Antecedentes

UNDP is currently implementing the Local Infrastructure Facility (LIF) project funded by the European Union under the EU Aid Programme for the Turkish Cypriot community based on the Aid Regulation (EC No. 389/2006). One of the prioritized infrastructure projects is the establishment of an Industrial/Septage Water Treatment Facility (I/SWF) at the old Nicosia Wastewater Treatment Plant in northern part of Cyprus.

The project will be implemented as Design and Build modality (FIDIC Yellow Book).  The Employer’s Requirements (ER) have been prepared. The ER give the scope of work, raw waste characteristics and consent standards for the industrial wastewater treatment plant and septage wastewater treatment plant (hereinafter referred to as ISWF). 

The site is adjacent to a “new WWTP” commissioned in June 2013.

Parts of the facilities at the old WWTP which were lagoon-based biological treatment facility, may be used for the I/SWF but these will need upgrading and augmenting with new items.

The industrial wastewater and septage shall be kept separate for preliminary and primary treatment but shall share common secondary and tertiary treatment processes.

The new I/SWF system will be augmented with such treatment processes that are required by relevant rules/regulations emanating from the EU Wastewater and Sludge Directives, to meet the discharge standards to the recipient (the adjacent Pedieos River/Kanlidere).

New treatment processes are well elaborated in the ER, however, the ER does not have the dimensioning of the process facilities.

Based on the ER, which has outlined the treatment processes for the two waste streams, UNDP LIF will conduct a study that will estimate the capital expenditure (CAPEX) needed to build the facility as well as the future operational expenditures (OPEX) to confirm that the investment is within the allocated budget and to enable the operator to set the usage tariffs.

Under the overall supervision of the UNDP Senior Programme Manager and the direct supervision of the LIF Project Manager, the Consultant shall carry out a study of the CAPEX and OPEX of the future I/SWF based on the available ER. This specific objective will be attained through the achievement of three outputs as described below.

The ER will be provided to the consultant after contract signature. Any other necessary supplementary data for the elaboration of the CAPEX and OPEX is to be acquired from relevant stakeholders and beneficiaries through UNDP LIF.

The following sections will define expected results and indicators, alongside the activities required to achieve these results. The activities, however, are indicative and should not be treated as final. Changes will be tolerated, but to a certain limit so that the achievement of the expected results will not be placed at risk.

Prior to the start of activities, the service provider will prepare and submit for approval a detailed methodology and workplan for the implementation of the assignment.

Assignment Output 1 – Assessment of Capital Expenditure

Task 1.1 – Review of the Employer’s Requirements

The consultant will first review in details the current ER. If needed, he/she will also seek additional information from the ER consultant or the beneficiaries through UNDP LIF team.

Task 1.2 – Collection of market information

The consultant will collect information about the local construction market from its own sources.

Task 1.3 – Calculation of CAPEX

Based on the information prepared from tasks 1.1 and 1.2, the consultant will calculate the CAPEX for the planned investment.

At the end of Task 1.3, the service provider will make a short presentation of the information collected and results of the expert’s calculation. A short report on the output 1 (max. 2 pages) together with the calculation sheets (as annex) will be provided when the task 1.3 is completed.

Assignment Output 2 – Estimation of future operating costs

Task 2.1 – Collection of relevant data

The consultant will collect data from various sources, including other WWTP operators in Cyprus. The data will include utility tariffs, standard wages, maintenance, replacement of equipment, consumables used for treatment processes, disinfection, etc. and all relevant data to complete the estimation of the future operating costs.

Task 2.2 – Calculation of Operating Costs

The consultant will then calculate the estimated operating costs of the I/SWF over a period of 15 years. The operating costs will be divided into fixed, variable and semi-variable costs and will be distinguished by industrial and septage services.

At the end of Task 2.2, the consultant will make a short presentation of the information collected and results of the expert’s calculation. A short report on the output 2 (max. 2 pages) together with the calculation sheets (as annex) will be provided when the task 2.2 is completed.

Assignment Output 3 - Report

Task 3.1 – Preparation of the draft report

Upon completion of the above outputs, the service provider will prepare and submit a draft report to UNDP and external partners for initial review and comments. The indicative structure of the report is the following one:

  1. Executive summary
  2. Description of the methodology and data research
  3. Assessment of the capital expenditure
  4. Estimation of future operating costs
  5. Conclusions

The final structure of the report will be discussed at the beginning of the assignment and agreed with the Service Provider.  All relevant data will be provided in Annexes.

Task 3.2 – Submission of final report

Based on comments by UNDP and key actors and stakeholders, the service provider will modify the report and submit a final report. The report will be produced in English.

The Consultant shall submit deliverables in three stages:

It is estimated that the duration to deliver the output will be up to 27 working days.

  • Completion of assignment output 1 and submission of progress report – 15 working days.
  • Completion of assignment output 2 and submission of progress report – 10 working days.
  • Submission of final report – 2 working days

Maximum duration of the activities will be 75 calendar days from the date of contract signature.

The Specialist working time is home based.

Deliverables shall be submitted in editable electronic format (MS word, excel, etc.) via e-mail.

Habilidades y experiencia requeridas

Education, experience and language requirements:

  • Master’s degree in engineering or process engineering or economics or inter-related disciplines.
  • Experience in preparing at least 2 Employer’s Requirements for FIDIC Yellow Design & Build modality for treatment of industrial and/or septage waste projects irrespective of magnitude.
  • Experience in preparing CAPEX and OPEX calculations/estimates of at least 2 wastewater treatment facilities, irrespective of magnitude
  • Experience working in Cyprus and/or in a member state of the EU.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and good knowledge of spreadsheet and database package is required.
  • Written and spoken fluency in English is required.
  • Fluency in Turkish is an asset.

A financial proposal should be provided as lump sum. The financial proposal shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and office holidays are not payable.

Evaluation / Selection Process

All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria (CV review and interviews) – 70% of total evaluation – max. 70 points

CV review: 40 points:

  • Educational qualification as defined in the ToR (15 points)
  • Experience as defined in the ToR (20 points)
  • Fluency in English (5 points)

Desk review: 30 points

  • Experience in preparing at least 2 Employer’s Requirements for FIDIC Yellow Design & Build modality for treatment of industrial and/or septage waste projects irrespective of magnitude. (10 points)
  • Experience in preparing CAPEX and OPEX calculations/estimates of wastewater treatment facilities, irrespective of magnitude (15 Points)
  • EU member state and/or Cyprus experience (5 points)

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation

Financial Criteria - 30% of total evaluation – max. 30 points.

Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Terms:

Payments will be made against the delivered final outputs upon the certification and approval of UNDP.
