Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The Policy, Programme and Intergovernmental  Division provides global programming and policy support to allow UN Women offices at Headquarters and in all field locations to deliver effective and efficient initiatives to support the implementation of UN Women’s Strategic Plan 2018-2021 and internationally agreed goals on gender equality and women’s empowerment, including the Beijing Platform for Action and the 2030 Agenda for Sustainable Development. The Division provides intellectual and strategic leadership on normative support and the delivery of integrated policy advice, including through policy analysis and gender mainstreaming. The Division leverages innovation, knowledge management, and cutting-edge technical expertise to support UN Women programmes and to build the capacity of partners to deliver results on gender equality and women’s empowerment.

Ending Violence Against Women is a key outcome area in the strategic plan of UN-Women and one of the largest areas of work across the organisation. The work of UN Women’s Ending Violence against Women (EVAW) Section is focused on a comprehensive approach to ending violence against women that addresses legislation and policies, prevention, services for survivors, safe public spaces, and research and data. The section also oversees the successful implementation of different global programmes where UN Women is a partner, including the Spotlight Initiative.

The Spotlight Initiative has been designed by the UN and EU as a global financing mechanism in support of the implementation of the SDGs mainly Goal 5 and Goal 16. The Initiative contributes to accelerating the realignment of the United Nations development system with the 2030 Agenda, and enable critical system-wide capacities that can lead to more impactful and synergic support by the UN country team in line with the UN System-Wide Strategic document. The Spotlight Initiative provides a unique opportunity to demonstrate that a significant investment in gender equality, backed by expertise, a comprehensive theory of change and strong partnerships, can make a transformative difference in the lives of women and girls, as well as contribute to the achievement of all the SDGs.

UN Women, UNDP and UNFPA, as core agencies, along civil society, provide technical support in the design and implementation of activities, under the leadership of the Executive Office of the Secretary General. UN Women as the technical and normative lead on gender equality and women’s empowerment in the UN System, houses the Technical Unit of the Spotlight Secretariat. At country and regional level, UN Women is implementing key components of the programmes, and in most Spotlight countries, UN Women has been designated as the Technical Coherence Lead agency to guide the UN system in the implementation of strong, coherent programmes that will make a difference in women’s and girls’ lives and will deliver results on ending violence. In this context, UN Women’s Ending Violence Against Women (EVAW) Section in New York provides daily support to country and regional offices to accelerate implementation, deliver results, document lessons learned and build the evidence of what works and what doesn’t in different contexts addressing violence against women and girls.

Reporting to the Chief of the Ending Violence Against Women Section, the EVAW Policy and Programme Advisor, will oversee and provide high level technical advice and support to the UN Women country and regional offices working on different areas of VAW programming, including the Spotlight Initiative. The Programme and Policy Advisor will provide capacity building to Country Offices (CO) and Multi Country Offices (MCO), establish and strengthen partnerships,  facilitate internal coordination within the relevant divisions of UN Women to ensure delivery of programme results and implementation of policy guidance in EVAW programming, and link the EVAW work of UN-Women with the broader UN reform. 

Deberes y responsabilidades

Provide high-level policy and programme advice, technical guidance and oversight on ending violence against women and girls for Spotlight programme portfolio:

  • Oversee the management and coordination of UN Women’s contribution to Spotlight globally;
  • Ensure overall oversight and monitoring of programme portfolio and continuously identify best practices, lessons learned, new areas of programming and policy work that could strengthen delivery of results on EVAW;
  • Provide policy, programme and technical advice to regional offices and country offices on assigned thematic area and programme portfolio; including leading on the provision of technical assistance and joint quality assurance for the development and implementation of programmes through online support, missions, capacity building exercises, leveraging technical expertise from other sections and colleagues at UN Women, etc.;
  • Identify promising practices, technical expertise, and strategic opportunities;
  • Ensure programming is aligned and builds on new thinking and new ways of working around the UN reform;
  • Ensure high level of visibility of results and advice on strategic spaces for engagement, partnership strengthening, and evidence building.

Lead the provision of capacity building support to Country Offices/ Multi Country Offices and work in close collaboration with Regional and HQ teams and external partners:

  • Lead country office and multi-country office programme teams in developing and strengthening policies, projects/ programmes and modalities to support the implementation of global norms and standards on VAWG; and ensuring proper monitoring;
  • Manage the identification of knowledge and implementation gaps and possible solutions;
  • Develop, implement and monitor capacity building initiatives;
  • Identify spaces for mutual learning and sharing across offices, regions and divisions;
  • Lead the provision of technical policy advice to programme/ project managers/ specialists in the CO and MCOs.

Establish and strengthen strategic partnerships with stakeholders, regional/ international actors and development partners:  

  • Build and strengthen strategic partnerships for the advancement of EVAW;
  • Ensure linkages and identify strategic opportunities to link and strengthen EVAW programming with UN reform priorities and others (including but not limited to: Action Coalitions, UN Decade of Action, SDGs, etc);
  • Build and strengthen close liaisons with relevant donors and other actors supporting efforts towards EVAW;
  • Produce periodic updates and briefs on regional/country development situation to be used by stakeholders, CO and HQ;

Facilitate internal and external coordination mechanisms for strengthened EVAW programming and delivery of results:

  • Facilitate and ensure coordinated responses and exchanges of information within UN Women for assigned portfolio to ensure timely and quality delivery of EVAW results;
  • Leverage in-house and external expertise for strengthened programmatic results on EVAW;
  • Maintain a coordinated, clear, simple and visible communication line between relevant divisions;
  • Ensure all relevant focal points from different divisions are continuously informed of bottlenecks, challenges or issues that may be preventing effective programming on EVAW;
  • Collaborate with external partners for successful implementation of EVAW programmes and partnership building.

Lead and support management of knowledge building and sharing between countries and regions:

  • Identify and disseminate lessons learnt and good practices in collaboration with country and regional offices;
  • Ensure technical skills and knowledge are shared within and among CO/ MCOs and ROs in assigned portfolio of work;
  • Oversee the development of knowledge sharing and knowledge building spaces for assigned EVAW programme.

Manage team:

  • Manage the performance of personnel in team and ensure compliance to the performance management process; Promote teamwork and establish a working environment that is conducive to delivering results;
  • Manage financial resources and take responsibility for the integrity of financial systems and consistent application of the internal control framework and/or UN Women/UN rules and regulations;
  • Identify and integrate efficiency gains and cost reductions in all operations;
  • Build personnel capacity through planned training, learning programs, mentoring and coaching;
  • Support strategic evaluations and that learning from evaluations;
  • Oversee security requirements for team.

Education:

Experience: 

  • At least 10 years progressively responsible experience in designing and managing programmes and initiatives, advocating for gender equality, and ending violence against women.
  • Experience working in developing countries managing programmes and projects on gender equality and women’s empowerment.
  • Experience leading teams.
  • Experience in programme, policy analysis, and strategic planning.
  • Experience in managing large global programmes with high visibility is an asset
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field.
  • Experience working with the UN system is an asset.

Languages: 

  • Fluency in English, Spanish and/or French is required.
  • Knowledge of the other UN official working languages is an asset.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
