Antecedentes

UNDP is committed to the long-term, sustainable support to democratic governance in Liberia throughout the electoral cycle, including support to key democratic institutions and processes. Under this objective, UNDP supports the National Elections Commission (NEC) and its constitutional mandate to plan, manage and organize elections in compliance with the national legal framework, international standards and best practices.

The Support to the Liberian Electoral Cycle Project’s (hereinafter “the Elections Project”) overall objective is to enhance the democratization process in Liberia through improved electoral institutions and processes. The program aims at strengthening the capacity of NEC to provide a platform to undertake institutional and legislative reforms and execute the necessary measures to ensure the ability of the NEC - the principle electoral management body - to plan, manage and deliver credible, transparent and inclusive elections for Liberia.

In preparation for the upcoming Special Senatorial Elections and Constitutional Referendum (autumn 2020), NEC will conduct a voter roll update, followed by the national verification exercise in early 2020. To ensure readiness for this exercise, the Data Center ICT infrastructure requires a thorough assessment to ensure its resilience to continue hosting the NEC’s critical voter registration (VR) databases. The VR database and related infrastructure are paramount for capturing voters’ details, storing them securely, retrieving, and analyzing data during the voter roll update and national verification process. The proper functioning and development of a credible database are critical for the successful conduct of the voter registration and subsequently electoral processes, which engender confidence of the electorate.

Under the revised workplan, the Elections Project will provide technical assistance to the voter registration process, supporting NEC’s capacity to conduct credible voter registration as well as strengthening the institution through functioning and reliable voter registration systems. For the initial stages of the process, which is currently scheduled from 2 March 2020, the UNDP Elections Project seeks to urgently recruit a qualified ICT consultant to assess current voter registration database and propose immediate actions for its improvement.

Deberes y responsabilidades

Under the supervision of the Chief Technical Adviser (CTA), and in close collaboration with the NEC Directors for Data Center and Information & Communication Technology (ICT), the Consultant will conduct an assessment of the technical readiness and rigidity of NEC’s ICT infrastructure. The assessment and recommendations shall be designed similar way to ensure the continuous availability of critical systems to successfully conduct voter roll update.

Consultant’s duties will include:

  • Assess the present conditions of the Windows 2008 & 2012 servers, health and capacity;
  • Assess the governance framework of the core network and its physical conditions at the Data Center;
  • Assess the Network Access Storage (NAS) for the backup;
  • Assess the cooling systems & power backup systems; and
  • Any other issue that may arise during the period of the assessment.

Key Deliverable(s)

Support NEC in conducting the assessment of ICT infrastructure and submit a comprehensive assessment report with necessary recommendations. Duration 14 days.

Habilidades y experiencia requeridas

Key Qualifications 

  • Bachelor's Degree in computer science, engineering or other ICT related disciplines OR relevant certificates demonstrating background in the mentioned fields

Experience:

  • 7+ years of professional experience in providing ICT consultancy services, experience with ICT consultancy in relation to the electoral process
  • Hands-on experience with ICT upgrades
  • At least five years of experience working with information systems in corporate and/or public sectors
  • Expertise in managing large public sector ICT projects will be an advantage
  • Experience with the working procedures and policies of UNDP in similar capacity would be desirable
  • Strong oral and written communication skills in English are required

Languages: 

Fluency in written and spoken English is required.

Conditions of the contract

The consultant is required to conduct quality assessment of the construction project including three travels to Liberia and to the relevant sites.

Travel and DSA for overnight stay will be paid in accordance with UNDP standards and rules and on the basis of location.

The consultant should have own laptop and other relevant equipment needed to deliver the required task and prepare reports.

 Price Proposal and Schedule of Payments:

Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be done upon verification and completion of deliverables and approval by the IC’s supervisor. In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Technical proposal:

  • Brief description of why the individual considers him/herself as the most suitable for the assignment;
  • A methodology, on how they will approach and complete the assignment.

Evaluation

Individual consultants will be evaluated based on the following methodologies:

Award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial  * Technical Criteria; [70 points]
