Antecedentes

Civil socity and Charity organizations in Ethiopia had been functioning under a restrictive legal regime for the past decade. This was recently recognized and changed by the present government under the leadership of Dr Abiy Ahmed. The previous legislation (Proclamation no. 621/09) had significantly changed the manner in which civil society organizations registered and areas of intervention, it was restrictive on   activities they will operate and how they receive funds with which they discharged the missions of their organizations. The new Proclamation No. 1113/2019 reverses most of these rules and is expected to transform the civil society landscape in the country.  The Ethiopian government has been applauded for this effort not only because the new law is expected to change the working environment for CSOs but also for its participatory and transparent nature.  

The revised CSO law lifted the funding constraints and has provisions for  both national and international NGOs/CSOs to work in human rights and gender equality and women’s empowerment and rights. . The new law also gave emphasis to dealing with issues related to specific group, and mainstreaming gender, children, elderly and issue of people living with disability. The new CSO proclamation has provisions in favor of CSOs, however, it’s not certain how many of the CSOs are still functional as many have vanished due to lack of  funding and  operation in restricted areas.

It is obvious that CSOs have attributed to several positive contribution in the social, economic and political arena in Ethiopia. Of the various roles CSOs play in the country are targeting the poor and the disadvantaged ,promotion of healthcare, education, water and sanitation, prevention of malaria and control of the spread of HIV are among the notable ones.  They also play significant roles in promoting human rights, including the rights of women, children and persons with disabilities, improving access to basic services to these groups and in reducing the prevalence of several acts of violence against women and children.

However, their organizational and developmental impact was affected by the restrictive law introduced in 2009. The revised CSO Proclamation, enacted in 2019, is widely believed by all actors and CSOs to bring about better opportunities for funding and resources, enhanced engagement, widened and deepened scope of activities. It is also expected that CSOs which had downscaled their efforts in several issues including empowerment and protection, violence against women and human rights will resume their work.

Therefore, it has become crucial to conduct mapping of CSO to have  a roaster that can be used as reference on who works what, where and how given the dwindling of funding and human resources over the past ten years. The new law also demands CSO to re-register and renew their license to legally operate in the country.   This  mapping assessment is  therefore to have evidence as to  how many of these organizations are functional, re-registered, ready to re-register and continue serving and advocating for women’s rights.

In this vein, under the coordination role of UN Women, the UN Women CSO-AG  has  recruited a national consultant that conducted a mapping of CSOs in the country . The report has gone through series of reviews and updating with necessary information by CSO-AG and UN Women team . Nevertheless, this TOR has been developed to recruit a consultant who will undertake the task of proof reading and editing of the report to ensure the quality of the undertaken work. 

Deberes y responsabilidades

The principal tasks under the consultancy will be the following:

  • Conduct high-quality (content and language) editing of the CSO mapping report finalized recently  
  • Substantive and organizational editing, to clarify logic and presentation, shorten and streamline content and ensure that the report meets high quality report standard ;
  • Correcting typographical errors, punctuation, spelling, grammar and vocabulary;
  • Corrections to ensure stylistic consistency, consistency in the use of terminologies, clarity of expression by re-writing where necessary;
  • Corrections to ensure consistency in referencing and indication of sources in line with the Guidance, including paraphrasing and rewriting parts when necessary;
  • Check facts and ensure error-free texts and raise any related queries with the contact person;
  • Ensure that figures, photos, charts, graphs, boxes and tables are correctly identified and cross-referenced in the texts, where applicable, and that data from them are also accurately reflected in the document;
  • Create a list of acronyms and ensure correlation between the list and their occurrence throughout the texts; and
  • Ensure that footnotes are consistently numbered, appropriately positioned and formatted.

Habilidades y experiencia requeridas

Academic qualifications

  • BA degree or equivalent in Literature , Journalism and related fields
  • Comprehensive and documented knowledge of issues related to CSOs

Years of experience

  • 3-5 years of work experience research and editorial work  related with International Organization .
  • Extensive and demonstrated experience in content editing and writing as well as the publication of knowledge products of similar nature.
  • Previous experience working with the United Nations system or other inter-governmental organizations will be considered an advantage.

Language and other skills

  • Excellent knowledge of research related work.
  • Full command of Microsoft applications, particularly Excel, and other relevant software.
