The UN Women Jordan Country Office leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action. Mainstreaming gender in the education system is a growing area for UN Women’s work in Jordan. UN Women in Jordan provides strategic policy advice and technical assistance to national partners to ensure gender-responsive services, including a gender-responsive education system free from stereotypes and harmful norms. Currently, UN Women is working closely with the Ministry of Education (MoE) and the National Center for Curriculum Development (NCCD) to strengthen institutional capacity on gender and ensure the new national curriculum framework is free from gender bias. In late 2019, UN Women supported the establishment of a Gender and Curriculum Task Force, which serves as an advisory body in implementing activities related to gender mainstreaming of the curriculum.

UN Women Jordan’s flagship approach is the Oasis model, which offers vulnerable women in camps and host communities a safe, physical space that provides a holistic range of services, including livelihoods, GBV protection and prevention services, leadership, civic engagement and education services, and childcare and transportation. Through its Oasis model, UN Women and partners provide direct educational services to women through a blended learning approach that focuses on building skills relevant to the needs of the local labor market.  Additionally, UN Women provides education support to the children of the women benefiting from the Oasis Centers.

The International Gender and Education consultant will be responsible for leading and growing UN Women Jordan’s efforts to gender mainstreaming into national education system including mainstreaming gender and education into UN Women’s programming in line with its Strategic Note. The consultant will ensure technical oversight to UN Women’s education programming, as well as strengthening the quality of education services. The consultant will also be responsible for providing technical expertise on gender in humanitarian and development planning on education, relevant to UN Women’s work.

Deberes y responsabilidades

Objectives of the assignment

The main objectives of this assignment are to: 1) support strengthening institutional capacity to enhance gender mainstreaming in the Jordan education system 2) provide technical oversight on UN Women’s education-focused activities 3) strengthen the quality of education services in UN Women’s Oasis Centers in refugee camps and host communities 4) ensure gender is considered in education planning and policy within the humanitarian and development sectors.

Scope of Work/Duties and Responsibilities        

Under the supervision of the Programme Management Specialist, the Gender and Education consultant is responsible for overseeing UN Women’s education portfolio, which includes the following responsibilities:

Technical expertise:

  • Provide technical oversight to all UN Women Jordan education-related activities;
  • Support activities related to gender mainstreaming of the national curriculum, including but not limited to:
  • Work closely with the MoE and NCCD to ensure the workplan under the Gender and Curriculum Task Force is implemented effectively and on-time;
  • Support in developing an institutional training needs assessment and training package for building capacity of MoE and NCCD staff on gender mainstreaming in the national curriculum;
  • Provide assistance to the MoE to institutionalize already established Gender and Curriculum Task Force;
  • Support the development of the gender mainstreaming tool to ensure minimum gender equality standards are met in all new curricula and textbooks;
  • Support advocacy efforts to have tool(s) institutionalized and sustained by relevant decision makers at the MoE.
  • Oversee technical components of the Second Chance Education (SCE), including but not limited to:
  • Ensure implementing partners are providing quality education services through the SCE program;
  • Identify key new areas of partnership in the public and private spheres;
  • Raise visibility of the SCE program and its key objectives;
  • Support the scale up of the SCE program.
  • Strengthen education services for children in the Oasis centers, including the incorporation of a stronger psychosocial support component;
  • Represent UN Women Jordan in relevant education meetings, planning sessions and coordination bodies;
  • Provide inputs to progress and annual donor reports;
  • Perform any other related tasks as requested.

Coordination support:

  • Liaise closely with the education sector in areas relevant to UN Women Jordan’s work;
  • Support the Gender Division of the MoE to establish a coordination mechanism between the MoE and the NCCD to facilitate joint work on gender mainstreaming of the national curriculum through the Gender and Curriculum Task Force;
  • Coordinate closely with the UN Women Geneva office on the Second Chance Education program;
  • Provide inputs to UN Women on how to best support coordination, as well as highlighting any challenges or gaps;
  • Any other activities as determined by the Programme Management Specialist. 

Duration of the assignment

The duration of the assignment will be 18 months from June 2020 till December 2021.

Expected Deliverables

The consultant is expected to work with the deliver the following results:

  • Monthly time-sheets and brief progress reports about implemented activities and achieved results with supporting documents (summary of strategic meetings, training reports, other materials) submitted (by the 5th of each month).
  • Final report about the progress and achievements, lessons learnt, and recommendations submitted (up to 5 working days)- by December 20th, 2021.

All monthly reports and final report should be submitted in English. The Consultant is expected to work and be based at the UN Women Jordan Country Office. The Consultant will be provided with UN Women’s relevant programme related materials and strategic guidance by UN Women during the implementation of the assignment. 

Performance evaluation:

Contractor’s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Habilidades y experiencia requeridas

Education

  • Master’s degree or equivalent in Education, Gender, Curriculum Design, Social Sciences, Development, International relations or any other related fields.

Experience and skills

  • At least 5 years of experience working in the education sector in humanitarian or development contexts is required;
  • Experience in working in an area related to gender equality and education is required;
  • Experience working with government stakeholders and international development organizations is an asset;
  • Experience working in the Middle East region is an asset.

Language and other skills

  • Fluency in English is required;
  • Knowledge of Arabic is an asset.

Evaluation

Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
