Antecedentes

The need for energy efficiency improvements across the Ukrainian economy is significant. Ukraine’s economy is two or three times as energy intensive as many neighboring countries, including Poland, Slovakia, and the Czech Republic. One of the many sectors, which needs to become more energy efficient, is the housing and communal sector. This sector, directly impacting on the quality of the living conditions of millions of Ukrainians, is four times less energy efficient than in the average Western European country and consumes almost 45% of the country’s energy. Inefficient central heating systems lead to significant gas wastage. 70% of the housing stock, consisting of apartments, situated in multi-apartment buildings, housing some 34 million people, is highly energy inefficient. In 2017, the European Commission adopted a new Energy Efficiency Support Programme for Ukraine (EE4U), aimed at contributing to increased energy efficiency in the Ukrainian residential sector and reduce greenhouse gas emissions. In this context, the EU, together with Germany, will support the activities of the Energy Efficiency Fund in providing grants to energy efficient renovations of multi-apartment buildings across Ukraine.

UNDP is intervening during a period of 24 months to fully prepare homeowners associations throughout the country for projects’ financing and implementation, building on its country-wide network of partnerships with regional and local governments, and its long-standing experience of bottom-up citizen mobilization for common action. The specific objectives of UNDP’s proposed Project are to stimulate and support the creation of Home Owners Associations (HOAs) through a local presence throughout the country, and to prepare them to seek and obtain financing for their home improvement projects. With this, ‘Homeowners of Ukraine for Sustainable Energy Efficiency Solutions’ (HOUSES) Project starts. The Project will help raise energy efficiency awareness of no less than 1,000,000 people overall. The large-scale creation of home-owner associations as entities for active bottom-up engagement and civic responsibility also has other benefits on overall housing sector reform.

In this context UNDP is looking to hire a National Consultant to support home owners’ associations creation and capacity development within the frame of ‘Homeowners of Ukraine for Sustainable Energy Efficiency Solutions’ (HOUSES) project. Under the direct supervision of Community Development Specialist and overall guidance of the HOUSES Project’s Team Leader, the National Consultant will perform the work on execution of the Project’s implementation plan, including information dissemination, conducting info-sessions, trainings, consultations and other support required for the project’s direct beneficiaries (initiative groups, housing-construction cooperatives and home owners’ associations).

2. SCOPE OF WORK

The assignment is focused around the following major objectives:

  • To organize info-sessions and deliver the information on HOUSES Project and its opportunities through info sessions to all Project beneficiaries – local administrations, Home Owners Associations (HOAs), Housing Building Cooperatives (HBC) and residents of multi-apartment buildings;
  • To organize meetings with co-owners of multi-apartment buildings and motivate them to create Home Owners Associations (HOAs);
  • To organize meetings with members of Housing Building Cooperatives (HBC) and motivate them to transform their HBCs into HOAs;
  • To support the residents in the process of registration of Home Owners Associations (HOAs);
  • To support implementation of Capacity development programme for HOAs by delivering targeted trainings and consultations;  
  • To raise awareness of people about energy efficiency in housing sector and motivate HOAs to develop and implement their energy efficiency initiatives.
  • To travel to other regions to support Regional Coordinators in delivery of trainings; 
  • To support in conducting of specialized trainings on request of Supervisor;
  • To transfer knowledge to appointed project staff and consultancy support of their activity;
  • To deliver other related tasks upon request of Supervisor.

 

3. DELIVERABLES

DELIVERABLE 1:  Under the guidance of the HOUSES Project Team Leader, and in tight cooperation with the partners from local governments and International Financial Corporation mobilize local communities in (residents of multi-apartment buildings) and deliver the information on HOUSES Project tasks, objectives and its opportunities through  info sessions to 100 Project beneficiaries – local administrations of all levels, Home Owners Associations (HOAs), Housing Building Cooperatives (HBC).  Based on the results of information sessions delivered to HOUSES Project’s target groups, to organize and deliver the first cycle of training sessions to at least 10 IG and 30 existing HOAs. To support establishing and registration (through individual consultations) of at least 5 HOAs. Provide a brief Interim report #1 on tasks accomplished – by 31 March 2020;

DELIVERABLE 2:  To support establishing and registration (through individual consultations) of at least 10 HOAs and deliver trainings and individual consultations to 30 Homeowners Associations (HOAs). To organize and deliver the second cycle of training sessions to at least another 10 IG and 30 HOA. Provide a brief Interim report #2 on tasks accomplished – by 30 April 2020;

DELIVERABLE 3: To support establishing and registration (through individual consultations) of 5 HOAs and deliver trainings and individual consultations to 30 Home Owners Associations (HOAs). To organize and deliver the third cycle of training sessions to at least another 10 IG and 30 HOA. Provide a brief Interim report #3 on tasks accomplished - by 31 May 2020;

DELIVERABLE 4: To support establishing and registration (through individual consultations) of another 10 HOAs and deliver trainings and individual consultations to 60 Home Owners Associations (HOAs) - to enable them to serve as development partners in local development. Provide Interim report # 4 summarizing all tasks accomplished within assignment – by 31 July 2020.

DELIVERABLE 5: To support establishing and registration (through individual consultations) of another 10 HOAs and deliver trainings and individual consultations to 50 Home Owners Associations (HOAs) - to enable them to serve as development partners in local development.

As the result of National Consultant activity - 40 HOAs to be established (registered) and 200 HOAs will receive capacity development trainings. Provide Final report summarizing all tasks accomplished within assignment – by 30 September 2020.

 

4. PAYMENT SCHEDULE

UNDP will pay the negotiated amount in five tranches according to the following payment schedule:

  • the first payment upon successful completion of the Deliverable 1 and approval of the Interim Report #1, which to be delivered by 31 March 2020;
  • the second payment upon successful completion of the Deliverable 2 and approval of the Interim Report #2, which to be delivered by 30 April 2020;
  • the third payment upon successful completion of the Deliverable 3 and approval of the Interim Report #3, which to be delivered by 31 May 2020;
  • The fourth payment upon successful completion of the Deliverable 4 and approval of the Interim Report #4, which to be delivered by 31 July 2020;
  • The fifths payment upon successful completion of the Deliverable 5 and approval of the Final Report, which to be delivered by 30 September 2020.

The payments will be processed upon the full completion and acceptance of contractual obligations whereupon the National Consultant signs the certification of acceptance.

 

5. MONITORING/REPORTING REQUIREMENTS

The National Consultant will work under direct supervision of HOUSES Project Team Leader (the Supervisor). He/she will receive necessary guidance, clarification, information/materials that may be needed for this task. He/she will duly inform the Supervisor of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them.

The National Consultant will report to the Supervisor on the progress of the work performance according to the developed time schedule.  The Final Report will be in English and to be accepted by the Supervisor at the end of the assignment.

 

Competencias

6. EXPERIENCE AND QUALIFICATIONS REQUIREMENTS

Education:

At least Bachelor’s Degree in social sciences, Law, International Relations, Political Science or other relevant areas as well as civil engineering.

 

Experience:

  • A minimum of 3 years of relevant experience in the following areas: HOAs development, social mobilization, community development;
  • A minimum 5 years of experience in the area of energy efficiency, housing or urban development or communal services supply;
  • All relevant experience details must be reflected in CV.

Language Requirements:

Fluency in Ukrainian is required; knowledge of English is an asset.

8. FINANCIAL PROPOSAL

 

 Lump sum contract

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.

Travel costs

Local travels (if required) will be arranged by the project.

 

9. EVALUATION

Evaluation Criteria

  • University degree – 10 points max (10 – PhD, 7 – Master’s/Specialist degree; 5- Bachelor degree);
  • Professional experience in following areas: HOAs development, social mobilization, community development – 25 points max (25 points for 5 and more years; 22 points for 4 years of experience, 20 points for 3 years);
  • Professional experience in the area of energy efficiency, housing or urban development or communal services supply – 30 points max (30 points for 7 and more years; 27 points for 6 years of experience, 25 points for 5 years);
  • Language Skills – 5 points max (5 points –fluent Ukrainian, Russian and English, 4 points -fluent Ukrainian and Russian)

Maximum available technical score – 70 points.

Evaluation method:

 

 Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

  1. responsive/compliant/acceptable, and
  2. having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum 70% from the maximum available technical score would be considered for the Financial Evaluation

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
