’s unique offer which will sketch the global volunteering landscape. Originally developed by VASS, the database which is currently on Excel covers 120 countries and contains the following data sets: list of legislation; ILO-UNV measurement activities; and mentions of volunteering in Voluntary National Reviews . During the second half of 2019 through the first quarter of 2020, the database will be expanded to cover country profiles, volunteer numbers (accessible through ILOSTATS), policies relevant to volunteering, as well as other relevant data sets and evidence products.

2. Main objectives, responsibilities and description of the proposed work
Under the general guidance of the Programme Specialist, Plan of Action Knowledge, the data visualization consultant will be responsible for conceptualizing and designing up to 10 highly visual online stories/toolkits using maps, statistical representations, plots, information graphics, tables, and charts to be published on the knowledge portal. The data stories should make complex data analysis accessible, understandable and usable by different users. 

The consultant will be provided with the underlying data, readily compiled, including data compiled by UNV.  He or she will be expected to propose innovative and creative ideas to present data and evidence on topics ranging from next generation volunteering support, volunteering for women empowerment, accelerating SDG implementation through volunteering, etc. She/he will play a proactive role in shaping the storylines that numbers and evidence will tell. The data visualization consultant will also liaise with the developers of the knowledge portal to implement the visualization.

Concept development and design of at least 10 data stories/ toolkits from the Volunteering Database and GTM workstream outputs (next generation blueprint, acceleration matrix, etc):

Deliverable 4: Development of requirements and liaising with knowledge portal web developer to publish the data on the portal.  2days, Due: 30 June 2020

5. Qualifications
Education: Advanced degree (Masters level) in a relevant field (data visualization, front end design, data journalism, etc). A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Experience:

  • A minimum of three years of progressively responsible work experience in data visualization, visual design, front-end design or any related discipline;
  • Experience in adapting data visualization to various formats and media
  • Data journalism experience is an asset
  • Experience developing user-facing software and user-centered design is required;
  • Experience using visualization libraries and software like with D3.js, Crossfilter/dc.js, Leaflet.js, Processing/P5.js, CartoDB or Mapbox or similar software is an asset;
  • Experience with front-end frameworks and libraries like Bootstrap, AngularJS, ReactJS, ember.js. or similar frameworks is an asset;
  • Knowledge of JavaScript code design patterns;
  • Experience with working with a diverse team and being able to parse through large amounts of information in order to create simplified and clear designs;
  • Proven ability to communicate complex, abstract concepts using both visual and written language;
  • Familiarity with graphic design fundamentals, including branding work.

Language requirement: Excellent command of English, particularly written; other UN languages an asset.


6. Criteria for Selection of the Best offer:

The selection of the best offer will be based on the combined scoring method – where the qualifications and methodology will be weighted – 70%  and combined with the price offer which will be weighted 30%.

Key selection criteria are;

• A minimum of three years of progressively responsible work experience in data visualization, visual design, front-end design or any related discipline (15 points)
• Sample of previous work provided by the applicant demonstrates professional and skillful data visualization and versatility to adapt to various formats. (35 points).
• Relevant experience in data analytics and front-end web development, programming languages for data analytics such as python, R and MATLAB, using JavaScript frameworks such as JQuery, and D3js to develop rich interactive visualization (15 points);
• Previous experience in data journalism (5points).

Your Financial Proposal must indicate  the total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNV under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNV
