Antecedentes

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

In line with UN Women’s Strategic Plan 2018-2021, the UN Women Egypt office is contributing to three interdependent and interconnected outcomes:

  • Women lead, participate in and benefit equally from governance systems
  • Women have income security, decent work, and economic autonomy
  • All women and girls live a life free from all forms of violence

Women’s economic empowerment is central to realizing women’s rights and gender equality. Women’s economic empowerment includes women’s ability to participate equally in existing markets; their access to and control over productive resources, access to decent work, control over their own time, lives and bodies; and increased voice, agency and meaningful participation in economic decision-making at all levels from the household to international institutions.

Empowering women in the economy and closing gender gaps in the world of work are key to achieving the 2030 Agenda for Sustainable Development and achieving the Sustainable Development Goals, particularly Goal 5, to achieve gender equality, and Goal 8, to promote full and productive employment and decent work for all; also Goal 1 on ending poverty, Goal 2 on food security, Goal 3 on ensuring health and Goal 10 on reducing inequalities.

Under the framework of the United Nations Partnership Development Framework (UNPDF) Output 4.2: Women Economic Empowerment and in alignment with the goal and objectives of the Economic Empowerment pillar of the National Strategy for Women’s Empowerment (NSWE), UN Women Egypt has supported the economic empowerment of women through the implementation of projects such as the One-Village-One-Product (2014-2016), Village Savings and Loans Associations (2014-2017), and the creation of a more inclusive and gender-sensitive environment along the agricultural value chains of select agribusiness firms (2017-2018). The projects have had positive outcomes for women participants, the majority of whom are poor and marginalized, as demonstrated in their increased income through savings, access to loans, and investments, in addition to greater self-confidence and community recognition. A critical factor across all UN Women interventions has been the formation of women’s networks that have enhanced participants’ social skills and create opportunities for networking and exchange of knowledge, thus contributing to better and more effective cooperation among them. These networks have also provided a voice to women’s need for formal financial services (as in the case of the VSLAs) and improved working conditions (as in the case of the agribusiness firms).

Building on the successful results achieved through the above-mentioned projects, UN Women in Egypt is implementing a 5-year project (2019-2024) that aims to support women's empowerment for sustainable economic growth in Egypt

The project intermediate outcomes are contributing to:

  • Increased productivity and job opportunities generated by women entrepreneurs;
  • Increased employment of women by businesses; and
  • Reduced gender-specific barriers to women’s entrepreneurship and to women entering into and remaining in the workforce.

Project interventions will result in a) Increased number of new businesses established by women entrepreneurs in the sectors of focus, b) Enhanced capacity of women-led businesses to grow, attract and retain workers, c) Strengthened performance of productive clusters to employ more women, d) Enhanced employability of women in growth-oriented sectors, e) Increased abilities of businesses to implement gender-sensitive corporate policies, f) Strengthened individual and collective agency of women in the sectors of focus, g) enhanced capacity of Government to mainstream gender in public policies and programs, and h) Increased access of women entrepreneurs to tailored financial and non-financial services.

The main national counterparts of the JP are the National Council for Women and the Ministry of Trade and Industry. Furthermore, other key labor market stakeholders have been identified as potential partners during the program’s inception phase such MSMEDA, MCIT, and MPED. 

Objective of the Assignment:

Reporting to the Programme Specialist and under the overall supervision of the Deputy Representative, UN Women Egypt Country Office is recruiting and Entrepreneurship Education Content Development Consultant to develop a module (in Arabic and English) on Key Technology Enablers that can be incorporated into the “Heya Raeda” course for early-stage entrepreneurs and adapted to online learning. The content must be equivalent to one training day (to be developed into 3-5 hours of e-learning material). The module to be created will primarily focus on how to use existing technological tools (services and products) for business growth, including but not limited to: 

  • Using e-commerce platforms to sell products
  • Online services and technological solutions for Improving productivity, business operations, and management
  • Technological solutions to the management of financials (i.e. tools to calculate and keep track of the business financials)
  • E-marketing tools and digital marketing basics
  • Customer Service (tools to facilitate Customer support)
  • Team Collaboration and Learning tools for human resource management
  • Mobile Working and Telecommuting (Working from home facilitation tools)

The module will be added to the training programme of “Heya Raeda”, an initiative led by the Technology, Innovation, and Entrepreneurship Center (TIEC) and will represent the third module of a training course. The first two modules are already developed on the following topics: 1) Idea Generation & Business Validation; 2) Business Modelling. All three modules will be packaged into an e-learning online course for early-stage women entrepreneurs.

Payment Schedule:

Payment will be based on deliverable submission and approval from UN Women and TIEC. Payments will be issued in equal percentages for the 5 deliverables (i.e. payment 1 will be sent based on deliverable 1 (20% of the total contract). The consultant will be required to fill out a timesheet and submit a final report describing his/her activities during this time. The payment of the final deliverable will occur after the submission of the report and timesheet.

Impact of Results:

The education content created by the selected service provider will have the capability to ensure the followings:

Provide TIEC with educational content on key technology enablers for business management for the Heya Raeda program which targets early-stage female entrepreneurs.

Under the day-to-day supervision of the Programme Specialist coordinating the programme, and under the overall supervision of the Deputy Representative, the consultant is expected to perform the following tasks:

  • Develop an outline for the module “Key Technology Enablers”
  • Deliver the training manual including quizzes, assessments and PPT presentation in English and Arabic
  • Develop the script for the module to be transferred into an online version
  • Incorporate the feedback of UN Women and the JP implementing partner into the content
  • Ensure that the final version of the training module is available in English and Arabic

Inputs to be provided by the TIEC and UN Women teams to the consultant:  

  • Background Documents on program objectives and target beneficiaries

Training materials from the Heya Raeda program Module 1 & 2, so that the Module 3 to be developed will build on existing materials for cohesion.

  • At least (7) years of work experience in a development/business/technology field of which 5 or more years of experience in curricula development and educational content development in the following activities is required, on-line course design and deployment, and design and implementation of self-paced and/or blended learning systems, entrepreneurship education, or  ICT in either public or private sector international organizations.
  • Hands-on experience and knowledge of e-commerce platforms, digital marketing, and technology enablers for businesses.
  • Experience with e-learning platforms desired.
  • Experience in managing the development and deployment of entrepreneurship training courses.
  • Experience in teaching and/or mentoring early-stage women entrepreneurs

Language Requirements:

  • Fluency (written and verbal) in Arabic and English

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1:  Education (10 points)
  • Criteria 2:  At least 7 years of work experience in a development/business/technology field of which 5 or more years of experience in curricula development and educational content development (15 points)
  • Criteria 3:  Experience and knowledge of e-commerce platforms, digital marketing, and technology enablers for businesses (15 points )
  •  Criteria 4: Experience in managing the development and deployment of entrepreneurship training courses (15 Points)
  • Criteria 5: Experience in teaching and/or mentoring early-stage women entrepreneurs (15 points)

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;

'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
