Antecedentes

The Asia Pacific Regional Office (RO) is responsible for proactively driving the positioning of UN Women among the donor community and development partners in the regional as well as globally through various HQ units by communicating strategic results, valuable good practices and key messages. Given the functional responsibilities of the RO, the work of the RO includes ensuring technical quality of donor reports, research reports and other documents and materials by providing high quality technical advice, strengthening result­ based reporting/writing skills of staff, tracking submissions by multi/country offices and supporting them in the finalization/clearance processes. Communicating strategic results, key messages and “evidence” in policy research are a must to mobilize partners and resources and are becoming more and more important in the highly complex socio-political dynamics, in the post-2015 context, in light of Beijing+25 and in various harmonization efforts among development partners. Also, as it strives to achieve resource mobilization goals set by the Strategic Plans/Annual work Plans, the number of donor reports and results-based and human-interest articles is growing in the region as the cost sharing funds grow. It is expected that the current and expanding cost-sharing programmes require approximately 80-110 donor reports per year and up to 350 news articles on Asia Pacific web and online platforms across thematic areas. The needs for communication work for outreach and communicating “evidence” from policy research are a key to mobilize resources and support and has to be strengthened to position UN Women better in the region to survive the tough funding climate. These require that the RO has comparable capacity to meet the demand of writing and reporting needs, providing quality control and reflecting the results-based discipline, in order to support and strengthen media, advocacy and strategic partnerships development.


Deberes y responsabilidades

Under the overall guidance of the Regional Director and reporting directly to the Programme Specialist, the consultant is responsible for the following:

  • Editing, revising and rewriting as needed and formatting to produce high quality, reader-friendly, accessible, timely, results-based donor reports, programme and corporate communications materials and policy research reports and other documents and materials aligned with UN Women's established standards and formats, and in compliance with the RO's clearance and routing process.
  • Prepare specific report-related feedback to relevant UN Women offices for improvements of quality.
  • Other tasks as assigned by the supervisor.

Duration of Assignment

From 15 March 2020 to 14 March 2022 (Maximum 84 days of assignment period; UN Women does not warrant that the maximum of 84 days. The service will be purchased during the term of the Agreement). The consultant will be engaged under a retainer contract, which facilitates direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee.

Habilidades y experiencia requeridas

Required Skills and Qualifications

  • Demonstrated abilities and track record writing high quality English-language reports and information.
  • Excellent understanding of and experience with gender-sensitive and results-based management and reporting.
  • Master's degree or other advanced degree in one or more of the following disciplines: social sciences, international development, and/or communications, with 7 years of high-level experience in writing, editing, reporting, and communicating complex programmatic information in reader-friendly formats and styles. or Bachelor's degree in those fields with 10 years of work experience in writing, editing, and reporting.
  • Understanding of international development, resource mobilization, and the UN context is an asset.
  • Must be capable of effectively using MS Word and Excel.

Selection Criteria

The candidates will be evaluated on the basis of the following criteria: (i) educational background and work experience as reflected in their CV; (ii) writing samples; and (iii) financial proposal, which includes daily consultancy rate. The evaluation will be based on the combination of the weighted technical and financial scores (70 per cent technical and 30 per cent financial). The evaluation methods include desk review and/or interview.
