To face the potential impacts of the Covid-19 pandemic, Government authorities are moving fast forward with action to address both the development challenges and the additional demands for economic recovery. Employment generation and skill development are critical and could play a major role to boost economic recovery, productive sector and transformation that will led to inclusive sustainable development. Within this context, Government will conduct a mid-term review of the National Development Plan 2018-2022 (NDP), which is expected to strengthen the programmes related to income generation, skill development and employment. The measures will enhance the capacity of the Technical and Vocational Education and Training (TVET) and entrepreneurship training centers. The Ministry of Public Administration, Labour and Social Security (MAPTSS) has implemented specific programmes in these areas, along with the National Institute for Employment and Vocational Training (INEFOP). Ministry of Education is also involved with specific programmes related to technical education. TVETs are playing crucial role in strengthening professional skills and foster job opportunities for the larger youth population in Angola. Recently, ILO, Mandume Yandemufayo University and UNDP Angola have conducted a joint study to investigate the relation between skill supply and demand in the province of Huila. The research revealed a significant skill mismatch, with limited employment opportunities for the youth and weak relation between the TVET system and the labor market. UNDP Angola is supporting Government to find innovative solutions to its development challenges, in line with its Country Programme Document 2020-2022 for Angola. UNDP In its programming, advisory and advocacy activities promote integrated approaches that tackle the interconnected issues of multidimensional poverty, inequality and exclusion and promotion of the Sustainable Development Goals (SDGs). In partnership with Government, UNDP is looking to provide technical assistance to review, strengthen and accelerate key employment and TVET programmes. Specifically, the consultant will work with the government, particularly with MAPTSS and INEFOP and other relevant entities, both at national and local level, to review, strengthen and accelerate the implementation of the employment and TVET programmes. Under the overall guidance the UNDP Resident Representative in Angola, the Consultant should report to UNDP’s Head of Inclusive Growth and Sustainable Development and work in close collaboration with the Country Economist. [ILO Country Director for the Democratic Republic of the Congo, Angola, Central African Republic, Chad, Congo and Gabon will have co-guidance on the technical and policy support to MAPTSS and INEFOP to accelerate the implementation of relevant employment policies and TVET programmes. She/he will collaborate with other programme colleagues in Country Office, especially with the Country Economist, Head of Inclusive Growth and Sustainable Development, and Governance Clusters, as well as the Country Partnership Development Specialist. In addition, the Consultant will provide support for the organization of events such as convening and leading workshops on social programmes revisions, monitoring and evaluation and effective implementation. The duration of work will be 36 weeks in total, but the delivery of work will be arranged over 12 months and divided into four blocks of four weeks.
