Antecedentes

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) aims to help ensure that emergency response saves lives and protects people in crisis. OCHA also seeks to enhance the connectivity and coherence between humanitarian and development work, based on the comparative advantage of diverse actors and in support of national and local capacity, towards collective outcomes that reduce risks, needs and vulnerability.

OCHA Colombia works to ensure that evidence-based and collective situational awareness informs decisions on humanitarian action, seeking to ensure that streamlined data and analysis is provided to inform a rapid, effective and principled response. OCHA Colombia works to facilitate enough, timely, substantial, predictable and flexible financing that meets the needs of the most vulnerable people. In accordance with its mandate, OCHA undertakes advocacy on behalf of the most vulnerable people to ensure effective and principled humanitarian action. This advocacy contributes to action that also enhances the protection of affected people.

This position is located in Bogotá, Colombia. The Information and Data Assistant works under supervision direct line and report of the Situational Awareness Unit Head of OCHA Colombia. The Information and Data Assistant maintains regular contact with unit colleagues and head of office and other relevant partners (UN agencies, funds and programmes, non-governmental organizations -NGOs) and Institutions, to access information. Ensure that the functions respond to all processes for information management and handling set out in the Joint Information Strategy of the Humanitarian Country Team (HCT).

Deberes y responsabilidades

Under the direct supervision, line and report of the Situational Awareness Unit Head, the UNV volunteer will undertake the following tasks:

  • Provide support and line technical about conceptualization and correct feeding of the information systems managed by OCHA, to the information managers, partners and other counterparts, framed in the actions of the Information Management Thematic Group (IMWG).
  • Support coordination for the identification, collection, systematization, quality review and validation of data on the situation, gaps and humanitarian response (including external sources), which support decisions in the different coordination spaces and are part of the humanitarian programming cycle (HPC), with a differential approach (gender, age and ethnicity).
  • Support the consolidation and analysis of information for the development of information products with graphic resources in a timely manner, that reflect the humanitarian context and response actions of the different humanitarian organizations in the country, considering the components of the strategy to strengthen OCHA's information management.
  • Support the development of activities described in the work schedule of the processes and the elaboration of information products of OCHA. Also attend meetings and/or support with training on systems and new processes for HPC reporting and others agreed upon by the HCT when necessary.
  • Articulation of processes on humanitarian response information with the focal point of Resident Coordinator's Office when necessary, considering the new monitoring model of the United Nations Cooperation Framework with the government of Colombia.

 

Work implies frequent interaction with the following:

Staff of UN system agencies, staff of non-governmental organizations and civil society dealing with humanitarian issues; officials of local governments and institutions

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.  
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

 

Results/Expected Outputs:

  • Feeding and periodic updating of the systems by the information managers, following the criteria and socialized concepts of the main dynamics and impact on the humanitarian situation.
  • Review and validation of data with the partners that are part of the advocacy and decision-making spaces on the impact and gaps in the humanitarian response
  • Follow-up and fulfillment of the activities on processes and elaboration of products related in the work calendar.
  • Articulation of processes and data between HPC tools and the new UN cooperation framework
  • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
  • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers Feeding and periodic updating of the systems by the information managers, following the criteria and socialized concepts of the main dynamics and impact on the humanitarian situation.
  • Review and validation of data with the partners that are part of the advocacy and decision-making spaces on the impact and gaps in the humanitarian response Follow-up and fulfillment of the activities on processes and elaboration of products related in the work calendar.
  • Articulation of processes and data between HPC tools and the new UN cooperation framework, activities participated in and capacities developed

Habilidades y experiencia requeridas

Required Degree Level: Bachelor´s degree

Required Experience: 18 months

  • University degree in economics, statistics, social sciences, or other related area.
  • Work experience in an area related to information management
  • Working knowledge/experience of the UN system and understanding of agency mandates ;
  • Strong interpersonal skills and ability to work under pressure and in meeting deadlines ;
  • Ability to work with mínimum supervision, with efficiency, competence and integrity with people of different national backgrounds;
  • Some experience working with international NGOs and donors;
  • Important knowledge of HPC tools

 

 Language skills

      Working knowledge of spoken and written English is required;

 

Living Conditions:

According to the last Security Risk Assessment (SRA), elaborated by UNDSSS, Bogotá was ranked in a “low” level of risk for living and working. The city presents a positive and safe conditions for UN functionaries. Bogota presents the risks every major urban center has, without compromising the safety of UN workers, either local or foreigners.  At their starting date, every UNV receives a security brief given by UNDSS Security Department, which contains information concerning the security conditions of the Duty Station, security measures and if necessary the volunteers are accompanied in their search for a living place. Likewise, the UNV has a right to get a subvention to upgrade their security conditions, (Minimum Operating Residential Security Standards – MORSS). Alike, UNV are encouraged to take security training sessions (some of them are mandatory).

Even though Colombia presents different levels of security (which go from low to critical risk), each of them is clearly established for the fulfillment of missions, also supported by the SRA where mitigation measures are stated and those pointed out by MORSS.

Since Bogotá is the capital of Colombia, housing, communication services and the offer any other big city has, will be available for the UNV.  

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials

 

Conditions of Service for national UN Volunteers

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.

Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) will be provided monthly. For further information please visit: https://vmam.unv.org/
