Antecedentes

The United Nations Volunteers (UNV) programme is the UN organization that contributes to peace and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, and it can transform the pace and nature of development. UNV Information and Communications Technology Unit (ICTU) implemented Quest Identity Manager in 2016 as the core central Identity Management solution for Volunteer Management Corporate Applications. The solution integrates with Active Directory, Microsoft SQL, and Customized Integration Layer with Volunteer Management Corporate Applications, Azure AD, and Atlas/PeopleSoft Oracle ERP  See www.oneidentity.com/.

 

Deberes y responsabilidades

The expert is expected to provide the following professional Services:

  • Provide onsite or remote support as needed. UNV estimates 3 days per month on average. To fix bugs and administer Change Requests.
  • Advise on appropriate solutions for projected changes.
  • Conduct Health Checks against the current solution and propose / /prioritize areas of improvement.
  • Design and implement specific workflows corresponding to business needs.
  • Ensure that all changes are documented, and all documentations are up to date.
  • Ensure knowledge transfer to the UNV ICTU team.

Under the direct supervision of the ICTU Infrastructure Team Leader, the consultant will provide professional maintenance Services for One Identity commercial software solution: UNV estimates up to  36 man-days for the 12 months= ( approx. 3 man-days per month) for 12 months. Unused professional days in any given month can be carried forward to be used when there is a higher demand for more professional days on a different “later” month or months. Only Hours worked will be billable. UNV does not warrant any quantity of services that will be purchased during the term of this agreement. UNV will issue an Individual Contractor -Framework Agreement (or Long Term Agreement [LTA]) to the successful candidate.

The ICTU Infrastructure Team Leader will represent the interests of UNV ICT working with the successful Expert.
UNV ICT infrastructure team will facilitate the on-site or remote work by providing them with necessary access to the test/production IAM system.

Habilidades y experiencia requeridas

Education;

  • University degree in information technology, computer science, data management or related field, or relevant experience in the field;
  • 10 years of relevant experience in ICT, IS and software development, with One Identity Software.
  • Proven record of theoretical knowledge and practical experience in the area of introducing new ICT solutions, database management and data analysis;
  • Electronic communications expertise and experience;
  • Proven analytical skills and ability to conceptualize and write concisely and clearly.
  • Language requirement;

Excellent writing and oral communication skills in the official languages in English

Experience;
More than 10 years of relevant experience in deploying and supporting Identity and Access Management (IAM) solutions in complex environments.

Proven Track record of successful IAM implementations with Government, and UN entities using One Identity Software.

6. Application procedure:

Applicants have to provide a technical and financial proposal.

The technical proposal shall describe the methodology and the approach of how to fulfill the required deliverables as well as outline the major components of its implementation.

The financial proposal shall consist of an all-inclusive lump sum for the whole duration of the contract period, which shall include the consultancy fee, costs of living, costs for insurance, and cost of travel to and from the duty station. The financial proposal shall contain a breakdown of these costs and indicate the number of off-days the consultant wants to take during the contract period (if any).

The lump-sum/contract price is fixed regardless of subsequent changes in the cost components.

Criteria for Selection of the Best offer:

The selection of the best offer will be based on the combined scoring method – where the qualifications and methodology will be weighted – 70% and combined with the price offer which will be weighted 30%.

Key selection criteria are;

  • Approach and working experience in the field of Identity and Access Management (20%)
  • Proven experience in One Identity Software. (30%)
  • Proven analytical skills (10%)
  • Proven experience in implementing projects remotely (10%)

Your Financial Proposal must indicate the total contract price, supported by a breakdown of costs, as per the template provided. Your offer must include your hourly and daily rate based on 36 days per year up to a maximum of 108 days for 3 years. The offer should be in US Dollars. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNV under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNV
e) Personal CV or P11, indicating all past past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
