Antecedentes

UNDP Bangladesh is supporting the Government to find innovative solutions to its development challenges based on the Country Programme Document was approved by the Government and UNDP in 2006 and signed United Nations Development Assistance Framework for Bangladesh 2017–2020. Outcome 2 of the reads “By 2020, relevant State institutions, together with their respective partners, enhance effective management of the natural and man-made environment focusing on improved sustainability and increased resilience of vulnerable individuals and groups.

The objective of this project is to formulate the Bangladesh National Adaptation Plan (NAP) with a focus on long term adaptation investment and enhancing national capacity for integration of climate change adaptation in planning, budgeting and financial tracking processes. This GCF NAP readiness support project will achieve this objective through four inter-related outcomes:

  • Outcome 1: Strengthened institutional coordination and climate change information and knowledge management for medium- to long-term planning;
  • Outcome 2: Adaptation options appraised and prioritized, and National Adaptation Plan formulated;
  • Outcome 3: Climate risk informed decision-making tools developed and piloted by planning and budget departments at national and sectoral levels;
  • Outcome 4: Nationally appropriate adaptation investments tracking mechanism set up and financial plan for mid- and long-term CCA implementation prepared.

Under the overall guidance and quality assurance oversight from the UNDP Country Office(CO) in Bangladesh, the National Advisor will provide strategic direction, guidance and policy advice to the ERD, GED, MoEFCC, Planning Commission, Finance Division and other relevant stakeholders to formulate the Bangladesh NAP with a focus on long-term adaptation investments and enhance national capacity for integration of CCA in planning, budgeting and financial tracking process. S/he will also ensure that the formulation of NAP is inclusive, participatory, country-driven and based on country needs, gender responsive, science based and enhancing coherence of adaptation and development planning.

Objective:

The objective of this assignment is to provide the Project Management Unit (PMU) of the Formulation and Advancement of the National Adaptation Plan (NAP) Process in Bangladesh Project with assistance in capacity development and project development related to climate change finance and policy.

SCOPE OF WORK

The National Consultant will work closely with and assist the PMU of the project with the following sub-outcomes:

Sub-outcome 1.1 Assess technical and institutional capacity, information, knowledge and data gaps at the national, sectoral, and thematic levels for CCA planning;

Sub-outcome 1.3 Build expanded information and knowledge base with focus on detailed CC risks and vulnerability and interpret CCA planning scenarios for the mid- and long-term;

Sub-outcome 3.2 Expand training on CCA mainstreaming and bankable project development skills, specifically for personnel in priority sectors working on CCA programmes;

The consultant will be responsible for ensuring:

  • Review various technical and projects reports submitted by consulting firm/NGOs/individual consultants and provide feedback and inputs for further improvements;
  • Assist in authoring research reports, briefing notes, policy papers, and other project communication materials as required;
  • Facilitate in research on project financing and project development processes;
  • Keeping a record of all relevant research and relevant documents;
  • Managing appointments and coordinating with external contributors and agencies;
  • Collection and collation of primary and secondary data and information and analysis;
  • Develop bibliographies, including preparation of citation and reference;
  • Support to prepare and disseminate high quality communication and publicity materials, including online disclosure of required information;
  • Support to organize awareness, advocacy and result sharing/dissemination events, exposure visits, etc.;
  • Participate in meetings, conferences/workshop/roundtable, training, etc. prepare meeting minutes, conference/workshop proceedings, summary of events, draft speeches of guests, etc. and perform any other task as directed by the GoB/PMU/UNDP;

DELIVERABLES

The National Consultant will deliver an inception report documenting all planned work, which must be approved by the supervisor.

Payments shall be done in nine installments based on actual days worked and submitted deliverables documenting this, upon approval by the contract administrator (Project Manager/NAP Technical Specialist) of the deliverable and a Time Sheet indicating the days worked in the period and activities performed.

SUPERVISION AND PERFORMANCE INDICATORS

The Knowledge Management Consultant will work under the overall guidance and direct supervision of the Project Manager, NAP who will in turn report to the Programme Specialist—Environment Sustainability and Energy. For day to day operation S/he will work with Project Management Unit (PMU), DoE/MoEFCC and UNDP as and when required

Duration of work: 108 working days over a period of 09 months, starts from April 2020.

Office Space:

The project will provide office space. S/he will need to manage his/her own laptop/PC.

Travel and DSA:

No DSA will be paid at the duty station. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other.

Duty Station: Dhaka with travel outside Dhaka as and when required within the scope of the assignment.

Habilidades y experiencia requeridas

Education

  • Minimum Master’s degree in Environmental Science, Environmental Management, Forestry, Engineering, Climate Change, Development Studies or Economics, Natural Resource Management, or closely relevant field

Experience

  • Minimum 3 (three) years’ experience in different research/development related supportive activities in the environmental sustainability field or related field.
  • One-year Young Professional work experience with UN Agencies will also be treated as qualified experience for the position;
  • Experience in the use of computers and office software packages, (i.e. MS word, excel, PowerPoint etc.) and experience in the use of spreadsheet and database packages are required;
  • At least 2 years of working experience in similar positions, especially in finance or policy,

Language:

  • Excellent English and Bangla communication.

Lump sum contracts:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

In-country travel (if required) will be met by UNDP and DSA will be paid as per UNDP policy. If unforeseen travel outside the Duty Station not required by the Terms of Reference, is requested by UNDP, and upon prior written agreement, such travel be at the UNDP’s expense and the Individual Contractor shall receive a per diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Evaluation of the Candidates:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  1. Responsive/compliant/acceptable; and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum of 49 marks in technical evaluation will be considered eligible for financial evaluation.

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = y (µ/z)

Where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
