Antecedentes

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) carries out Independent Country Programme Reviews (ICPRs) to assess UNDP’s contributions to national development results and evaluate the effectiveness of UNDP’s strategy. The purpose of the ICPR is to: i) support the development of the next UNDP Country Programme Document, and ii) strengthen accountability of UNDP to national stakeholders and to the Executive Board.

In 2020, IEO will conduct the ICPR of Belize. The IEO is hiring an independent national/international consultant to support the data collection and analysis of the areas of climate change, disaster risk reduction, clean and sustainable energy and conservation, restoration and use of ecosystems and national resources, under the Country Programme.

Deberes y responsabilidades

Under the guidance of the Lead Evaluator, the consultant will:

  • conduct preliminary research and desk review, and develop a draft country analysis report of the assigned thematic areas, based on findings of the desk review;
  • assist in developing a data collection plan including the data collection instruments to be used and a list of key stakeholders for interviews;
  • participate in data collection activities prior to and during the in-country mission[1], which will include interviews and meetings with relevant stakeholders (virtual, Skype/telephone, and in person), for the assessment of the assigned thematic areas and Gender Equality and Women Empowerment (GEWE) related issues as might be required;
  • participate and contribute to the team’s working sessions, including the presentation of preliminary evaluation findings to the UNDP country office in Belize at the end of the mission[2];  
  • revise the draft report triangulating desk review data with data from field data collection;
  • contribute to the preparation of the final ICPR report, as well as the following revisions based on comments received by relevant stakeholders, as required.

[1] In the event that in-country mission of the IEO evaluators is not feasible due to the ongoing COVID-19 pandemic, the consultant may be asked to carry out the in-person interviews and site visits alone; in such event, the consultant may be requested to conduct in-person interviews in other thematic areas of the country programme.

[2] In the event that in-country mission of the IEO evaluators is not feasible due to the ongoing COVID-10 pandemic, the debriefing may take place virtually.

  • Strong analytical skills, including ability to quickly assess a diverse range of information with a discerning sense for quality of data; and
  • Good mastery of information technology required for organized presentation of information.

  • Adhere to the principle of confidentiality and ethical code of conduct during the evaluation;
  • Ability to work under pressure, multi-tasking skills; and
  • Available to conduct required analysis within the agreed timelines.

Corporate Competencies

  • Familiarity with UNDP or UN work; and
  • Ability to work in multicultural and multidisciplinary teams, acting with professionalism, diplomacy, tact and courtesy.

Habilidades y experiencia requeridas

Education:

  • A Master’s Degree or higher in a field relevant to disaster risk reduction, natural resources management, clean energy and climate/environment-related studies or a relevant field.

Professional Experience:

  • A minimum of seven (7) years of work experience in one or more of the thematic areas under review (e.g. climate change, disaster risk reduction, clean and sustainable energy and conservation, restoration and use of ecosystems and national resources);
  • Strong understanding of the international policy mechanisms related to Climate Change and sustainable development, UNFCCC, UN/UNDP mandate, operations and programmes;
  • Experience in program evaluation/research and mastery of techniques and methods of data collection, interviews and quantitative and qualitative analysis;
  • Knowledge and experience in social sciences methodology, such as Actor-Network Theory (ANT), Social Network Analysis (SNA) and content/discourse analysis, is an advantage;
  • Experience in gender-sensitive programming and/or evaluation is a must;
  • Knowledge of the country context, development issues and challenges is desirable; experience in Belize or the region is an asset;
  • Experience in conducting evaluations of UNDP country programmes will be an asset;
  • Excellent written and verbal communication skills in English, with excellent analysis and synthesis skills.

Languages:

  • Ability to work in English (oral and written) is essential.
