Antecedentes

Following the approval of Cabinet, the Bahrain’s Sustainable Energy Unit (SEU) was established in November 2014 by way of a formal agreement between the Minister of Energy and the UNDP.

The key objectives of the unit are to develop a cohesive and sustainable energy policy and to promote Renewable Energy, Energy Efficiency and Conservation in the country. The unit will also work towards bridging the legal, institutional, and capacity gaps in order for the Bahrain energy sector to meet the future challenges.

SEU is the entity mandated to lead and promote energy efficiency practices, transfer and diffuse renewable energy technologies and draft related policies and regulatory frameworks in close coordination with stakeholders and partners in the Kingdom of Bahrain. SEU has developed the National Energy Efficiency Energy Action Plan (NEEAP) and the National Renewable Energy Action Plan (NREAP) in accordance with the guidelines of the League of Arab States, with articulated targets that will eventually be the base for developing the National Energy Policy.

SEU is seeking to contract  on a long term agreement a maximum  of 4 qualified Land & Sea Transaction Specialists with experience in the assessment of sites for large scale Energy Projects within the Kingdom Of Bahrain, proven ability to deliver Energy Projects with a focus on Renewable Energy plants and a strong understanding of the multifaceted technical, financial, environmental and social feasibility and impact assessments required for such projects. The Transaction Specialist will assist the SEU project in delivering advice to the Sustainable Energy Authority of the Kingdom of Bahrain and furthering the implementation of the NREAP by securing appropriate land and sea locations for the development of Renewable Energy plants within the Kingdom.

1. Develop a Land Assessment Strategy Proposal for SEU approval

2. Develop a Plot Assessment Criteria Matrix for SEU approval

3. Conduct preliminary plot investigations based on approved Assessment Criteria Matrix with preliminary environmental review of selected plots, lead and co-ordinate site mark-up requirements as per required stakeholder processes (minimum of 15 plots) and produce reports based on the above work.

4. Identify suitable plots and develop preliminary technical due diligence reports and associated Document Packs including co-ordination with relevant stakeholders to finalise environmental & legal requirements for selected plots.

5. Prepare proposals to support SEU participation in high-level meetings to lobby and advocate with relevant stakeholders in regard to land allocations with national counterparts for RE projects.

6. Conduct and prepare risk analysis reports for plots selected by the relevant public sector stakeholders, including Environmental and Social Impact Assessments, Hazard Analysis, Security Vulnerability Analysis, Noise Generation Analysis, national infrastructure integration analysis and co-ordinate with the electricity grid Operator (EWA Bahrain) to analyse electrical grid impact and prepare reports suitable for presentation to the various stakeholders for their final approvals.

7. Prepare high-quality strategic policy advisory reports (minimum of 10 reports) related to the siting of Renewable Energy projects within the Kingdom of Bahrain.

8. Prepare review reports and advise on proposals submitted to/by the SEU to/from various stakeholders related to land and sea plots recommended for renewable energy projects.

10. Prepare review reports and advise on RFPs and tender documents for projects related to the Plots selected.

Habilidades y experiencia requeridas

Qualifications:

  • A post graduate degree in engineering, economics, environmental, science, project management or other related fields.

 

Experience

  • The candidate must have at least 20 years of relevant experience in the fields of energy technologies, large energy project delivery, national infrastructure project management, assessment of energy projects in regard to environmental, financial, social and technical impacts.
  • Proven experience in delivering advice in regard to the siting of energy projects.
  • Good knowledge of Bahraini and GCC energy markets.
  • Experience in delivery of renewable energy projects (minimum 3MW size per project).
  • Proven experience and knowledge of Bahraini land acquisition processes and relevant stakeholder processes for national projects.
  • Good knowledge of the technical, financial, environmental and social feasibility factors of renewable energy projects.
  • Proven experience in strategic planning at national level. 
  • Prior experience with United Nations agencies is an advantage.

 

Language Requirement

  • Proficiency in written and spoken English and Arabic are required, while proficiency in other official UN languages are an asset.
