Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In September 2019 the Government of Lebanon passed its first National Action Plan on UNSCR 1325 on Women, Peace and Security, with support from the United Nations in Lebanon. The NAP 1325 is a detailed four-year action plan with specific targets that should be achieved during the duration of the NAP. A monitoring and evaluation framework for the NAP was also developed in 2018. Due to the COVID-19 crisis, the NAP’s first-year Workplan has been further amended to prioritize interventions related to gender-based violence and legal reforms.

Objective of the Assignment:

UN Women, in partnership with the National Commission for Lebanese Women (NCLW), seeks a monitoring and evaluation consultant to develop a baseline study for the NAP 1325. The consultant will report to Lebanon Head of office under the overall supervision of NCLW’s Administrative Director and will work with their NAP 1325 technical and coordination team.

Deberes y responsabilidades

  •  Review the existing four-year M&E framework and propose updates as needed to reflect the COVID-19 context and the re-prioritization of interventions related to gender-based violence and legal reform.
  • Develop a detailed monitoring plan highlighting related responsibilities of the different LNAP implementing partners, sources of data, data collection toolkits, frequency of data collection, the reporting formats and timeframe.
  • Conduct a baseline study to capture the indicators specified within the M&E framework and the detailed M&E plan for the NAP 1325.
  • Develop the required quantitative and qualitative tools and templates for data collection, and data validation methods.
  • Prepare a data collection plan (including guidance for data quality assurance and validation) to be used by parties responsible for the implementation of the 1325 NAP.
  • Design a representative sample of stakeholders’ that will be interviewed during the baseline study.
  • Prepare and conduct a one-day virtual workshop to guide the key NAP implementing partners on how to use the M&E detailed plan, including briefing on the related quantitative and qualitative toolkits, and reports formats/templates.
  • Develop a report with the results of the baseline study and present the findings to the Steering Committee members for inputs and feedback.
  • Finalize the baseline report based on inputs received.
  • Develop a mechanism and formats (templates) for the subsequent tracking and reporting purposes towards the end line of the NAP implementation.

Habilidades y experiencia requeridas

Education:

  • Master’s degree in Social Sciences, Gender Studies, Development Studies, or equivalent work experience
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  •  At least 6 years of increasingly responsible experience in data
  • analysis and monitoring
  • At least 4 years’ experience in research with focus on gender/development/human rights related work (both qualitative
  • and quantitative);
  • Experience in strategic analysis and report writing outputs identification and M&E development.
  • Experience in developing M&E tools and templates and training practitioners on their use
  • Familiarity with governmental and non-governmental entities in Lebanon is essential.
  • Proven experience in developing gender-responsive evaluations.
  • Familiarity with UN work is desirable

Language Requirements:

  • Proficiency in oral and written English and Arabic is a must
  • Computer skills, internet communication, and command of MS Office.  

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Education: 20 points
  • Professional experience and monitoring and evaluation skills:  40 points
  • Language proficiency in English and Arabic: 10 points

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
