Antecedentes

Urgent and ambitious climate action is needed, with young people at the center:

Our world is at a crossroads. As the latest World Meteorological Organization data confirms, 2019 concluded a decade of unprecedented global warming, driven by human activities. Yet, current national climate targets under the Paris Agreement - known as Nationally Determined Contributions, or NDCs - are inadequate to achieve global goals for curbing dangerous climate change. Meanwhile, the greenhouse gas (GHG) emissions that cause climate change have been on the rise since the landmark decision was reached in 2015.

Unprecedented climate action and ambitious leadership are needed more urgently than ever to reverse this momentum. If not, we risk losing decades of sustainable development gains and will fail our social contract with youth and future generations who deserve to inherit a healthy and prosperous planet. That is why UNDP has launched its own ambitious undertaking, the Climate Promise, to support at least 100 countries to enhance their NDCs by 2020. UNDP works with countries to make their NDCs more technically robust and identify new ways that governments can step up their climate actions, as well as finance these bold new goals. UNDP is leveraging ongoing work on climate change in support of the Climate Promise and tapping its vast team of sustainable development experts around the world to make vision a reality. UNDP’s country support under the flagship NDC Support Programme, funded by the European Union and the governments of Germany and Spain, provides the foundation for efforts under the Climate Promise. UNDP’s Youth Global Programme for Sustainable Development and Peace, supported by the governments of Denmark and Italy, is a multi-thematic and multi-level response to the needs of young people and their communities, which supports and promotes the role of youth as positive agents of change, including in SDG implementation, peace and security and climate action.

UNDP guidance package on Youth, climate action and NDCs:

A key success factor for raising climate ambition is ensuring an inclusive process for the NDC revision that engages government at all levels, as well as citizens, private sector, youth organizations, movements and networks, and other key stakeholders and partners – bringing all voices to the table to agree ways to curb GHG emissions while also creating more resilient communities and protecting natural spaces.  

In this context, to ensure that young people are meaningfully engaged and empowered to participate in UNDP’s Climate Promise roll-out and national NDC enhancement processes, UNDP’s Youth Global Programme and the NDC Support Programme are partnering on a guidance note/toolkit. The guidance note/toolkit will provide field practitioners with tools to inform NDCs by ensuring processes and mechanisms more youth-inclusive and by better responding to the specific demands, needs and aspirations of young people in all their diversity, including by promoting and supporting their meaningful participation and their positive role as key actors for climate mobilization, ambition and acceleration.  

The guidance note/toolkit will map concrete and diverse ways in which young people’s positive role has been supported in the context of climate action and how they have influenced policymaking and programming, particularly around NDC planning and implementation. The analysis will include five (5) original case studies and will articulate linkages between the Youth Agenda, the Climate Agenda and Agenda 2030, analyze climate consultations and processes, instruments, institutional set-ups and coordination mechanisms, and identify gaps and opportunities. It will also offer concrete policy and programming entry points and recommendations for practitioners and decision-makers to truly ensure transformative youth-inclusive, youth-responsive and youth-led climate action.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

The successful candidate will be responsible for the development of the analytical framework and the research methodology for the guidance note/toolkit, based on a desk literature review of existing evidence and interviews with UNDP practitioners, youth organizations, movements and networks and other relevant stakeholders. S/he will be in charge of leading the analysis, drafting the guidance note/toolkit and incorporating feedback. An internal task team and a youth-focused sounding board will be established to provide relevant and timely feedback to the consultant throughout the development process.

 Duty station:

This will be a home-based assignment and the selected Consultant will perform the tasks and activities in this/her country of residence. He/She will be required to connect to meetings and interviews and deliver presentations via tele/videoconferencing.

Academic qualifications:

  •  At least master’s degree or equivalent, in environmental studies, governance, climate studies, youth, social science, development studies, or related field; required.

Experience:

  •  Minimum 3 years of relevant experience in the field of youth empowerment and climate action; required
  • Knowledge of SDGs and NDCs required;
  • Demonstrated track record in development of conceptual models, frameworks programmes and/or projects in the field of climate, environment, nature-based solutions and youth, based on substantive analysis required;
  • Demonstrated knowledge of, experience and thinking on youth activism and youth-led climate action required;
  • Demonstrated experience in developing advocacy and knowledge products, guidance manuals, toolkits and publications strongly desirable; Strong experience in presenting key messages using text and visuals, including development of manuals and infographics for practitioners is an asset.

Language:

  • Fluency in written and spoken English is required;
  • Working knowledge of another UN language would be an asset

Application Procedure

The application package containing the following (to be uploaded as one file):

  • A cover letter with a brief description of why the Offer considers her/himself the most suitable for the assignment;
  • Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references; and
  • Methodology on how the Offeror will conduct the work including a Work Plan and approach in delivering the required outputs within the assignment period;

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal shall specify a total lump sum amount, and payment terms around the specific and measurable deliverables of the TOR. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by the technical manager. 
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • This consultancy is a home-based assignment, therefore, there is no envisaged travel cost to join duty station/repatriation travel. 
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation - Total 70% (70 points):

Desk Review

  • Criteria 1. Relevance of the experience in the field of youth empowerment and climate action; Weight = 10%; Maximum Points: 10;
  • Criteria 2. Relevance of the demonstrated track record in development of conceptual models, frameworks programmes and/or projects in the field of climate, environment, nature-based solutions and youth, based on substantive analysis required: Weight =10 %; Maximum Points: 10;
  • Criteria 3. Demonstrated experience in developing advocacy and knowledge products, guidance manuals, toolkits and publications strongly desirable; Strong experience in presenting key messages using text and visuals, including development of manuals and infographics for practitioners: Weight = 10 %; Maximum Points: 10; and
  • Criteria 4. Methodology on how the Offeror will conduct the work including a Work Plan and approach in delivering the required outputs within the assignment period. (Clarity of methodology, understanding of the assignment, proposed timeline, accuracy, use of technical language…etc will be assessed) Weight = 20 %; Maximum Points: 20

Interview

  • Criteria 5. Interview: Weight = 20 %; Maximum Points: 20.

Having reviewed applications received during a desk review, UNDP will invite the top three technically qualified candidates for interview. Interviewed candidates must obtain at least 50% of the total of points obtainable during the interview.

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points (desk review + interview) for the technical criteria (70 points) shall be considered for the financial evaluation.

Financial evaluation - Total 30% (30 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of Head of Governance unit, BPPS and will be responsible for the fulfilment of the deliverables as specified above.

The Consultant will be responsible for providing her/his own laptop.

Payment modality

  • Payments are based upon output, i.e. upon delivery of the services specified above and deliverables accepted and upon certification of satisfactory completion by the manager. 
  • The work week will be based on 35 hours, i.e. on a 7- hour working day, with core hours being between 9h00 and 18h00 daily.
