Antecedentes

In 2018, UNDP and the State Statistics Committee of Turkmenistan engaged into the joint project “Strengthening institutional and statistical capacity on national accounts” that aims at strengthening the national statistical and institutional capacity for implementation the conceptual transition from 1993 version of the System of National Accounts (SNA) to 2008 version and expanding the scope, degree of detailed elaboration and quality of national accounts and complementary data of macroeconomic statistics.

The project components include the following: 1) national program for the 2008 SNA implementation and establishment of institutional mechanisms for coordination of national statistical system; 2) preparation of proposals for improving the system of statistical classifications; 3) adaptation to SNA 2008 requirements on business registers; 4) strengthening methodological, information and personnel potential in the area of national accounts of Turkmenistan in accordance with the requirements of the SNA 2008; and 5) strengthening ITC capacity to support the system of national accounts in Turkmenistan.

A great strength of the SNA is that its articulation is sufficiently robust that a great deal of flexibility can be applied in its implementation while still remaining integrated, economically complete and internally consistent. One of the most extensive forms of flexibility is that of a satellite account. There are two types of satellite accounts, serving two different functions. The first type, sometimes called an internal satellite, takes the full set of accounting rules and conventions of the SNA but focuses on a particular aspect of interest by moving away from the standard classifications and hierarchies. Examples are tourism, coffee production and environmental protection expenditure. The second type, called an external satellite, may add non-economic data or vary some of the accounting conventions or both. Since 1985, OECD had been working on the integration of tourism within broader statistical instruments, such as the System of National Accounts. In the development of its manual on tourism economic accounts, OECD examined several of the complex issues related to the measurement of tourism, including the reconciliation of supply by tourism industries and consumption by visitors, as well as the treatment of package tours.

In this regard, UNDP Turkmenistan is seeking for International Expert to support the State Statistics Committee of Turkmenistan (Turkmenstat) in implementation of the SNA 2008 by development of methodology for elaboration of a tourism satellite account.
