Antecedentes

The United Nations Office on Drugs and Crime (UNODC) seeks to recruit a National Programme Coordinator that will support the implementation of a programme under Sub-programme 4 (Drug Demand Reduction and HIV/AIDS under the Country Programme (2017-2020). The National Programme Coordinator will be responsible for providing on going support to UNODC Indonesia. He/She will support provision of technical guidance and policies advise to the government of indonesia.

He/she will also faciliate colaboration and Coordination activities with UNAIDS, its cosponsors and other key players and assist the UNODC global/regional/country office in strengthening national capacities to develp and implement strategy that deal effectively with Drug Demand Reduction (DDR) and  HIV/AIDS prevention and care in those key area.

Summary of Key Functions

  • Be responsible for overall programme development, management and implementation functions;
  • Provide technical assistance and policy guidance to government counterparts;
  • Work closely with civil society and private sector partners;
  • Develop strategic partnerships and contribute to resource mobilization; and
  • Ensure facilitation of knowledge building and knowledge sharing.

1. Be responsible for overall programme development, management and implementation functions, focusing on achievement of the following results:

  • Provide a range of project management and implementation support to all phases of HIV and DDR activities/initiatives; 
  • Coordinate the administrative aspects of programme planning and the preparation for the delivery of activities, in consultation with relevant internal/external stakeholders;
  • Draft ToRs for consultancies, meetings, workshops, etc.;
  • Provide guidance to administrative staff on the procurement of goods and services and other programme inputs needed to implement activities;
  • Compile data on implementation, such as details on participation, gender-based information, and agencies represented at each training, meeting and workshop, and regularly update the Training Register accordingly;
  • Provide high-quality analyses and draft presentations of information/data on HIV and DDR in Indonesia, and highlight key issues/trends for consideration by stakeholders; 
  • Apply the UNODC project standard operating procedures, and monitor project performance and the timely production of results;
  • Draft progress reports in line with the government, donor(s) and UNODC’s regulations and expectations; and
  • Provide monthly input to update the online-based project monitoring system used by UNODC in Southeast Asia (SmartSheet). 

2. Provide technical assistance and policy guidance to government counterparts, focusing on achievement of the following results:

  • Liaise closely with all beneficiary agencies to ensure timely delivery of activities and provide guidance to executing agencies on routine activity implementation, tracking the use of financial resources;
  • Prepare annual and quarterly workplans, for implementation in consultation with stakeholders;
  • Prepare and analyse project budget proposals, including budget revisions and monitoring checklists, and coordinate submissions of work proposals and budget estimates;
  • Provide inputs and data for external project reports as necessary; and 
  • Keep track of expenditures to ensure that budgetary limits are not exceeded 

3. Work closely with civil society and private sector partners. focusing on achievement of the following results:

  • Provide guidance to implementing partners and assistance to coordination, monitoring and implementation of project activities, including close liaising with all stakeholder agencies to initiate requests, prepare standard terms of reference against project objectives, obtain necessary clearances, process and follow-up on administrative actions, and resolve issues related to project implementation;
  • Provide secretariat services to working groups and meetings, including the preparation and circulation of briefs and agenda notes to members/participants; Compile background documentation and draft minutes of the meetings; Monitor follow-up actions; and
  • Lead the preparation of formal closures of projects, including final budget revisions, transfer of equipment, internal clearances, drafting and distribution of final reports.

4. Develop strategic partnerships and contribute to resource mobilization, focusing on achievement of the following results:

  • Establish and maintain internal databases relevant to the scope of progranmme activities;
  • Under the guidance of supervisors, initiate and maintain partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of programme results;
  • Prepare substantive briefs on possible areas of cooperation and track the timely receipt of pledged funds from donors;
  • Prepare correspondence and communications related to all aspects of project administration, including workplan and budgets, revisions and other implementation related issues with all stakeholders; and
  • Encourage stakeholder buy-in and ownership in the implementation of programme activities through in-kind contribution.

5. Ensure facilitation of knowledge building and knowledge sharing, focusing on achievement of the following results:

  • Synthesize lessons learned and best practices in programme management; 
  • Contribute to knowledge networks and communities of practice; and
  • Contribute to the development of knowledge products linked to anti-corruption and related areas.

Habilidades y experiencia requeridas

Education:

Bachelor Degree or Master Degree in public health, psychology, sociology or other relates area or proven equivalent experience 

Experience:

  • Minimum of 7 years of relevant experience for Bachelor Degree and minimum of 3 years of relevant experience for Master Degree, in managing development programmes is required. Hands-on experience in programme monitoring, evaluation and reporting is required.
  • Knowledge and understanding of theories, concepts and approaches relevant to HIV programmes and DDR-related issues, as well as good knowledge of legislative aspects of an integrated and balance strategy to counter drugs problem, including their international dimensions, are highly desirable.
  • Good knowledge of UN/UNODC rules and procedures in relation to programme implementation, administration and reporting is highly desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required

Language Requirements:

  • Fluency in written and spoken English and Bahasa is required
  • Knowledge of another UN language is an asset.

Other Requirements:

  • Knowledge of and/or practical experiences in the area of organization and delivery of training programmes in the field of HIV/AIDS  and drug dependence 
  • Strong knowledge and solid experience in programme management support are essential as well as ability to draft correspondence on budget-related issues, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc
  • Good inter-personal and team building skills.
  • Full time availability for programme management support duties is essential.
  • Solid knowledge on with Government and UN/UNDP/UNODC procedures 
  • Advance computer skills required, knowledge of spreadsheet and database packages
  • Experience in handling of web based management systems would be highly desirable.
