Antecedentes

This position falls under the Global Programme on Making Migration Work for Development (Phase III) funded by the Swiss Agency for Development and Cooperation and implemented by IOM and UNDP.

Under the direct supervision of the UNDP Programme Manager and in close cooperation with the Programme Management Unit (PMU), country Focal Points and other relevant colleagues, the Private Sector Engagement Officer will support the engagement of relevant private sector stakeholders for the benefit of the Programme. This will require proactive analysis and devising of private sector outreach strategies across the different stages of planning, implementation and monitoring of the Programme at country and global levels.

The Programme seeks to enable migrants and communities to exert positive development impact from migration through more coherent and results oriented policies and implementation mechanisms, as well as stronger involvement of local authorities, private sector and diaspora and global advocacy. Cross-cutting consideration should be given to ensuring strategic inclusion of diaspora and migrants associations, as well as private sector in the development and implementation of the action plans for enhanced effectiveness and development impact.

Output 1.2 of the Programme, “The private sector contributes to the effective roll out of concrete initiatives at community level”, is of particular relevance in guiding the activities of the Private Sector Engagement Officer.

The position is critical to enable proper engagement of private sector to contribute to realising the development impact of migration in participating countries. The engagement of private sector is crucial alongside other stakeholders (e.g. local authorities, civil society) as part of whole-of-government and whole-of-society approaches.

The Private Sector Engagement Officer will work in close coordination with the Programme Officer, M&E Officer and other relevant colleagues in UNDP (NY/GVA) and IOM.

Summary of Key Functions:

  1. Develop knowledge tools and guidance on engagement with private sector tailored to the programme’s needs;
  2. Provide ongoing support to target countries in mainstreaming private sector engagement across different programmatic activities;
  3. Develop an engagement strategy and a consultation mechanism on private sector engagement for programme countries, and more general applicability;
  4. Support the articulation of private sector engagement towards the achievement of SDGs.

Develop knowledge tools and guidance on private sector engagement tailored to the programme’s needs

  • Carry out a brief distance-based needs assessment to inform the type of knowledge tools and guidance programme countries need on (i) engaging the private sector in relation to migration governance for development, and (ii) supporting the engagement of private sector to implement concrete initiatives to be rolled-out at country level. Incorporate experiences from previous programme phases and observations on private sector partnership in M&D endeavors up-to-date.
  • Devise strategies, knowledge tools and guidance that are adaptable to the specific needs and contexts of programme countries, in particular the six target countries.
  • Develop the tools and guidance in close coordination with programme countries to ensure they respond to concrete programmatic needs and challenges observed in engaging private sector.
  • Build on complementarities between engaging private sector and other stakeholders (e.g. local authorities, civil society) in line with whole-of-government and whole-of-society approaches.
  • In close consultation with the PMU and other relevant colleagues, ensure that the tools and guidance developed are aligned to the planning, implementation, monitoring and evaluation, and reporting guidance of the programme and activities.

2. Provide ongoing support to target countries in mainstreaming private sector engagement across different programmatic activities

  • Provide continuous technical assistance to project partners and Focal Points on the engagement of different private sector actors based on the target countries’ contexts and needs (e.g. ranging from industry-based associations and chambers of commerce to local employers’ agencies and local businesses).
  • Ensure that the types of private sector involvement are tailored to the country context and programmatic focus areas. For instance, on employment and education, support may encompass practical advice ranging in areas, such as (i) ethical recruitment of migrants, (ii) access to decent work, (iii) (iii) efforts to ensure vocational (re-)training for enhanced skills matching and filling labour gaps, (iv) incentives for businesses to train and hire returnees, (v) sharing of expertise for business creation funded by diaspora, and other relevant areas.
  • Provide support and advice in planning, implementation and reporting on private sector engagement, as mainstreamed across relevant activities. Suggest and provide support with mapping, assessments and other activities to ensure meaningful private sector involvement across different stages of the programme cycle, as relevant.
  • Support the planning of country missions together with IOM and UNDP and carry out monitoring missions, as needed, to ensure Programme activities are on track and duly reported

3.Develop a consultation mechanism on private sector engagement for programme countries

  • Develop a consultation mechanism on private sector engagement to respond to programmatic needs at country and global levels, and support knowledge and experience sharing across programme countries. Strengthen existing mechanisms where relevant.
  • Support the development of a knowledge base on migration mainstreaming in the area of private sector engagement, including through global engagement of private sector actors and IFIs.
  • Where helpful, adapt relevant practices from existing Communities of Practice in UNDP or IOM for benefit of the programme.
  • Map the need to setup private sector innovation platforms/labs on migration and development in order to jointly identify cooperation opportunities and continue to feed off the expertise of the private sector to develop and implement the concrete initiatives at community level.

4. Support the articulation of private sector engagement towards the achievement of SDGs

  • support the articulation of private sector engagement in line with development efforts towards achievement of the SDGs in the country concerned in close cooperation with the PMU.
  • Provide any necessary technical support in the area of results monitoring for the roll out of the training for UNCTs on mainstreaming migration into UNSDCFs with a particular focus on private sector engagement.
  • Where relevant, provide technical assistance to government partners and UNCTs to report on efforts led by the programme to mainstream migration into other UN Agency work in the target countries, in relation with private sector engagement in particular.

Academic qualifications:

  • Master’s degree in Private Sector or Economic Studies, Migration, Political, Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience is required.

Experience:

  • A minimum of five (5) years of post-qualification work experience demonstrating knowledge of economics and diverse interaction with private sector is required;
  • Experience in working with private sector in relation to migration (both in originating countries and with diaspora), as well as in developing country contexts is a strong asset;
  • Experience in devising strategies, knowledge tools and guidance in relation to private sector and adapted to the economic context of a country is required;
  • Computer literacy in Microsoft Office (word, excel, outlook) and web-based applications is required;
  • Readiness for field travel is required.

Language:

  • Fluency in written and spoken is required;
  • Working knowledge of French and/or Spanish is an advantage.

Application Procedure

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee (based on a 7 hour working day - lunch time is not included - and estimated 21.75 days per month).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

    The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation - Total 70% (70 points):

  • Criteria 1. Proven track record and experience in the UN System and other, related to private sector, economic recovery and migration:  Weight = 25%; Maximum Points: 25;
  • Criteria 2.  Work experience in programme and policy research, development and implementation in private sector, economic recovery, migration. Weight =15 %; Maximum Points: 15;
  • Criteria 3. Relevant work experience at global level supporting multiple countries. Weight: 5% Points: 5.
  • Criteria 4. Excellent negotiating, communication and partnership building skills, and ability to mobilize resources from a wide range of partners (public, private, academic, civil society, business community leaders). Weight = 5% Points = 5.

Having reviewed applications received, UNDP will invite the top three/four shortlisted candidates for interview. Please note that only shortlisted candidates will be contacted.

Interview 20 points

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Financial evaluation - Total 30% (30 points)

The following formula will be used to evaluate financial proposal:

  • p = y (µ/z), where
  • p = points for the financial proposal being evaluated
  • y = maximum number of points for the financial proposal
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of in close coordination with the Programme Officer, M&E Officer and other relevant colleagues in UNDP (NY/GVA) and IOM will be responsible for the fulfilment of the deliverables as specified above.

The Consultant will be responsible for providing her/his own laptop.

Payment modality

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.
