Antecedentes

UNDP Bangladesh is supporting the Government to find innovative solutions to its development challenges based on the Country Programme Document was approved by the Government and UNDP in 2006 and signed United Nations Development Assistance Framework for Bangladesh 2017–2020. Outcome 2 of the reads “By 2020, relevant State institutions, together with their respective partners, enhance effective management of the natural and man-made environment focusing on improved sustainability and increased resilience of vulnerable individuals and groups.

The objective of this project is to formulate the Bangladesh National Adaptation Plan (NAP) with a focus on long term adaptation investment and enhancing national capacity for integration of climate change adaptation in planning, budgeting and financial tracking processes. This GCF NAP readiness support project will achieve this objective through four inter-related outcomes:

  • Outcome 1: Strengthened institutional coordination and climate change information and knowledge management for medium- to long-term planning
  • Outcome 2: Adaptation options appraised and prioritized and National Adaptation Plan formulated
  • Outcome 3: Climate risk informed decision-making tools developed and piloted by planning and budget departments at national and sectoral levels
  • Outcome 4: Nationally appropriate adaptation investments tracking mechanism set up and financial plan for mid- and long-term CCA implementation prepared.

The Ministry of Environment, Forest and Climate Change (MoEFCC), Ministry of Finance, Ministry of Planning and key personnel working on Climate Change Adaptation relevant programming in water resources, agriculture and food security, coastal zones, and urban habitation (the “priority sectors”) will be the beneficiaries of this project.

The Project’s output on National Adaptation Plan requires a communications specialist to provide increased visibility to adaptation plan, outputs and impact, especially in the context of supporting mainstream climate change into national planning, highlighting stakeholder engagement (especially civil society, women’s groups, youth, etc) and ensure integrated communications support for programme deliverables. This consultancy will enable increased publicity (via advocacy and communications) of draft NAP and facilitate stakeholder awareness and engagement.  

Objective:

The objective of this assignment is to provide the Project Management Unit (PMU) of the Formulation and Advancement of the National Adaptation Plan (NAP) Process in Bangladesh Project with assistance to provide increased visibility to adaptation plan, outputs and impact, especially in the context of supporting mainstream climate change into national planning, highlighting stakeholder engagement and ensure integrated communications support for programme deliverables.

Deberes y responsabilidades

The National Consultant will work closely with and assist the PMU of the project with the followings:  

  • To desk review main NAP document and sectoral assessment;
  • Identify key issues by sector, by stakeholder groups and by region for dissemination and awareness raising;
  • Carry out meetings relevant sectoral entities;
  • Guide and work jointly with national consultants for the assignment;
  • To work with team of national consultants / Technical Working Group / Technical Advisory Committee;
  • Deliver report writing and presentation to wider stakeholders;  

Specific Tasks to be performed

  • Develop a complementary communications and outreach strategy for the NAP;
  • Facilitate NAP preparation/ dissemination and GOB positioning in the international media;
  • Contribute to developing (content preparation) and implementing NAP’s media relations plans;
  • Support NAP outreach to national/international media;

DELIVERABLES

The National Consultant will deliver an inception report documenting all planned work, which must be approved by the supervisor.

Payments shall be done in three installments based on actual days worked and submitted deliverables documenting this, upon approval by the contract administrator (Project Manager/NAP Technical Specialist) of the deliverable and a Time Sheet indicating the days worked in the period and activities performed.

SUPERVISION AND PERFORMANCE INDICATORS

The Communication Consultant will work under the overall guidance and direct supervision of the Project Manager, NAP who will in turn report to the Programme Specialist—Environment Sustainability and Energy. For day to day operation s/he will work with Project Management Unit (PMU), DoE/MoEFCC and UNDP as and when required.

DOCUMENTS

The National Consultant will prepare an inception report, Complementary communications and outreach strategy report and final report on NAP Communication Strategies, outreach, media coverage, content preparation etc. and submit it to Project Manager.

INPUTS:

The project will provide office space. S/he will need to manage his/her own laptop/PC.

DUTY STATION:

The National Consultant will be based in Dhaka with travel outside Dhaka as and when required within the scope of the assignment. 

DURATION OF ASSIGNMENT:

The assignment is for a total of 76 working days over a period of 8 months on intermittent basis from May 2020 to December 2020.

TRAVEL AND DSA:

No DSA will be paid at the duty station. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other.

Education

  • Minimum Master’s degree in communications, journalism, social science, or other relevant field;

Experience

  • At least 7 years of experience in relevant field of communications and/or journalism;  
  • At least 5 years of work experience required in the field of media relations and/or journalism;
  • Proven experience to shape messages and stories for media placement and demonstrated track record of success in garnering earned media required;
  • With 05 years of experience in network ability to relevant international journalistic contacts;
  • Experience in the use of computers and office software packages, (i.e. MS word, excel, PowerPoint etc.);

Language:

Excellent English and Bangla communication.

Lump sum contracts:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

In-country travel (if required) will be met by UNDP and DSA will be paid as per UNDP policy. If unforeseen travel outside the Duty Station not required by the Terms of Reference, is requested by UNDP, and upon prior written agreement, such travel be at the UNDP’s expense and the Individual Contractor shall receive a per diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Evaluation of the Candidates:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  1. Responsive/compliant/acceptable; and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum of 49 marks in technical evaluation will be considered eligible for financial evaluation.

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = y (µ/z)

Where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
