Antecedentes

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP's policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. 

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP's Strategic Plan. BPPS's staff provides technical advice to Country Offices, advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP's Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP's development programmes.  BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working.  BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.” 

HIV, Health and Development Approach 

UNDP is a founding cosponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), a partner of the Global Fund to Fight AIDS, Tuberculosis and Malaria, and a co-sponsor of several other international health partnerships. UNDP’s work on HIV, health and development leverages the organization’s core strengths and mandates in human development, governance and capacity development to complement the efforts of specialist health-focused UN agencies. UNDP delivers three types of support to countries in HIV, health and development. 

First, UNDP helps countries to mainstream attention to HIV and health into action on gender, poverty and the broader effort to achieve the Sustainable Development Goals (SDGs). Second, UNDP works with partners to address the interactions between governance, human rights and health responses. Third, as a trusted, long-term partner with extensive operational experience, UNDP supports countries in effective implementation of complex, multilateral and multisectoral health projects to fight the three diseases HIV, tuberculosis and malaria while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time. UNDP partners with countries in crisis situations, those with weak institutional capacity or governance challenges, and countries under sanctions. 

UNDP’s Support to COVID-19 

COVID-19 is a critical issue for UNDP. It is as much a health and development emergency as it is a human security crisis. In order to deliver on its mission eradicating poverty, reducing inequalities and building resilience to crisis and shocks, UNDP must help countries to urgently and effectively respond to COVID-19 in the context of the 2030 Agenda. 

Urgently and effectively addressing COVID-19 is critical to safeguarding progress on the SDGs. Through its presence in 140 countries and its integrator role, UNDP together with UN and other partners can support countries to immediately scale up evidence- and rights-based multisectoral responses, i.e. whole-of-government/whole-of-society responses, needed to effectively tackle COVID-19. In so doing, the organization can rapidly leverage its extensive presence and networks at global, regional and country levels, its mandate to work broadly – to connect the dots – across humanitarian and development sectors. 

UNDP’s offer to countries is to support an equitable, inclusive and multi-sectoral response. UNDP support focuses on ensuring that crisis management and recovery responses to COVID-19 are leaving no-one behind, as part of a wider and coordinated UN response in supporting countries to implement the WHO Strategic Preparedness Response Plan (SPRP).   

Building on the on-going experience from COVID-19 support in the Asia Pacific region, UNDP’s experience in responding to disease outbreaks (e.g. Ebola, Zika, H1N1, SARS, MERS), and the knowledge and expert network in the respective regions, UNDP can provide support, including health systems strengthening to respond to COVID-19, including procurement and supply chain management in the following areas: 

  1. Procurement of health products and medical equipment required for national COVID-19 responses upon request and primarily funded by Governments, capitalizing on UNDP’s on-going large-scale health procurement services to the Global Fund and directly to Governments.
  2. Surge capacity and health infrastructure and laboratory equipment in countries with heavy caseloads (building on UNDP’s Global Fund implementation capacities)
  3. Health waste management - upgrading, provision, and instalment of autoclaves and incinerators, to reduce exposure to biological hazards and contaminants
  4. Non-medical requirements of health sector, such as solar power, office needs, transport, human resource management, financial management, etc.
  5. Advisory support to Ministries of Health for staff reassignment of personnel on internationally supported contracts (from Global Health Organisations of the Global Action Plan on SDG3.)
  6. Salary/incentives payments to existing and new health workers in resource-constrained settings, including financial planning, policy harmonisation, using digital payment innovations. 

The GF/HIST Manager is coordinating UNDP’s response for the health systems strengthening pillar of UNDP’s response to COVID-19, and the Senior Health PSM Advisor is responsible for oversight of the procurement and supply chain component of this pillar. 

Due to limited production globally, export restrictions and an overwhelmingly high demand for COVID-19 health products (PPE, medical equipment, diagnostics etc.), demand far exceeds supply. In an effort to meet country demands, GF/HIST needs to urgently identify legitimate suppliers for immediate sourcing of essential health products that adhere to quality assurance specifications per UNDP’s Quality Assurance Policy for Health Products.  

Successful candidates will also be invited to join the Health Procurement and Supply Chain Management Roster, which is a part of the GPN/ExpRes Deployment Mechanism.

Deberes y responsabilidades

Objective: 

Under the health system strengthening pillar of UNDP’s response to COVID-19, and under the supervision of the Senior Health PSM Advisor (Geneva). The Consultant will be responsible for conducting comprehensive market research in order to identify legitimate suppliers of health products required for adequate and timely response to COVID-19 globally.

Duties and Responsibilities

The Consultant will conduct the following tasks: 

  • Conduct market research and trend analysis to support the development of tailored procurement strategies for COVID-19
  • Obtain information and quality assurance (QA) documents from potential suppliers for completion of due diligence and quality assurance for products proposed
  • Establish and maintain database of suppliers approached
  • Establish tracking and document management system for all documentation received from suppliers
  • Prepare reports and analysis of suppliers and product availability 

Expected Outputs/Deliverables: 

  • Market research and trend analysis that support the development of a tailored procurement strategies for COVID-19
  • Timely and comprehensive coordination with potential suppliers, including collection of QA documentation to support due diligence
  • Established database of all suppliers approached
  • Established document management system for all suppliers approached and/or contracted
  • Regular reporting and analysis of suppliers and product availability

Reporting: 

The Consultant shall report to the Senior Health PSM Advisor, GF/HIST (Geneva).

Qualifications:

Advanced university degree in business administration, commerce or law or related technical field required, with relevant training, academic and/or professional certification in procurement.

Experience:

  • Minimum five (5) years of progressively responsible relevant professional experience in international health procurement

  • Experience and knowledge of UN and procurement processes and procedures;
  • Experience in working with heath product suppliers;?

  • Fluency in English both written and oral.
  • Working knowledge of another UN language is a plus.

Evaluation

Applicants will be screened against qualifications and competencies specified below through a desk review. Applicants will be evaluated based on a cumulative analysis method that combines the results of technical and financial evaluation results.

Technical Evaluation

Criterion 1: Minimum five (5) years of progressively responsible relevant professional experience in international health procurement.

Criterion 2: Knowledge and understanding of global pharmaceutical and health products markets desirable.

Criterion 3: Experience and knowledge of UN and procurement processes and procedures.

Criterion 4:Experience in working with heath product suppliers.

Criterion 5: Good knowledge of WHO norms and standards for medical devices (MDs) and international regulations (IMDRF, GHTF, EU), is an asset.

Payment

Payment will be certified through the Certificate of Payment (COP) and timesheet, certified by the direct supervisor. The rate will be based on the all-inclusive daily rate subject to satisfactory progress made on the above outputs.

The financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. rent of dwelling, fee, health insurance, vaccination, visa costs and any other relevant expenses related to the performance of services). All envisaged costs (except of the unforeseen travel costs for missions, if any) must be included in the financial proposal. Unforeseen travel costs for missions, if any, will be paid separately according to UNDP rules and regulations. All envisaged travel costs must be included in the financial proposal. Security: Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under https://trip.dss.un.org
