UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The provisions of the Constitution of the Republic of Kazakhstan, the political and legal framework guarantee equality between men and women in Kazakhstan in all sectors. The Republic of Kazakhstan adopted the Sustainable Development Goals (SDGs), joined the Beijing Declaration and Platform for Action during the Fourth World Conference for Women (1995) and ratified the main international documents on gender equality and women's rights, including the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). To further support the consolidated efforts of the government, parliament, women's groups and civil society organizations (NGOs) to fulfill government commitments in the field of gender equality and women's rights, UN Women initiated a joint project with the Ministry of Labor and Social Protection of the Republic of Kazakhstan with the support of National Commission for Women Affairs and Family and Demographic Policy under the President of the Republic of Kazakhstan. UN Security Council Resolution 1325 (UNSC 1325), unanimously adopted in October 2000, emphasizes the importance of equal participation and full involvement of women in all efforts to maintain and enhance peace and security. Over the years, seven additional resolutions have been adopted on the principles of the empowerment of women. To meet these commitments at the national level, the United Nations has encouraged Member States to adopt national action plans on the Principles for the Empowerment of Women to implement resolutions and monitor progress on the agenda. In this regard, UN Women Kazakhstan plans to hire a national consultant who will provide support in the preparation and implementation of the activities of this assignment and the development of specific recommendations.

Deberes y responsabilidades |
|
1) Development and presentation of a detailed work plan for analytical review, analytical work, data collection, development of recommendations and deadlines for the assignment; 2) Conducting a desk analysis of all policy documents and reports related to the implementation of UNSCR 1325 in Kazakhstan, and preparing a brief overview; 3) Identification of achievements, problems and examples of international best practices in the development and implementation of UNSCR 1325, including the institutional and legal framework, as well as the organizational structure at the national level, funding mechanisms, raising awareness and skills of national partners and ensuring the sustainability of results (on the example of two countries to be approved by the UN Women Programme Specialist); 4) Based on examples of international best practice and analysis of national policies on the implementation of UNSCR 1325, develop a number of specific recommendations and practical measures for the Government of the Republic of Kazakhstan on the following issues:
5) International practice of using mediation with the participation of women in the prevention and resolution of conflicts, creation of national professional potential; 6) Collecting materials on existing gender training and special operating procedures for law enforcement and military authorities in order to prevent gender-based violence in conflict and post-conflict situations; 7) Organization of discussion at the national level in order to present the work done and validate the proposed recommendations. Completion and submission of a final report with related recommendations and supporting documents in the form of attachments. The national consultant is expected to work from home and conduct online consultations with UN Women and local experts. All results must be submitted and approved by UN Women. Detailed information about responsibilities is described in Russian version of Terms of Reference. Evaluation Process The evaluation process consist of two stages: first is technical evaluation, and second - financial evaliation . The maximum score for technical evaluation part is 700 points. Candidates who scores at least 490 points for technical part would be admitted to the next stage - financial proposal evaluation. Detailed description of evaluation process is provided in Russian version of Terms of Reference. Important note: each candidate must provide documents that would justify required technical skills and expertise listed in the Terms of Reference. Habilidades y experiencia requeridas |

Education: - Higher education in public administration, law, economics, international relations, social sciences, international law or related fields. Experience: - At least 5 years of professional experience in the government programme evaluation, planning and policy analysis, especially in relation to women, peace and security, human rights, gender equality and other related areas. - Demonstrated knowledge and understanding of UNSCR 1325 and the Women, Peace and Security agenda; - Experience in the methodology for collecting quantitative, qualitative data and gender methodologies; - Proven experience in performing similar tasks, including the development, monitoring and evaluation of the foundations and assessment of the implementation of state policies and programmes; - Experience in working with UN agencies or other international organizations, as well as with government bodies in the field of gender equality and improving the system of state planning and management.
